    Decentralisatie: maatwerk of uniformiteit? Het Wmo-beleid van Nederlandse gemeenten

    A main motive for policy decentralization is the belief that municipalities are better able to customize public policy to local circumstances, and to realize made-to-measure service provision. In this respect, the introduction of the Social Support Act (Wmo) is an interesting example. With the lack of ‘vertical’ accountability obligations to the national government, the Wmo is governmentally innovative. Whether the decentralization results in customized forms of social support is a fascinating one because a detailed reading of the Wmo and its implementation displays possible incentives as well as barriers to made-to-measure service provision. The empirical exploration in this article uses data from the 2007-2009 evaluation of the Wmo conducted by the Netherlands Institute for Social Research (SCP). The evaluation shows that municipalities involve diverse stakeholders in formulating Wmo policy, and that their involvement seems to lead to customized service provision. At the same time, municipalities follow nationwide models, and information provided by the central government seems to have a major impact on local social care policy. The article concludes with an outlook on future directions in local debates on social care and the recommendation to give time for major decentralization trajectories such as the Wmo

    Do personal traits of the leader predict differences in leader and subordinate evaluations of leader effectiveness:A study in the banking industry in Ethiopia

    Purpose:  This study aims to examine whether the internal locus of control, self-esteem and leadership self-efficacy can predict differences in self–other rating agreement on leader effectiveness. First, the authors predicted that the greater the internal locus of a leader the more their self-rating will be in agreement with others' rating of them (1a). Second, the authors proposed that the greater the self-esteem of a leader the more their self-rating will be in discrepancy with others' rating (1b). Third, the authors hypothesized that the greater the self-efficacy of a leader the more their self-rating will be in agreement with others' rating (1c).  Design/methodology/approach:  To test the hypotheses, multisource data were collected from 128 banking leaders (who responded about different aspects of leadership self-efficacy, internal locus of control, self-esteem and leadership effectiveness) and 344 subordinates (who rated their leaders' effectiveness in performing leadership tasks).Multivariate regression was performed by jointly regressing both leaders' self-ratings and subordinates' ratings as a dependent variable on internal locus of control, self-esteem and leadership self-efficacy as predictor variables.  Findings:  Self-esteem of a leader the more their self-rating will be in discrepancy with others' ratings. Originality/value: The study tried to investigate the leader-subordinate dis(agreement) on leaders’ effectiveness taking banking leaders in the Ethiopian Context. The finding of the results is crucial and important for leadership development programs

    Modelling of air resistance during drying of wood-chips

    The objective of this study was to investigate the parameters that affect the drying process of wood chips at low air flow conditions. This objective was determined by measuring the air pressure resistance being produced by wood chips by examining different variables such as: air flow rate, air velocity, wood chip size, bulk density, bulk height and porosity. The air flow resistance was measured inside a 3 meter high cylindrical air duct constructed at University of Hohenheim. Physical properties of two different Spruce wood chip fractions were analyzed and their characteristics were considered on fitting the model expression. The analysed model expresses the physical behaviour of air flow resistance. Statistical analyses show high correlation of air speed versus air flow resistance. The model could be used for determination of drying conditions with low air mass flow. The height of bulk density according air mass flow generated or the necessary air mass flow needed for transporting air through the bulk height

    SPECIES DISTRIBUTION MODELING FOR ARID ADAPTED HABITAT SPECIALISTS IN ZION NATIONAL PARK

    The Arizona toad (Anaxyrus microscaphus) and Jones’ waxy dogbane (Cycladenia humilis var. jonesii) are habitat specialists with historical ranges in the desert southwest and specifically, Zion National Park (ZION). The machine learning method, MaxEnt, constructed species distribution models (SDMs) in ZION for the two study species at 30 m and 900 m spatial resolutions using climate, topographic, and remotely sensed data. Additionally, 900 m forecasting models were constructed to observe the shifts in suitable habitat for the years 2050 and 2070, based off two representative concentration pathway scenarios. Results indicate promising predictive power for both high resolution models (30m) for C. humilis var. jonesii and A. microscaphus with area under curve (AUC) test analysis of 0.715 and 0.810, respectively. Forecasting models displayed decreasing suitability for A. microscaphus with both climate scenarios applied to the model. However, C. humilis var. jonesii habitat increased with future scenarios applied to the MaxEnt models
