Post-independence, the relationship between the President and the House of Representatives in the implementation of the legislative function is not harmonious. Indonesia during the Old Orde was a phase of liberal democracy, then re-enacted Pancasila democracy. Based on its development, political instability helped determine the weaknesses in the implementation of separation of powers in Indonesia

PENGALIHAN DANA ZAKAT MENJADI PINJAMAN MODAL USAHA OLEH BAZDA KOTA PADANG DALAM PERSPEKTIF AL-QUR’AN DAN HADITS

Abstract: Zakat is one of the pillars Islam which has great potential in poverty reduction, by optimizing the collection and utilization of zakat, infaq, shadaqah in the broadest sense. In the early of Islam, Zakat is one of the funding sources of country and very actively in empowering and building the welfare of the people, especially for economy. In Indonesia, there has been regulation about management zakat is Undang-Undang No 38 Years 1999 about management of zakat. Then, in Some areas, has issued a policy in the local authority to implement the regulation, including the people who manage the zakat. One of the area is the local goverment in Padang has issued a policy to be able to optimaze the potential of zakat in Padang. Optimization of zakat not only in terms of the collection of zakat in a manner required all civil servants in Padang, but also interms of distributions carried out by the local charity mile (BAZDA) Padang. In terms distribution fund zakat which is done by BAZDA Padang, beside that giving zakat without requirements to mustahiq Zakat, there is capital loans to mustahiq zakat who wants open trade .Keyword: Zakat; Amil Zakat; Mustahiq Zakat.  Abstrak: Zakat adalah salah satu rukun Islam yang memiliki potensi besar dalam pengurangan kemiskinan, dengan mengoptimalkan pengumpulan dan pendayagunaan zakat, infaq, shadaqah dalam arti yang luas. Performa Ayam Broiler yang Diberi Bahan Pakan Fermentasi Campuran Jagung, Dedak, dan Tepung Limbah Ikan Leubim Sebagai Substitusi Sebagian Ransum Komersil : (Performances of Broilers Fed the Commercial Diet Partly Substituted by Fermented Feed Based on the Mixing of Corn, Rice Bran, and Leubim Fish (Canthidermis maculata) Processing By-Product Meal)

Tujuan penelitian ini adalah untuk mengetahui pengaruh pemberian bahan pakan fermentasi dengan campuran  jagung,   dedak padi,  dan tepung limbah ikan leubim (Canthidermis maculata) sebagai substitusi sebagian ransum komersil terhadap performa  dan income over feed and chick cost (IOFCC) ayam broiler.  Penelitian ini menggunakan rancangan acak blok (randomized block design) terdiri dari 5 perlakuan dan 4 blok.   Setiap blok merupakan unit percobaan yang masing-masing terdiri dari 5 ekor anak ayam.  Perlakuan  adalah pemberian ransum komersil yang disubstitusi dengan bahan pakan fermentasi dari campuran  jagung (45%),   dedak padi (30%), dan tepung limbah ikan leubim (25%) sebanyak 0, 5, 10, 15, dan 20%.  Hasil penelitian memperlihatkan substitusi ransum komersil dengan bahan pakan fermentasi campuran jagung (45%),   dedak padi (30%), dan   tepung limbah ikan leubim (25%)  sampai  20%  tidak  memperlihatkan  perbedaan yang nyata (P>0,05) pada performa ayam broiler,  akan tetapi biaya ransum berkurang dan  IOFCC sangat meningkat. Berdasarkan hasil penelitian dapat disimpulkan bahwa ransum komersil ayam broiler dapat disubstitusi dengan sebanyak-banyaknya 20% bahan pakan fermentasi yang tersusun dari campuran jagung 45% + dedak 30% + tepung limbah ikan leubim 15% tanpa menekan pertumbuhan ayam broiler dan meningkatkan  IOFCC. Evaluasi Performa dan Income Over Feed & Chick Cost (IOFCC) Tiga Strain Ayam Broiler yang Beredar di Aceh

