Import 29/09/2010Téma bakalářské práce je procesní řízení ve veřejné správě. Cílem této práce je charakterizovat vývoj a přínosy zavádění zlepšování kvality a procesního řízení v podmínkách Městského úřadu města Hranice v letech 2003-2009. Bakalářská práce je rozčleněna včetně úvodu a závěru do pěti kapitol. Obsahem druhé kapitoly je organizace a řízení veřejné správy. Definuje vymezení a pojetí, funkce a systém veřejné správy, dále územní samosprávu a řízení ve veřejné správě. Třetí kapitola popisuje nástroje a metody zvyšující kvalitu ve veřejné správě, především model CAF a normy ISO řady 9000. Čtvrtá kapitola se zabývá charakteristikou města Hranice, městským úřadem a metodami a nástroji řízení kvality v podmínkách Městského úřadu Hranice. Popisuje vývoj a podíl modelů na procesním řízení a následně zhodnocením těchto modelů a jejich přínosy, především modelu CAF a ISO 9001:2000. Obsahem poslední kapitoly Závěr je shrnutí předchozích kapitol, návrhy a doporučení, potvrzení hypotézy a dosažení cíle.The theme of my bachelor thesis is the process management in public administration. The purpose of this thesis is to characterize development and implementation of quality improvement and process management in terms of the municipality of the city Hranice between periods 2003-2009. Bachelor's thesis is structured including the introduction and conclusion into five chapters. Content of the second chapter is the organization and management of public administration, which defines what a concept and delimitation, function and system of public administration, furthermore, local government and management in public administration. The third chapter describes the tools and methods for improving quality in public administration, particularly CAF model and the standard ISO 9000 series. The fourth chapter deals with the characteristics of the city Hranice, the municipality and the methods and tools of quality management in terms of the municipality Hranice. Describes the development and participation of models for process management and subsequent evaluation of these models and their benefits especially the model CAF and ISO 9001:2000. The conclusion of a final chapter is a summary of previous chapters and proposals, confirmation of hypotheses and achieving goals.153 - Katedra veřejné ekonomikyvýborn

Comparison of the Expenditure of a Selected Group of Municipalities

Tato bakalářská práce je věnována problematice výdajů obcí. Cílem této práce bylo porovnat a zhodnotit výdaje obce s výdaji vybrané skupiny obcí ve sledovaném období. Jejím obsahem je teoretická a praktická část. Teoretická část se skládá z deskripce pojmů spojených s řešenou problematikou, kterými jsou například samospráva, obec a výdaje. Praktická část se zabývá analýzou výdajů obcí dle druhového a odvětvového třídění rozpočtové skladby, kde na základě získaných informací dochází k porovnání a zhodnocení zvolených výdajů obce s výdaji vybrané skupiny obcí ve sledovaném období.This bachelor‘s thesis is devoted to the issue of municipal expenditures. The aim of this thesis was to compare and evaluate municipal expenditures with the expenditures of a selected group of municipalities in the monitored period. Its content is theoretical and practical part. The theoretical part consists of a description of the concepts related to the problem under study, which are, for example, local government, municipality and expenditure. The practical part deals with the analysis of municipal expenditures according to the type and sectoral classification of the budget composition, where, on the basis of the information obtained, the selected expenditures of the municipality are compared and evaluated with the expenditures of the selected group of municipalities in the monitored period.117 - Katedra účetnictví a danídobř

The Proposal for Economy Improvement of Municipality of Vacenovice

Diplomová práce je zaměřena na celkové zlepšení rozpočtu obce Vacenovice ve vztahu k celkovému hospodaření obce, jejímu postavení a pravomocem. Práce je rozdělena do několika částí, které obsahují teoretická východiska, základní charakteristiku obce Vacenovice, analýzu příjmů a výdajů obecního rozpočtu za poslední roky a v poslední části jsou předloženy návrhy na zlepšení hospodaření obce.The master’s thesis is focused on general improvement of Vacenovice municipality’s budget in relation to overall management of the municipality, its position and competence. The thesis is divided into several parts, including the theoretical background, basic characterization of the municipality Vacenovice, analysis of income and expenditures of the municipality budget in recent years, and in the last part, proposals to improve management of the municipality.

