RESPECT for All: The Political Self-Organization of Female Migrant Domestic Workers in the European Union
This contribution focuses on the empowering political practices of RESPECT, the European network for migrant domestic workers. The paper contrasts RESPECT’s empowering approach with that of other actors in which migrant domestic workers are presented as victims and in which the struggle is situated within the discourse of combatting illegal immigration and trafficking in women. The central hypothesis of this paper is that this distinction between female migrant domestic workers constructed as victims of trafficking or as migrant women with subjectivity, voice, and agency is crucial in determining the type of advocacy strategy and (self-)representation of the women.Cette contribution se penche sur les pratiques d’autonomisation de RESPECT, le réseau européen pour la défense des travailleurs domestiques migrants. L’article contraste l’approche d’autonomisation de RESPECT avec celle d’autres acteurs qui présentent les travailleurs domestiques migrants comme des victimes et qui situent le débat dans le contexte d’un combat contre l’immigration clandestine et la traite des femmes. L’hypothèse centrale de cet article est qu’il existe deux façons de présenter les choses : soit les travailleuses domestiques migrantes sont des victimes de la traite des femmes ou bien, ce sont des femmes migrantes ayant une subjectivité et leur propre voix. Cette distinction est cruciale pour pouvoir déterminer le type de stratégie de défense et de/d’(auto)- représentation de ces femmes
Masking, blurring, replacing: can the undocumented migrant have a face in film?
The question whether the undocumented migrant can have a face in film is at first glance not a question of aesthetics. It is their social and legal condition, not aesthetics, which prevent undocumented migrants from showing their face. But the question becomes more complex if we take into account, that films are a part of the migration regime. It works like a vicious circle: The migration regime forces undocumented migrants to conceal their face. But the image of a face not only helps to identify and trace a specific person, it also helps the spectator to identify with the person’s needs and feelings, to recognize a person’s condition as a human being. Therefore to protect the migrant’s identity at the same time can easily produce a de-humanizing discriminatory effect on the migrant that strengthens the hostile perception of and policies against undocumented migrants. From this point of view, the aesthetic question how a film shows or does not show the faces of undocumented migrants is a highly political issue and the filmmakers’ ethical responsibility.
In the article we identify different strategies of visual representation of undocumented migrants in (independent) documentary films that go beyond the black-barred face that makes them appear as criminals. We consider these alternative aesthetic strategies an important contribution to antiracist and pro-immigrant struggles. Nevertheless, the line between policing and criminalizing modes of representation and more empowering and appreciating ways can be a thin one.Die Frage, ob undokumentierte MigrantInnen im Film ein Gesicht haben können ist auf den ersten Blick keine Frage der Ästhetik. Es ist ihre soziale und rechtliche Stellung, nicht die Ästhetik, welche undokumentierte MigrantInnen davon abhält, ihr Gesicht zu zeigen. Aber diese Frage wird komplexer, wenn wir mit in Betracht ziehen, dass Filme Teil des Migrationsregimes sind. Es funktioniert wie ein Teufelskreis: Das Migrationsregime zwingt undokumentierte MigrantInnen ihr Gesicht zu verbergen. Aber das Bild eines Gesichts hilft nicht nur eine bestimmte Person zu identifizieren und zu verfolgen, es hilft den ZuschauerInnen auch, sich mit den Bedürfnissen und Gefühlen einer Person zu identifizieren, eine Person als Mensch zu erkennen. Darum kann, was dem Schutz von MigrantInnen dient zugleich leicht einen entmenschlichenden diskriminierenden Effekt auf sie haben, der eine feindlich ablehnende Wahrnehmung und gegen MigrantInnen gerichtete Politiken unterstützt. Aus dieser Perspektive ist die ästhetische Frage, wie ein Film die Gesichter von undokumentierten MigrantInnen zeigt oder nicht zeigt eine hochgradig politische Angelegenheit und die ethische Verantwortung der FilmemacherInnen.
In dem Artikel identifizieren wir verschiedene Strategien der visuellen Repräsentation von undokumentierten MigrantInnen in (unabhängigen) Dokumentarfilmen, die jenseits der mit schwarzen Balken versehenen Gesichter liegen, mit denen MigrantInnen wie VerbrecherInnen erscheinen. Wir halten diese alternativen ästhetischen Strategien fĂĽr wichtige Beiträge zum antirassistischen und Immigration bejahenden Kampf. The Challenges of Framing Women Migrants’ Rights in the European Union
Les enjeux des droits des femmes migrantes dans l’Union EuropĂ©enne.On observe dans tous les pays de l’Union EuropĂ©enne un accroissement du travail des femmes migrantes effectuĂ© de plus en plus dans des conditions illĂ©gales. Les travailleuses migrantes sont nombreuses Ă faire face Ă des conditions de vie prĂ©caires et Ă l’exploitation dans leur travail. C’est pourquoi, tout au long des dernières dĂ©cennies, les femmes migrantes employĂ©es dans un travail domestique et les associations de dĂ©fense ont dĂ©veloppĂ© des stratĂ©gies pour amĂ©liorer les conditions de vie et de travail. Cet article identifie et analyse diffĂ©rentes stratĂ©gies de mobilisation, parfois contradictoires, dĂ©veloppĂ©es par un rĂ©seau europĂ©en de travailleuses domestiques migrantes et par d’autres acteurs. On s’interrogera sur les rĂ©sonances de ce rĂ©seau au sein de l’Union europĂ©enne : ont-elles Ă©tĂ© ambivalentes ? Ont-elles donnĂ© lieu Ă des consĂ©quences inattendues ? Il semblerait que d’une part, elles aient permis d’alerter les instances europĂ©ennes mais que d’autre part, elles aient rĂ©duit les possibilitĂ©s d’entrĂ©e en raison d’une fusion des politiques migratoires et sĂ©curitaires.In all countries of the European Union domestic work performed by migrant women, often in an irregular legal status, is increasing. Many workers face poor living and exploitative working conditions. Over the last decades, migrant domestic workers and advocacy organizations have developed multi-level strategies to improve those living and working conditions. In the contribution different and sometimes contradicting strategies of how a European network of migrant domestic workers and other actors mobilize will be identified and analyzed. It will be argued that the resonance the network achieved in the European Union was ambivalent and encompassed unintended consequences : On the one hand it allowed structural access to EU policy makers but on the other hand it narrowed down the political opportunities due to a fusion of migration policies and security policies.La cuestiĂłn de los derechos de las mujeres inmigrantes en la UniĂłn Europea.Podemos observar en todos los paĂses de la UniĂłn Europea el incremento del empleo de mujeres inmigrantes, cada vez más bajo condiciones de ilegalidad. Jenseits von Autonomie und Kontrolle: Migration als eigensinnige Praxis
The dominant view of political scientists on the increase of irregular migration is to diagnose the failure of migration control. Anti-racist theorists also question the nation state’s capability of controlling its borders, but they stress the productive power of the migrants (“autonomy of miration”). This contribution argues against simplifications: while the first concept focuses on state policies only, the second one tends to praise a masculinized autonomous subject. The authors argue for a more differentiated concept of the Eigensinn of migration
