Interactive Learning Spaces and Development Policies in Latin America

The emergent “learning economy” is truly global in the sense that it deeply affects the whole world. The emergence of “learning societies”, though, is a process that takes place only in some regions, the patterns followed by this highly complex social process being far from converging. The fact that some societies are becoming learning societies and others are hardly following that type of path is the new and most relevant feature of the development-underdevelopment divide: this is the “learning divide” which is studied in the paper. A main point at stake is that learning is bounded to having opportunities to learn, which are related with access to education and also with possibilities to apply knowledge creatively while interacting in problem solving activities.. The name “interactive learning spaces” is proposed to describe these opportunities. We study them from a Latin American point of view.development, innovation, learning processes

Innovation Systems and Developing Countries

Connecting the theory of National Systems of Innovation with Development theory offers new insights for a global and interdisciplinary analysis of the current problems of underdevelopment. Some of the main contributions of classical Development thinking are seen to be most relevant. The role of different social actors is highlighted. Embedded Linkages Between Social Policies and Innovation policies

Reflexões sobre uma possível inspiração socialista para a tecnologia

Se plantea la necesidad de contar con tecnologías inspiradas por valores e intereses diferentes de los prevalecientes en el capitalismo si se quiere alcanzar un orden social distinto, más justo e igualitario, que no ponga en riesgo el futuro del planeta. Se analizan las dificultades para lograrlo, tanto generales como específicamente “desde el Sur” y se muestra que también hay fortalezas en las que apoyarse. Se propone una forma de entender “tecnologías de inspiración socialista” y se sugieren caminos para abrirles condiciones de posibilidad.There is a need to have technologies inspired by values and interests different from those prevailing in capitalism if we want to achieve a different and an egalitarian social order that does not put the future of the planet at risk. The difficulties of achieving them are analyzed, both generally and specifically “from the South” and it is shown that there are also strengths on which to lean. A way of understanding “technologies of socialist inspiration” is proposed and there are suggestions to open up conditions of possibility for them.É preciso ter tecnologias inspiradas em valores e interesses diferentes daqueles que prevalecem no capitalismo, se quisermos alcançar uma ordem social diferente, mais justa e igualitária, que não coloque em risco o futuro do planeta. Neste artigo, serão analisadas as dificuldades para alcançar esse objetivo, tanto em uma perspectiva geral quanto específica - “a partir dos países do Sul” -, mostrando que também existem pontos fortes, nos quais podemos nos apoiar. Universidades para el desarrollo

El Desarrollo Humano Sustentable es, en síntesis, la expansión de las capacidades y las libertades de la gente para tener condiciones hoy y mañana de vivir vidas valiosas. Tiene entre sus obstáculos mayores la degradación ambiental, la desigualdad social y el subdesarrollo. Superarlos pasa por hacer realidad la meta planteada por AUGM de educación superior para todos a lo largo de toda la vida. Pasa también por construir un proyecto alternativo a la “Universidad Empresarial” que es hoy el modelo dominante a escala internacional. Esa construcción debe inspirarse en el ideal de universidad socialmente comprometida que en América Latina forjó el Movimiento de la Reforma Universitaria. La “Universidad para el Desarrollo” es una formulación contemporánea de ese ideal; se caracteriza por la práctica conjunta de la enseñanza, la investigación, y la extensión y otras actividades en el medio, apuntando a sumar esfuerzos con muy diversos actores sociales en pro del Desarrollo Humano Sustentable. A partir de esa noción en este texto se presentan ciertos lineamientos para reorientar y vigorizar las funciones universitarias. Se apunta a enseñar mejor y en ámbitos más variados a más gente con mayor protagonismo de quienes aprenden. Se busca impulsar la multiplicación de la investigación de excelencia con vocación social. Se procura usar al máximo el conocimiento avanzado para, en procesos interactivos con variados actores, colaborar a resolver problemas colectivos. Se detalla la necesidad de revisar los procedimientos de evaluación académica, para fomentar el aporte universitario al desarrollo. Esto último urge en la hora latinoamericana que vivimos

The research agenda starts from informal innovators themselves and moves outwards, through organizations they interact with, the patterns they create, and the way they contribute to larger society.