Import 21/10/2013Předmětem bakalářské práce je zjistit, jak hospodaří město Bruntál. Bakalářská práce je rozdělena na teoretickou a praktickou část. V teoretické části se zaměřuje na územní samosprávní celky, druhy obcí, jejich orgány a rozpočtové hospodaření. V praktické části je představeno město Bruntál, jeho orgány, vývoj hospodaření v letech 2005-2010, ukazatel dluhové služby a také zhodnocení vývoje hospodaření dle výdajových a příjmových položek rozpočtové skladby. Cílem bakalářské práce je ekonomicky zhodnotit vývoj hospodaření města Bruntál v letech 2005-2010, analyzovat hospodaření dle druhového třídění rozpočtové skladby a představit možný vývoj rozpočtu města Bruntál v letech 2011 až 2013.The object of this bachelor thesis is to find out how Bruntal city is managing its public finances. Thesis is divided into theoretical and practical part. Theoretical part is focused on territorial government units, types of municipalities, local authorities and financial management. In the practical part is introduced Bruntal city, its local authorities, its financial management during years 2005-2010, debt service indicator and also evaluation of financial management based on revenues and expediture parts of financial structure. Evaluation of Economic and Social Development of the Municipality of Hrubá Vrbka from the Point of View of Its Inhabitants

Bakalářská práce si klade za cíl zjistit strukturu obyvatelstva v obci Hrubá Vrbka. Cílem bakalářské práce je identifikovat spokojenost obyvatel obce Hrubá Vrbka s vybranými aspekty jejího hospodářského a sociálního vývoje za rok 2021. Cílem je také najít oblasti, které vedou ke snižování spokojenosti obyvatel se životem v obci či úbytku obyvatelstva. Bakalářská práce je strukturována do 6 kapitol. V teoretické části byl kladen důraz na vymezení pojmu veřejná správa, se zvláštním důrazem na územní samosprávu. V praktické části byl kladen důraz na zhodnocení vývoje obce Hrubá Vrbka v kontextu dotazníkového průzkumu. Výsledky dotazníkového šetření ukázaly, že v obci Hrubá Vrbka žijí převážně obyvatelé ve věku 19-64 let se středoškolským vzděláním. Dále vyplývá, že v obci je málo pracovních příležitostí, což vede k úbytku obyvatelstva v Hrubé Vrbce. Zjištěno bylo také, že obec zaostává ve zdravotních službách a v sociálním zaopatření lidí. Obec by tedy měla zamýšlet zřízení např. domu s pečovatelskou službou, která by zajistil lepší způsob zaopatření starých lidí. Obec by také měla přivést nové investory v podobě firem, aby bylo zajištěno více pracovních možností pro obyvatele.This bachelor thesis aims to determine the population structure in the village of Hrubá Vrbka. The aim of this bachelor thesis is to identify the satisfaction of the inhabitants living in municipality of Hrubá Vrbka with selected economical and social aspects of development for the year 2021. Furthermore, the thesis strives to find the areas leading to a decrease in inhabitants’ satisfaction with life in their municipality. Additinally, the thesis aims to identify the cause of population decline. The municipality should, therefore, consider establishing for example a nursing home to provide better care for the elderly. Last but not least, the municipality ought to bring in new investors with its companies providing more job opportunities for the residents.Within the population, it seeks to identify the causes of differences between the inhabitants. Furthermore, it aims to find the problems that lead to the regress in the standard of living in the municipality and the consequent loss of population. The bachelor thesis is structured in 6 chapters. In the theoretical part, the emphasis was placed on the definition of the concept of public governance with special accent on local administration. The practical part focuses on the evaluation of the development of the municipality of Hrubá Vrbka in the context of a questionnaire survey. The results of the survey have shown that the municipality of Hrubá Vrbka is inhabited mainly by people aged 19-64 with secondary education. It also shows that job opportunities in the municipality are scarce which leads to gradual population decline in Hrubá Vrbka. Additionally, it was also found that the municipality is lagging behind in health and social services. The municipality should, therefore, consider establishing for example a nursing home to provide better care for the elderly. Cílem bakalářské práce "Obecní samospráva v České republice (konkretizace na příkladu městyse Davle)" je teoretické a zároveň i praktické popsání činnosti obecní samosprávy v České republice. Práce, rozdělena do dvou hlavních částí, které se dále dělí na jednotlivé kapitoly a podkapitoly, obsahuje teoretický popis dané problematiky, na něj navazuje praktická část zobrazující konkrétní fungování obecní samosprávy v místě mého bydliště, v městyse Davli.The aim of Bachelor thesis "Municipal self - government in the Czech Republic (concretization on the example of municipality Davle)" is a theoretical as well as practical description of the activity of municipal autonomy in the Czech Republic. Rozbor financování nestátních neziskových organizací z veřejných rozpočtů v roce 2013

