How growth and location are sensitive to transport and telecommunication infrastructures?
This paper is an extension of the new economic geography and growth model of Martin (1999) which proposes an interesting framework to analyze the effects of the european regional policy. We introduce imperfect interregional knowledge spillovers in this framework which are diffused by two infrastructures : transport and telecommunication infrastructures. If an investment in transport infrastructures may be at the origin of a centrifugal effect through non market interactions, we show that only a policy improving telecommunication can reduce regional inequalities and attain higher aggregate growth rate.Growth, Geography, Public policies
An Empirical Study of Service Innovation’s Effect on Customers’ Re-purchase Intention in Telecommunication Industry
Based on the review of the relevant researches in the field of repurchase intention as well as the field of service innovation, this research analyzed the Service Innovation’s Effect on Customers’ Re-purchase Intention in Telecommunication Industry, and developed the Theoretical model. And 198 users of mobile telecommunication were chosen for our investigation. The result shows that service innovation made by the operators in telecommunication industry has important effect to users’ intention when they are in need to repurchase the mobile telecommunication. Key words: service innovation; repurchase intention; telecommunication industryRésumé: Sur la base des études appropriées dans le domaine de l'intention de rachat, et dans le domaine de l'innovation des services, cette recherche a analysé l'effet de l'innovation des services sur l'intention de rachat des consommateurs dans l'industrie de télécommunication, et a développé un modèle théorique. 198 utilisateurs de télécommunication mobile ont été choisis pour notre enquête. Le résultat montre que l'innovation des services effectuées par les opérateurs dans l'industrie de télécommunication a un effet important sur l'intention des consommateurs quand ils sont dans le besoin de racheter la télécommunication mobile.Mots-clés: innovation des services, intention de rachat; industrie de télécommunicatio
Règlement relatif à l'utilisation des actifs informatiques et de télécommunication
El leitmotiv de la inversiĂłn deleuziana del platonismo es que la clave de su inversiĂłn está indicada por PlatĂłn mismo. En esto radica además la originalidad de su lectura. Se ha destacado ya que el platonismo tiene una funciĂłn ambigua en la obra de Deleuze. Él se ocupa de dejar en claro que es un momento bisagra en el pensamiento filosĂłfico. Que con el pensamiento platĂłnico se sientan las bases para lo que será el ámbito de la “representaciĂłn”, pero es AristĂłteles quien toma esta direcciĂłn y determina asĂ el decurso posterior de la historia de la filosofĂa (Deleuze LS: 299). Francis Wolff describe como inestable este lugar propio del platonismo en la lectura de Deleuze, asĂ como en la de Derrida. PlatĂłn inaugura y rompe a mismo tiempo las oposiciones conceptuales histĂłricamente decisivas que Deleuze se propone desarticular (1992: 240). Isabelle Ginoux, por su parte, sostiene que esta ambigĂĽedad que caracteriza a PlatĂłn en la obra deleuziana la aleja su recepciĂłn de la de Nietzsche. Mientras Nietzsche presenta un retrato puramente negativo de PlatĂłn como el instigador del nihilismo occidental, Deleuze ve en Ă©l un personaje bifronte, cuya ambivalencia remeda a la del phármakon, en el cual reside tanto el veneno como el remedio (Ginoux, 2005: 156-157). Sin embargo, no existen estudios que se ocupen de explicar por quĂ© Deleuze afirma que la salida al platonismo está indicada por PlatĂłn mismo, es decir, en quĂ© radica exactamente el carácter ambiguo de su filosofĂa. Si la lectura que Deleuze hace de la filosofĂa platĂłnica bajo la fĂłrmula de la inversiĂłn no consiste en una crĂtica negativa que tiene por objeto desarticular la estructura del pensamiento platĂłnico, Âżen quĂ© radica entonces la salida que Deleuze propone? La hipĂłtesis que anima la presente investigaciĂłn es que la salida consiste en la creaciĂłn, por parte de Deleuze, de conceptos nuevos a partir de elementos teĂłricos que toma de la filosofĂa de PlatĂłn. Este es el caso del concepto deleuziano de simulacro, que le permite avanzar una definiciĂłn positiva de la diferencia. Mediante su apropiaciĂłn del concepto de simulacro, Deleuze construye una ontologĂa antiplatĂłnica en el seno mismo del platonismo como si se tratase del reverso y el anverso de una misma una moneda. Le développement régional à l’ère des télécommunications : quelques hypothèses de recherche
La problématique du rôle des technologies de télécommunication dans le développement régional est très peu étudiée au Québec. Tout en se démarquant du mythe du déterminisme technologique sur les rapports sociaux, l'auteur s'attache à démontrer, au moyen d'hypothèses et d'études étrangères, la pertinence et l'intérêt, pour les sciences régionales et les collectivités régionales, de développer la recherche dans ce domaine.The role of telecommunication technology in regional development is rarely investigated in Québec society. In order to fill this gap, while turning away from the myth of technological determinism on social relations, the author intends to demonstrate, by referring to studies carried out in other countries, the viability and the interest of this field of research, both for regional sciences and regional communities in Québec

Les transferts de technologie nord-sud en matière de télécommunications par satellites
While the industrialized countries are already involved in the new information age, the developing countries are still trying to achieve some measure of industrialization. Although by themselves the satellite telecommunication systems will not solve all the problems of developing countries, nevertheless, they could facilitate the shortcircuiting of a number of preliminary steps leading to the new communications era. However, as most of the knowledge concerning these satellite systems — from their design until the final stage of production — are concentrated in industrialized nations, this leaves developing countries in a vulnerable and dependent position. This article analyses some of the established and evolving legal norms towards the promotion of technological parity between the industrialized and non-industrialized nations ; these can be grouped under five specific headings : 1. « Space Law »; 2. « New International Economic Order »; 3. « Right to Communicate » ; 4. « Code of Conduct on Technological Transfer » ; 5. « New International Law of Survival ». Following these legal considerations, we analyse the types and means of technological transfers taking place between industrialized and non-industrialized countries. In this connection, it is important to distinguish between the transfer of specified equipment only from that of its engineering. We examine these transfers, first following the initiative of the government-sponsored agencies, and second, as a transaction taking place on the free international market. In our study, it is evident that while non-industrialized countries have access to satellite communications equipment, this however does not apply to their engineering. Will the new rules of international law be capable to launch a free flow of technological knowledge between the industrialized and non-industrialized countries ?
