Foreign Migration of Poles in Scientific Research at the Turn of Century

The article deals with problems related to present foreign migrations of Poles. The attention is concentrated on presenting scientific research results in this sphere indicating many problems caused by migrations not only in the social, demographic and economic spheres but also in political and cultural spheres thus enabling scientists to understand better this complex and multidimensional phenomenon

Challenges of Poland's migration policy from the perspective of the experiences of selected European Union Countries

Purpose: The purpose of this paper is to discuss the determinants of the development of migration policy in Poland and the activities implemented so far in this field, to analyse the migration policies of selected European Union countries in terms of examining the similarities and differences in migration processes, and finally to indicate the possibility of using their experiences in the system of Polish migration policy that is being created. Design/Methodology/Approach: The main research methods include the desk research method, secondary data analysis as well as publications and expertise prepared in the field of migration policy, while comparative analysis constitutes a complementary research method. Findings: Poland has two options when it comes to regulating immigration. First, similarly to Germany, it may try to use mechanisms created within the European Union to attract qualified employees, including in particular the Blue Card and partnerships with third countries. Second, like in the Czech Republic, separate procedures for the influx of immigrants from specific countries can be created. Practical Implications: Poland should create mechanisms facilitating obtaining the status of long-term resident and ensuring the real socio-economic and political integration of immigrants. Originality/Value: The conducted research allowed for the identification of factors influencing the situation on migration policies in Poland, Germany, and the Czech Republic.peer-reviewe

The migration policy of Poland and its regional dimension

Polska jest ważnym krajem emigracyjnym o znaczącej skali wyjazdów. Istotnym zadaniem kształtującej się polityki migracyjnej staje się w związku z tym minimalizowanie negatywnych skutków masowych wyjazdów i maksymalizowanie korzyści wynikających z tego procesu. W Polsce wzrasta jednocześnie liczba przyjeżdżających cudzoziemców i trzeba spodziewać się, że w miarę wzrostu atrakcyjności społeczno-gospodarczej kraju grupa ta będzie coraz większa. Dyskusja nad charakterem polityki (i)migracyjnej, a zwłaszcza integracyjnej, staje się w związku z tym nieunikniona. Wzrastający napływ cudzoziemców i duża skala emigracji nabierają wreszcie szczególnego znaczenia w kontekście prognozowanych zmian demograficznych. W tym znaczeniu polityka migracyjna stanowić może zatem także komplementarne narzędzie rozwiązywania problemów wynikających z tych zmian.Poland is an important emigration country, where the scale of departure abroad is significant. Because of the fact, a vital element of migration policy that is being created is minimizing negative outcomes of mass emigration and maximizing benefits that result from this process. The number of foreigners that come to Poland increases and it can be expected that, as the social and economical attractiveness of the country grows, this group will be bigger. A discussion concerning the character of immigration policy, especially the integrative one, seems to be unavoidable. An increasing influx of foreigners and a huge scale of emigration become very important in the context of demographical changes’ prediction. Significant decrease of population, deep changes in its structure, according to the age and growing old, become an important challenge, that Polish society has to face. Therefore, a migration policy can be a tool for solving problems that result from these changes

The importance of international migration in the regional development in Poland

Po dekadzie członkostwa w Unii Europejskiej i otwarcia europejskich rynków pracy dla Polaków wzrosło znaczenie migracji zagranicznych i ich skutków dla rozwoju poszczególnych regionów. Ocena migracji zagranicznych w kategoriach szans i zagrożeń dla rozwoju regionów, mimo iż niejednoznaczna, właściwie stawia współczesne wyjazdy i ich skutki w świetle zagrożeń rozwojowych. Oddziałują zatem bardziej takie konsekwencje migracji jak: utrata kapitału ludzkiego i społecznego, spadek populacji i zniekształcenie struktury wiekowej , deficyty w zasobach pracy, odpływ osób wykształconych i pracowników określonych branż oraz obniżenie wielkości budżetów samorządowych. Mimo dokonującego się dzięki migracjom transferu dochodów, podniesienia poziomu życia i zamożności rodzin migranckich, zmniejszenia skali bezrobocia oraz wzrostu kompetencji zawodowych migrantów, siła oddziaływania pozytywnych konsekwencji migracji jest wyraźnie mniejsza.After a decade of membership in the European Union and the opening of the European job markets for the Poles, the importance of foreign migration and its influence on the development of individual regions grew significantly. The evaluation of foreign migration with regard to the opportunities and dangers for regional development – even if ambiguous – rightly puts foreign trips and their results in the context of developmental dangers. Therefore, the following consequences of migration have more influence: loss of human and social capital, decrease in population and distortion of age structure, deficit of workforce, educated personnel and workers within specific lines of business, smaller local budgets. Despite the transfer of income, increasing standards of living and wealth of migrant families, decreasing unemployment and growing occupational competences of the migrants resulting from migration, the influence of positive consequences of migration is visibly smaller