Rozbor financování NNO z veřejných rozpočtů v roce 2013 byl přijat a vydán Vládou ČR (usnesení vlády ČR č. 28 ze dne 14. ledna 2015). Rozbor financování NNO v roce 2013 má za cíl sledovat a analyzovat strukturu, velikost a příjemce všech poskytnutých dotací NNO ze státního rozpočtu, z rozpočtu územně správních celků (krajů a obcí) a státních fondů. Jedná se o výstup hlavních zjištění z kvantitativního výzkumu se stoprocentním vzorkem populace. Rozbor je Radou vlády pro nestátní neziskové organizace používán jako 1/ex-post evaluace plnění Státní dotační politiky ČR vůči NNO za rok 2013, 2/ výchozí materiál pro nastavení Státní dotační politiky ČR vůči NNO a nastavení Hlavních oblastí státní dotační politiky vůči NNO a jejich poskytovatelů v dalších letech, 3/ jeden z výchozích materiálů ze kterých vychází Strategický dokument vlády ČR Státní politika vůči nestátním neziskovým organizacím na léta 2015 až 2020 přijatý usnesením vlády ČR ze dne 29. července 2015 č. 608Analysis of public funding for NPOs from public budgets 2013 was accepted and published by government of Czech republic (Government Resolutions 28.- 14.01.2015). Mail goal of document is analyzing structure and scope of NPOs subsidies from public budgets. Analysis is taken in subsidies of nonprofit organization from state, state funds, regional and municipal budgets. This is a output with summary findings of quantitative research. The Government Council for NPOs uses this Analysis as: 1) an ex-post evaluation of The Subsidy Policy from State Budget towards NPOs in 2013, 2) a conceptual material for future implementation of The Subsidy Policy from the State Budget towards NPOs and its Main Areas and their subsidy providers, 3/ base material underlying the strategic document of the Czech Government Government policy towards NGOs for the years 2015-2020 accepted by Government Resolution dated 29 July 2015 no. 608

Evaluation of the Impact of the Population Size on Municipalities' Expenditures in the Czech Republic

Cílem diplomové práce je zjistit, zda faktor počtu obyvatel obce ovlivňuje výdaje na obyvatele ve vybraných oblastech výdajů obcí. Výdaje obcí setříděné dle odvětvového hlediska byly rozděleny do 10 kategorií podle počtu obyvatel, aby mohla být ověřena hypotéza: „Počet obyvatel obce patří mezi faktory ovlivňující velikost výdajů obcí na obyvatele ve vybraných oblastech“. Teoretická část práce řeší obce, jejich hospodaření, rozpočtovou skladbu, příjmy a výdaje obcí. Analytická část práce se zabývá analýzou výdajů dle odvětvového hlediska v roce 2018, u kterých je následně provedena korelace s počtem obyvatel, aby byla mezi nimi zjištěna vzájemná závislost. V praktické části je provedeno zhodnocení vlivu počtu obyvatel na vybrané výdaje obcí.The aim of this thesis is to find out whether the factor of the population of the municipality affects the expenditures per capita in selected areas of municipal expenditures. Expenditures of municipalities sorted by branch were divided into 10 categories according to the number of inhabitants in order to verify the hypothesis: “The population of the municipality is one of the factors influencing the size of municipal expenditures per capita in selected areas”. The theoretical part deals with municipalities, their management, budget structure, incomes and expenditures of municipalities. The analytical part of the thesis deals with the analysis of expenditures according to the sectoral point of view in 2018, which is subsequently correlated with the number of inhabitants in order to establish the interdependence between them. Evaluation of the Economy of Self-governing Territorial Units

Bakalářská práce se zabývá zhodnocením hospodaření obce Rebešovice. První část se věnuje teoretickým poznatkům z oblasti veřejné správy v České repulice, především územně samosprávným celkům, dále pak rozpočtové soustavě včetně rozpočtu obce, jeho příjmům a výdajům. Ve druhé části je představena obec Rebešovice, její historie a nabídka služeb, a na základě podkladů získaných od zastupitelstva obce provedena analýza jejího hospodaření z let 2011 - 2014. Třetí část se zabývá návrhy na zlepšení ekonomické situace obce, zahrnující investiční zhodnocení finančních rezerv obce.The bachelor thesis deals with the economy of the village Rebešovice. The first part deals with the theoretical knowledge about public administration in the Czech Republic, especially municipal governments, as well as the budgetary system, including the municipal budget and its income and expenditure. The second part introduces village Rebešovice, its history and service offer, and based of data obtained from the municipal assembly assesses its economy in the years 2011 - 2014. The third part deals with suggestions to improve the economic situation of the municipality, including investment appreciation of municipal financial reserves of village.