ABSTRAK. Penelitian ini bertujuan untuk mengevaluasi performa tiga strain ayam broiler yang umumnya dipelihara di Aceh. Materi yang digunakan adalah 150 ekor anak ayam broiler (DOC) strain Cobb 500, CP 707, dan MB 202 masing-masing berjumlah 50 ekor. Penelitian ini menggunakan Rancangan Acak Lengkap (RAL) yang terdiri dari 3 perlakuan dan 5 ulangan. Setiap ulangan merupakan unit percobaan yang masing-masing terdiri dari 10 ekor anak ayam. Perlakuan adalah tiga strain ayam broiler: Cobb 500 (P1), CP 707 (P2), dan MB 202 (P3). Parameter yang diamati meliputi pertambahan berat badan, konsumsi ransum, konversi ransum (FCR), mortalitas, dan Income over Feed and Chick Cost (IOFCC). Hasil penelitian memperlihatkan performa broiler dipengaruhi oleh jenis strain. Strain MB 202 dan CP 707 memiliki bobot badan akhir (6 minggu) dan konsumsi ransum nyata (P0,05) lebih tinggi daripada Cobb 500. Angka konversi ransum tidak memperlihatkan perbedaan yang nyata antara ketiga strain pada semua umur panen. Nilai IOFCC tertinggi dipengaruhi oleh jenis strain dan lama pemeliharaan. Dari hasil penelitian dapat disimpulkan bahwa performa broiler dipengaruhi oleh kemampuan adaptasi strain terhadap iklim setempat (pesisir Aceh) pada periode berbeda-beda yang dapat memengaruhi tingkat keuntungannya. Strain Cobb 500 memiliki kemampuan adaptasi lebih baik selama periode awal, sedangkan CP 707 dan MB 202 selama periode akhir. (Evaluation of performances and income over feed chick cost (iofcc) of three broiler chicken strains commonly marketed in Aceh) ABSTRACT. The study aimed to evaluate the performances and Income over Feed and Chick Cost (IOFCC) of three broiler chicken strains commonly marketed in Aceh. As many as 150 chicks of three different broiler strains (50 birds each) were used in this study. The study was performed into Completely Randomized Design (CRD) consists of 3 treatments and 5 replications creating 15 experimental units containing 10 birds each. The treatments were 3 different strains of broiler chickens i.e. Cobb 500, CP 707, and MB 202. The birds were reared up to 6 weeks to expose their performances recorded as final body weight, body weight gain, feed intake, and feed conversion, as well as mortality. Economic value was evaluated by calculating IOFCC. Results of study showed that performances of broilers were significantly (P0,05) influenced by the strains. Strains MB 202 and CP 707 represented more superior than Cobb 500 for 5−6 weeks of raising periods. However, the later was not inferior during initial phase close to 4 weeks. There were no significant differences in FCR among all strains for different ages. The IOFCC related to the strains and their marketing ages. The highest IOFCC was obtained by Cobb 500, CP 707, and MB 202 as they were sold at the ages of 4, 5, and 6 weeks, respectively. In conclusion, the achievements of the performances in various broiler strains were affected by the site climate (Aceh) in different stages of their ages. Cobb 500 had proper adaptation during starter, while CP 707 and MB 202 appeared seem to be better than Cobb 500 during finisher period

HATE SPEECH ACTS: A CASE IN BATU BARA

Hate speech acts that occur in the online realm expressed with words of prejudice and negative feelings are far more dangerous than in the offline realm. Hate speech is a new area in the study of illocutionary speech acts. This new area of speech acts becomes more interesting because every hate speech has various meanings or illocutionary forces based on speaker’s intention. This study aims to analyse the classifications and aims of illocutionary acts and illocutionary forces of hate speech contained in two face book group accounts related to Batu Bara district’s local election. The research method is descriptive qualitative. The data of this research are thirteen utterances/speeches of face book users in Batu Bara district’s local election group account. Data were collected using the documentation method with the help of referring technique. This method is used to observe the expression of the face book users’ hatred on issues related to social, cultural and political background on each candidate. Thirteen utterances analyzed are classified into assertive, directive and expressive and have illocutionary forces namely insulting, inciting and discriminating. This study indicates that hate speech can be identified linguistically

EGG QUALITY OF SELECTED ACEH NATIVE CHICKENS FED ON THE DIETS COMPOSED OF Indigofera sp. MEAL BASED ON FEED FERMENTATION AS PARTLY SUBSTITUTION OF COMMERCIAL DIET

The objective of this study was to determine the effect of  inclusion of  fermented feed consisted  of 15%  Indigofera sp. + 40% rice bran + 25% corn bran + 20% soybean meal as partial substitution of commercial  diet  on the egg quality of  selected Aceh native (SAN) chickens. As many as 48 SAN pullets were used in this study. The study was performed in a completely randomized design, consisted of 4 treatments and 4 replications. Each replication was an experimental unit consisted of three chickens. The results of study indicated that inclusion of up to 15% fermented feed which was composed of 15% Indigofera sp. + 40% rice bran + 25% corn bran + 20% soybean meal as substitution of commercial layer diet significantly (P0.01) improved yolk index without adverse effect on albumen and eggshell quality of  SAN chickens. As conclution, substitution of fermented feed contained 15% indigofera may improve the egg quality of SAN chickens
