    Enhancement of urban pluvial flood risk management and resilience through collaborative modelling: a UK case study

    This paper presents the main findings and lessons learned from the development and implementation of a new methodology for collaborative modelling, social learning and social acceptance of flood risk management technologies. The proposed methodology entails three main phases: (1) stakeholder analysis and engagement; (2) improvement of urban pluvial flood modelling and forecasting tools; and (3) development and implementation of web-based tools for collaborative modelling in flood risk management and knowledge sharing. The developed methodology and tools were tested in the Cranbrook catchment (London Borough of Redbridge, UK), an area that has experienced severe pluvial (surface) flooding in the past. The developed methodologies proved to be useful for promoting interaction between stakeholders, developing collaborative modelling and achieving social acceptance of new technologies for flood risk management. Some limitations for stakeholder engagement were identified and are discussed in the present paper

    Gender Equality Results Case Study - India: Urban Water Supply and Environmental Improvement Project

    Development Aims and Impacts. The Urban Water Supply and Environmental Improvement Project sought to provide basic services of water supply, sanitation, and garbage collection and disposal in four cities in Madhya Pradesh, India. Impacts include increased access to sustainable water supply and enhanced sanitation infrastructure in these four cities. Over 5.6 million people benefited from improved water supply, while half a million people benefited from an improved wastewater management system and 4.7 million people benefited from an improved solid waste management system. These changes positively impacted the lives of the local community, in particular women and girls, who are primarily responsible for water management. The active participation of women was encouraged and supported, and over 70% of the members of the community group committees (CGCs) were women. The CGCs were responsible for coordinating and overseeing the initiatives concerning water supply and sanitation, and they continue to operate even after the completion of the project, liaising with local government officials. Women built on skills developed during the social mobilization initiatives and other project activities to ensure improved income generation, with many of them continuing to be active leaders at the community level. ADB Processes and Management Tools. The project design included a gender action plan. A gender manual was developed to guide the integration of gender in the project. Special measures were taken to ensure women’s participation in community-driven planning and decision making. Targets for participation of women in community-based organizations or CGCs were closely monitored, and variations were followed up by both the nongovernment organizations—responsible for organizing, mobilizing, and capacity building of CGCs—and the project staff. The project also partnered with other organizations with capacities related to gender equality that helped in the initial gender analysis of the water and sanitation sector

    Multi-stakeholder involvement and urban green space performance

    This study aimed to identify the main factors influencing urban green space performance. Therefore, a conceptual framework on the relations of multi-stakeholder involvement (MSI) and the performance was conducted by a mixed-method approach. The study covered all urban green space projects (UGSPs) published in international journals as its population which were obtained from three main databases: ISI Web of Knowledge, Scopus and Picarta. Using a few combinations of keywords, 29 relevant journals were identified, which included 42 UGSPs as the main units of analysis in this study. A content analysis was used to determine the contribution of MSI to the performance of urban green space. The main internal (state, private, society, planning/design, implementation, maintenance, input for management, and financial support) and external (regulation, good leadership and financial support) MSI indicators were further identified. The findings showed that the main indicators that significantly influence urban green space performance are 'state, society, implementation and regulation'. The study concluded that the state plays a critical role in the UGSPs' performance although it is not the only actor. The influential role of the state and society should also be considered since most of green space projects are non-profit oriented. 'Society' involvement also contributes to the performance and 'regulation' is also needed as a legal basis for green space development and management. To validate the conceptual framework and mixed-method approach developed here, it is recommended that more studies should be conducted to compare the relationship of the MSI and the UGSPs' performance in different categories

    Geo-questionnaire in urban planning – preliminary results of the experimental application in Poland

    Changes in the attitude of local authorities towards the public participation in the decision making processes have prompted development of new methods of such involvement. As far as the urban planning is concerned, of particular potential is the so-called Public Participation Geographic Information Systems (PPGIS). One of the tools used for the purpose is a geo-questionnaire, combining the benefits of a standard questionnaire and a map, which permits collecting information on particular sites and on the respondents’ ideas on localisation of new objects and functionalities.Within the project “Geoportal supporting public participation in urban planning”, in the years 2015–2016, a study was undertaken to explore the effectiveness and usefulness of the geo-questionnaire. Five pilot studies were performed in the Poznań and Łódź agglomerations. The geo-questionnaires concerned the local spatial management plan in Rokietnica (Poznań agglomeration), landscape protection in Łódź, conception of the transportation system development in Łódź, conception of urban design of the Łazarski Market in Poznań, and the Map of Local Needs in the city center of Poznań. The aim of the study was to present the preliminary results of the initial implementations of geo-questionnaire developed within the project Geoportal supporting public participation in urban planning. The applications of geo-questionnaire have been analysed taking into account the characteristics of implementation areas, characteristics of users, the effectiveness of recruitment methods and opinions about the tool from two points of view: the respondents and the recipients of results
