    Financial Geography in Xikang Region During the Late Qing and the Republic of China Era

    After a series of economic and social changes in the late Qing era, a new scene emerged in Xikang-Tibetan region with Kangding (Dajianlu) as the commercial and trade center. The commercial and trade foundation was more solidified when Kangding became the regional financial center. Since the Republican era, with the radiation and drive of the new financial center in Sichuan-Chongqing region, partial modernization of financial instruments appeared in Xikang region, followed by gradual replacement of old currency by new currency. Through the establishment and expansion of Xikang provincial bank and the promotion and maturity of rural cooperative finance during the anti-Japanese war period, Kham’s finance when Kangding served as the regional financial center was fully incorporated into the new financial geographic landscape in Sichuan-Chongqing region

    Improving China’s regional financial center modernization development using a new hybrid MADM model

    The regional financial center is the propeller of regional economic development. Regional financial center modernization, however, has been the predominant propulsion of economic sustainability. Decisions related to regional financial center modernization development are in­herent problems of multiple attribute decision-making (MADM), and strategically important to the government. The purpose of this paper is to set up a regional financial center improvement model for modernization development, as based on a hybrid MADM model, which addresses the main causal-effect factors and amended priorities in order to strengthen ongoing planning. This paper adopts a new hybrid MADM model combined with the DEMATEL technique to construct an influential network relationship map (INRM) and determined the influential weights of DANP. Then, a modified VIKOR method using influential weights is applied to measure and integrate the performance gaps from each criterion into dimensions, as well as the overall criterion for evaluating and improving the modernization development of the regional financial center, as based on INRM. Finally an empirical case study using data from the Guangzhou regional financial center is carried out as an example to demonstrate the suitability of the proposed hybrid MADM model for solving real-world problems. The results show the priorities for improvement, as based on the degree of the effect and impact of the dimensions, as follows: first is making “government policy”, second is enforcing “financial infrastructure and safety”, next is formulating “financial institutions and human resources”, and finally “financial service”.     Establishing a Regional Financial Center in Almaty: Is it Feasible?

    The Regional Financial Center of Almaty (RFCA) is one of the Kazakhstan government's premier projects aimed at diversifying the national economy and improving the country's position in the global market. This research examines the feasibility of the RFCA. For a financial center to succeed, a number of conditions must exist. Successful growth of a financial center requires a healthy financial sector and a favorable investment climate. Based on an analysis of the existing circumstances in Kazakhstan and the structure of its economy, I argue that the RFCA creates opportunities for the domestic economy, but its functional feasibility is currently constrained by the limited scope of a variety of financial services available in Kazakhstan, the distorted structure of the economy and the poor performance of the industrial sector. This analysis shows that the financial center is not feasible at this point in time and requires a sequence of investments in other sectors of the economy to support its operations and growth. Otherwise, there is a risk that the establishment of the RFCA may redirect a bulk of national resources away from other vital industries, where these resources are more needed, solely into the financial sector.     Denna rapport återger arbetsprocessen kring att utvärdera datalagringsstruktur och förbättra prestanda för generering av parameterfiler för kortterminaler. Arbetet utfördes på plats hos Esplanad AB, ett företag som bland annat arbetar med säkerhetslösningar och distribution av inställningar för betalstationer. Uppgiften bestod av att utvärdera möjligheter till att förbättra databasen som sparar alla inställningarna för betalsystemen, samt att förbättra kodstruktur och prestanda för programmet som genererar filerna. Rapporten beskriver testning av prestanda, både på Esplanads gamla program för att generera parameterfiler och det nya som konstruerades. En lösning presenteras som inkluderar förbättring av filgenereringens prestanda och en ny struktur på databasen för ökad skalbarhet. Tester visar att det nya systemet klarar av att skapa parameterfiler på TLV-format ungefär 16 gånger snabbare. Den föreslagna lösningen implementerar parallella processer och replikering av databasen.This thesis describes the process of analyzing and evaluating the structure of data storage and improving the performance for generating parameter files destined for card terminals. The work was done in house at Esplanad AB, a company dealing with security solutions and distribution of settings for payment stations. The first task was to evaluate the possibilities for improving the database storing the settings for each card reader. The second task was to improve the structure of the code and also improve the file generating systems performance. The thesis describes testing performance, both for Esplanad’s old system for generating parameter files, and the new one constructed. The solution presented includes improved performance of the file generating process and a new structure for the database that increases scalability. Tests show that the new system is capable of generating parameter files with TLV-format, about 16 times faster. The proposed solution implements parallel processes and database replication

    The Twin Cities financial services cluster is an important regional financial center, and ranked eighth in the country among U.S. metropolitan areas in financial services employment in 2008. On the national level, New York and Chicago maintain a durable advantage as the nation’s top financial centers due to their stock exchanges and agglomeration economies that have developed due to their historical prominence in the industry. Although not employing as many financial services workers as the largest metropolitan areas, the state of Connecticut’s financial services industry has recently emerged as a leader due to its close proximity to traditional financial centers and an effort to offer lower costs and a better quality of life. The Twin Cities ’ competitive advantage rests in its highly educated population and high quality of life, which has led to the development and retention of a large number of Fortune 500 and Fortune 1,000 companies and results in the need for a sophisticated financial services industry. Twin Cities ’ depository institutions and securities brokerages may not have large job creation potential due to the local and regional nature of the demand for their services. In contrast, the insurance subcluster has a much greater opportunity for employment growth because it exports its products across the country.     On May 3-4, 2006, the Payment Cards Center hosted a two-day conference titled “The Role of Electronic Payments in Disaster Recovery: Providing More Than Convenience.” The event brought together participants from a range of groups, including financial institutions and other financial service providers; federal and state government and national relief agencies; and the bank regulatory community.
