GOVERNANÇA E CONFIGURAÇÃO DA CADEIA PRODUTIVA DO BIODIESEL NO RIO GRANDE DO SUL

A inserção do biodiesel na matriz energética brasileira está viabilizando a emergência de uma nova base produtiva. O Rio Grande do Sul (RS) está na vanguarda da implantação da produção de biodiesel a partir de óleo de soja e de oleaginosas alternativas (mamona, girassol, canola). A cadeia do biodiesel é ampla e complexa, o que se evidencia pela diversidade de agentes, de fatores e de variáveis envolvidas. Levando-se em conta essas características e em consonância com o objeto deste estudo, teve-se como objetivo do trabalho caracterizar a cadeia produtiva do biodiesel do RS(CPB/RS), bem como identificar, tanto os encadeamentos entre os elos produtivos, quanto à configuração e a governança da cadeia de suprimentos. Para tanto, foram entrevistados executivos das principais agências/empresas dos elos que compõem as cadeias de biodiesel no RS: onze cooperativas agrícolas, três usinas de produção de biodiesel e adistribuidora/refinaria presente no estado. Concluiu-se que a governança vem sendo realizada sobre a lógica do estabelecimento de contratos, visando com isso garantir o suprimento produtivo e a efetividade da cadeia produtiva, fazendo com que dessa forma se minimize a incerteza sobre a sustentabilidade do programa brasileiro de produção de biodiesel

ANALYSIS OF THE COEFFICIENTS OF TECHNICAL AND ECONOMICAL ACTING THAT CHARACTERIZE THE BENCHMARK UNITS PRODUCING IN THE DAIRYING IN RS

Para auxiliar o setor produtivo a se profissionalizar na atividade leiteira, a Avipal Alimentos S.A. implementou o Sistema Benchmarking, o qual serviu como estratégia para melhorar o desempenho técnico e econômico das Unidades Produtoras do Estado do Rio Grande do Sul. Assim, o presente trabalho tem como objetivo avaliar a evolução dos coeficientes de desempenho técnico e econômico das Unidades Produtoras benchmark que participaram dos três períodos de análise do Sistema Benchmarking. Para tanto, foi realizado um estudo de caráter descritivo e exploratório, o qual possibilitou avaliar a pertinência e os efeitos dessa técnica sobre o setor primário da atividade leiteira. Após essa avaliação, concluiu-se que a técnica de benchmarking tem exercido um papel fundamental para o processo de tomada de decisão e gestão das Unidades Produtoras. Essa técnica tem auxiliado os Produtores Benchmark a medir o grau de eficiência da atividade leiteira, bem como a detectar os pontos fracos do sistema produtivo. Além disso, a divulgação das informações obtidas através da identificação das Unidades Produtoras benchmark, poderá auxiliar os demais envolvidos com a cadeia produtiva do leite a direcionarem suas competências para o fortalecimento das atividades desempenhadas pelo setor produtivo.To aid the productive sector becoming professional in the dairy activity, Avipal Alimentos S.A. implemented the Benchmarking System, which served as strategy to improve the technical and economical acting of the Units Producing of the State of Rio Grande do Sul. Like this, the present work has as objective evaluates the evolution of the coefficients of technical and economical acting of the benchmark producing units that participated in the three periods of analysis of the benchmarking system. For so much, a study of descriptive and exploratory character was accomplished, which made possible to evaluate the pertinence and the effects of that technique on the dairy activity primary section. After that evaluation, it was concluded that the benchmarking technique has been exercising a fundamental paper for the to make decision process and administration of the producing units. That technique has been aiding the benchmark producers to measure the degree of efficiency of the dairy activity, as well as to detect the weak points of the productive system. Besides, the popularization of the information obtained through the identification of the benchmark producing units, it can aid the others involved with the productive chain of the milk address their competences for the invigoration of the activities carried out by the productive sector

Diversificação produtiva e as possibilidades de desenvolvimento: um estudo da fruticultura na região da Campanha no RS

Studies indicate the existence of a situation of underdevelop- ment in the southern half of Rio Grande do Sul, directly correlated with the farming and rice culture crises. The later suffers from the macroeco- nomic policies linked to the opening of the economy and with the pres- sures of the increase of competitiveness. This process has made the region present inferior performances than State averages when indicators such as GDP and per capita income are analyzed. Seeking to reduce these inequa- lities, governmental sectors have been elaborating development strategies through the utilization of the regional agricultural vocation as well as the insertion of differentiated chains in local agribusiness. One of these expe- riences is the Program for the Development of Irrigated Fruit Culture in the Southern Half/RS. Within this context, this article has the objective of presenting the results observed in the GDP and HDI of two municipalities located in the Campanha Region of Rio Grande do Sul, and also to present the effects observed on the life quality of the producers after the imple- mentation of fruit culture in their properties. Based on the data collected and the methodology chosen, it can be said that the productive diversification of rural properties contributes in the improvement of the producers’ life quality, having positive effects on the per capita GDP and HDI of the municipalities studied
