Incorporating languages into histories of war: a research journey

This article discusses the ways in which languages can be integrated into histories of war and conflict, by exploring ongoing research in two case studies: the liberation and occupation of Western Europe (1944–47), and peacekeeping/peace building in Bosnia-Herzegovina (1995–2000). The article suggests that three methodological approaches have been of particular value in this research: adopting an historical framework; following the “translation” of languages into war situations; and contextualizing the figure of the interpreter/translator. The process of incorporating languages into histories of conflict, the article argues, has helped to uncover a broader languages landscape within the theatres of war

L'Analyse localisée de la ségrégation urbaine. Ville, quartiers et cités dans une commune de la banlieue parisienne.

L’analyse localisée de la ségrégation urbaine, mêlant approche quantitative et qualitative, permet de mettre en évidence des différenciations fortes au sein d’une même commune, d’un même quartier, mais aussi entre des cités HLM. Appliquée ici à une commune populaire de la banlieue parisienne, cette démarche fait ressortir des configurations sociospatiales infra-communales qui montrent bien la complexité sociale et urbaine des banlieues. Elle montre aussi la nécessité de prendre en compte l’action des habitants dans les processus de division sociale, et l’importance de la connaissance fine qu’ils manifestent de caractéristiques sociales de différents quartiers, voire de différents immeubles HLM. Une telle démarche pose des problèmes méthodologiques et nécessite une connaissance sociologique pointue des terrains d’étude. Malgré ces limites, elle demanderait à être élargie à un plus grand nombre de communes afin de préciser les typologies existantes et de développer la comparaison en intégrant des aspects qualitatifs de la ségrégation urbaine

Liquidation of Vilnius Seminary and displacement to Bialystok in 1945

The seminary in Białystok was formed as a result of a closure of a Seminary in Vilnius, which was founded by the bishop of Vilnius Jerzy Radziwiłł on 11th January 1582. In 1925 the Vilnius Seminary was merged with the Theological Department of Stefan Batory University (USB). In December 1939 USB was liquidated, however the Theological Department acted in secret. After mass arrests of professors and clerical students, in March 1942 bishop Romuald Jałbrzykowski and Rev. Adam Sawicki were imprisoned. A seminary was liquidated and was not reopned until October 1944. Unfortunately, authorities closed the Vilnius Seminary on 20th February 1945. Bishop R. Jałbrzykowski made a decision to move the Seminary to Białystok, where in spring, on the 8th of May 1945 it commenced its activity. A month later an order was given to remove the archbishop R. Jałbrzykowski from Vilnius. He left for Bialystok on 15th July 1945. (ROSMAWATI, S.H., M.H.)Pengendalian wilayah udara Indonesia di atas Kepualan Riau oleh Singapura sedikit banyaknya telah menimbulkan ancaman bagi Indonesia terlebih dari segi pertahanan negara, pengendalian udara oleh Singapura dapat menjadi ancaman bagi kedaulatan negara karena dengan demikian Singapura dapat dengan mudah mengakses wilayah Indonesia. Dalam hal ini Indonesia dan Singapura telah melakukan perjanjian bilateral melalui beberapa perjanjian yang telah di sepakati bersama pada tahun 1995.Penulisan ini bertujuan untuk memberikan pengetahuan dalam bidang hukum udara dan untuk mengetahui pengendalian Flight Information Region (FIR) di wilayah kedaulatan Indonesia yang dikendalikan oleh Singapura menurut hukum internasional, bagaimana dampak bagi Indonesia terhadap perjanjian ini serta beberapa upaya yang dapat dilakukan pemerintah untuk pengambil alihan FIR tersebut yang diulas oleh Konvensi Chicago pada tahun 1944. Jenis penelitian dalam penulisan hukum ini menggunakan penelitian hukum normatif. Penelitian hukum normatif adalah penelitian yang berfokus pada hukum positif dalam bentuk Konvensi Internasional, Perjanjian Internasional, Hukum Nasional dan Peraturan Perundang-Undangan yang terkait dengan pengendalian wilayah udara.Hasil dari penulisan ini adalah bahwa Persetujuan Flight Information Region (FIR) Indonesia-Singapura pada tahun 1995 telah dimandatkan oleh Konvensi Chicago 1944 yang menjamin bahwa pendelegasian tidak hanya bagian dari kedaulatan suatu bangsa tetapi juga konsep keselamatan di bidang layanan navigasi dari satu negara ke negara lain berdasarkan kesepakatan bersama yang diwujudkan dalam perjanjian antar negara untuk mengelola layanan navigasi dari satu negara ke negara lain. Namun perjanjian bilateral antara Indonesia-Singapura secara tidak langsung telah menimbulkan kerugian bagi Indonesia dan sudah tidak lagi sesuai untuk dijalankan sehingga dibutuhkan upaya hukum seperti peninjauan kembali terhadap penjanjian-perjanjian tersebut sesuai dengan yang telah disepakati.Disarankan kepada pemerintah melalui institusi penegak hukum ataupun lembaga-lembaga pemerintah lebih memperhatikan dan melakukan pengkajian ulang terkait pengendalian FIR tersebut
