    PESCO als "Game Changer": zur sicherheitspolitischen AkteursfĂ€higkeit der EU und Österreichs Beitrag

    Das neue Instrument der Gemeinsamen Sicherheits- und Verteidigungspolitik (GSVP) der EuropĂ€ischen Union (EU) PESCO entwickelt sich kontinuierlich. Hier schließen sich EU-Mitgliedstaaten zusammen, um im Rahmen von Projekten ihre militĂ€rischen FĂ€higkeiten und KapazitĂ€ten schrittweise zu verbessern. Dabei handelt es sich ebenso wenig um zahnlose Willensbekundungen wie um eine reine Militarisierung der EU, sondern um die Entwicklung konkreter verteidigungsrelevanter KapazitĂ€ten. Wichtige Erfolgsfaktoren dafĂŒr sind die VerknĂŒpfung mit den Strukturen und Institutionen der GSVP und die Kombination aus intergouvernmentaler Arbeitsweise auf Ratsebene und FlexibilitĂ€t und Freiwilligkeit auf Projektebene. PESCO wird dadurch zum echten Game Changer im Bereich EU-Verteidigungskooperation. In diesem Arbeitspapier wird anhand des "Actorness"-Ansatzes von Charlotte Bretherton und John Vogler (2006) ĂŒberprĂŒft, inwiefern sich die EU als Sicherheitsakteur durch PESCO weiterentwickelt und wie Österreich in diesem Prozess positioniert ist. Insgesamt zeigt die Analyse, dass PESCO die vier Kriterien der Capability-Kategorie des Actorness-Konzeptes erfĂŒllt: Bekenntnis zu gemeinsamen Grundwerten, KontinuitĂ€t und LegitimitĂ€t durch die teilnehmenden Mitgliedstaaten und die nationalen Bevölkerungen, FĂ€higkeit zur Identifizierung von PrioritĂ€ten und Umsetzung von policies und Richtlinien, VerfĂŒgbarkeit und Nutzung militĂ€rischer Instrumente. Deshalb kann die EU durch PESCO als ein Sicherheitsakteur im Wachsen begriffen werden, der sich eindeutig weiterentwickelt. Österreichs Engagement war hier bisher professionell und verlĂ€sslich. Die Implementierung bisheriger Projekte, insbesondere des von Österreich geleiteten CBRN SaaS, sollten PrioritĂ€t haben.     Orientation-dependent perimeter recombination in GaAs diodes

    Perimeter recombination currents affect the performance of GaAs-based devices such as solar cells, heterojunction bipolar transistors, and injection lasers. We report that the n SEf 2 perimeter recombination current has a strong orientation dependence. More than a factor of five variation in the surface recombination current at mesa-etched edges has been observed. These results suggest that with proper device design, perimeter recombination currents could be substantially reduced

    The quality of pn junction photodetectors made of Al0.2Ga0.8As has been investigated as a first step in the optimization of tandem solar cells. We have obtained 1 sun AM1.5 efficiencies of 16.1% for 0.25 cm2 Al0.22Ga0.78As solar cellsfabricated from molecular beam epitaxy (MBE) material. This efficiency is 3.2 percentage points higher than the previously best reported efficiency of 12.9% for an Al0.2Ga0.8As solar cell fabricated from MBE material

    Adsorption structure determination of a large polyaromatic trithiolate on Cu(111): Combination of LEED-I(V) and DFT-vdW

    The adsorption geometry of 1,3,5-tris(4-mercaptophenyl)benzene (TMB) on Cu(111) is determined with high precision using two independent methods, experimentally by quantitative low energy electron diffraction (LEED-I(V)) and theoretically by dispersion corrected density functional theory (DFT-vdW). Structural refinement using both methods consistently results in similar adsorption sites and geometries. Thereby a level of confidence is reached that allows deduction of subtle structural details such as molecular deformations or relaxations of copper substrate atoms

    Functional and Comparative Genomics of Hoxa2 Gene cis-Regulatory Elements: Evidence for Evolutionary Modification of Ancestral Core Element Activity

    Hoxa2 is an evolutionarily conserved developmental regulatory gene that functions to specify rhombomere (r) and pharyngeal arch (PA) identities throughout the Osteichthyes. Japanese medaka (Oryzias latipes) hoxa2a, like orthologous Hoxa2 genes from other osteichthyans, is expressed during embryogenesis in r2--7 and PA2-7, whereas the paralogous medaka pseudogene, ψhoxa2b, is expressed in noncanonical Hoxa2 domains, including the pectoral fin buds. To understand the evolution of cis-regulatory element (CRE) control of gene expression, we conducted eGFP reporter gene expression studies with extensive functional mapping of several conserved CREs upstream of medaka hoxa2a and ψhoxa2b in transient and stable-line transgenic medaka embryos. The CREs tested were previously shown to contribute to directing mouse Hoxa2 gene expression in r3, r5, and PA2-4. Our results reveal the presence of sequence elements embedded in the medaka hoxa2a and ψhoxa2b upstream enhancer regions (UERs) that mediate expression in r4 and the PAs (hoxa2a r4/CNCC element) or in r3--7 and the PAs ψhoxa2b r3--7/CNCC element), respectively. Further, these elements were shown to be highly conserved among osteichthyans, which suggests that the r4 specifying element embedded in the UER of Hoxa2 is a deeply rooted rhombomere specifying element and the activity of this element has been modified by the evolution of flanking sequences that redirect its activity to alternative developmental compartments
