Monedas digitales: desafíos entre Estados Unidos, la Unión Europea y Asia Pacífico

In June 2019, Facebook announced its own cryptocurrency “Libra” to be used through WhatsApp and Messenger, in order for its value to remain stable thanks to the support from banks and electronic commerce companies, linking to different currencies and the support of important companies. EU antitrust regulators investigated it as a “threat to monetary sovereignty”. China is already testing its own DCEP cryptocurrency tied to state banks and major companies, with notable advantages. It will probably displace cash and be used even for world trade, which can make it an alternative to the traditional international payment system, compared to the current one led by the United States with the USD. The Belt and Road Initiative (BRI) offers “the area and the route” to extend the Yen as a global digital currency. These new developments, and their rapid and high competitiveness produced as the “art of bian lian”, have generated intense concerns in the international financial system. Hologramas y Avatares para la persuasión política

Este trabajo analiza la utilización de hologramas y avatares en la comunicación y el marketing político. Se explora su origen, tipos, extensión, ejemplos y casos reales de su uso en diversos ámbitos; dificultades técnicas en el actual estadio de desarrollo; su aplicación como técnica de persuasión en el escenario político, y algunos problemas legales y éticos. Comentarios sobre el principio de igualdad y género en la Constitución de Cádiz (1812)

Este artículo realiza algunos comentarios sobre el principio de igualdad en la Constitución Gaditana de 1812, en concreto, y entre otros, sobre el concepto de ciudadano, los sujetos de derecho, la sucesión en la Corona o los Títulos nobiliarios. Se realiza una descripción de su tratamiento en la misma explicando el contexto en el que se aprobó, y a través de su comparación con la vigente Constitución española de 1978.This article makes some comments on the principle of equality in the Constitution of 1812 Cadiz, in particular, and among others, the concept of citizenship, the subject of law of succession to the crown or the title. We present a description of their treatment in the same explaining the context in which it was approved, and through comparison with the current Spanish Constitution of 1978

Human rights and new technologies

Se han evidenciado numerosos riesgos no solo para la protección de datos, sino en general para los derechos fundamentales de la persona como la igualdad y la libertad con la utilización de numerosas aplicaciones tecnológicas. Se analizan los sesgos y dilemas éticos en la aplicación de la Inteligencia artificial y los algoritmos, la injerencia en los procesos electorales o las técnicas de control y social score con fines políticos. Se reflexiona sobre las disfunciones e inequidades de muchas de estas nuevas herramientas para la ciudadanía, y se proponen soluciones que generen bienestar a nuestras sociedades democráticas.Numerous risks have been evidenced not only for data protection, but in general for the fundamental rights of the person such as equality and freedom with the use of numerous technological applications. Ethical biases and dilemmas in the application of artificial intelligence and algorithms, interference in electoral processes or control and social score techniques for political purposes are analyzed. It reflects on the dysfunctions and inequities of many of these new tools for citizenship, and proposes solutions that generate well-being for our democratic societies

La conciliación de la vida personal y laboral en España. Avances y retrocesos

Los derechos de conciliación deben cobrar un singular protagonismo, elevándose a principios sociales de primer orden. Pueden considerarse verdaderos derechos sociales colectivos si queremos avanzar como ciudadanos, diferenciándose así las políticas de igualdad de las políticas de género, porque lo que surge para evitar la discriminación, tiene el peligro de acabar ratificándola. Han de estar también orientadas a fomentar derechos para ser ejercidos en exclusiva por los varones, mejorar las disposiciones de la ley (en muchos casos su mero cumplimiento), o colmar silencios elocuentes y otras deficiencias de técnica legislativa apuntadas en estas líneas, pues ni la ley 39/ 1999, ni ahora la LOI definen y aglutinan todos los instrumentos laborales y de seguridad social, y su aplicación práctica tiene un sentido menos grandilocuente, más modesto, frente a la idealización impulsada por cierta “literatura empresarial”

Governance of the circular economy in the canned fish industry: A case study from Spain

Spain is the leading country in the production of canned fish in Europe, with 305,403 tonnes in 2022. Part of its success is due to the fact that this industry is one of the leading sectors in innovation and technology transfer within the agri-food chain in Spain. At the beginning of the 21st century, its research centre created a line of product valorisation, the seed of the current research on circular economy. This article aims to analyse, from the New Institutional Economics (NIE) approach, the process of institutional change and evolution of the Spanish canned fish sector. The evolution of the legal framework, as well as the internal organisation of the sector and its strategies, have modified the governance relationships, changing the incentives and transaction costs of the actors in the industry. The results show the existence of two distinct phases, 2007-2015 and 2016-2022. In the first phase, most research projects were regional in nature and institutional relationships were more limited. In the second stage, the creation of a solid legal framework, together with the inauguration of a new research centre, the incorporation of new equipment, the increase in the number of partners and the strengthening of relations with actors in the sector, strengthened the implementation of the circular economy in the canning industry. In both periods, the high degree of associationism in the Spanish canned fish industry is key to creating economies of scale, increasing public and private collaboration and participating in research projects.Xunta de Galicia | Ref. Resilience and adaptation: Galician canning fish industry evolution

Galicia, the leading region in Europe in the manufacture of canned fish. The governance of the sector is characterized by two main actors, the regional government of Galicia and the National Association of Fish and Seafood Cannery Manufacturers, and the multiannual strategic plans of the sector. During the period of validity of only two existing strategic plans, economic crisis affected the region severely. However, the canning sector maintained, and even improved, its performance at the aggregate level. The aim of this article is to analyze the degree of incidence of the strategic plans in the resilience shown by the sector during the crisis and whether this positive trend is shared across all segments of Galician canned industry. The methodology used is based on the analysis of the profitability of the sample of 64 Galician canning companies, by company size (very large, large, medium and small) and over a period of eight years (2011–2018). The results show a greater strength in the financial structure of the very large and large companies compared to the medium and small ones, for which compliance with the objectives of the strategic plans is lower. In conclusion, a trend of consolidation of the leadership of very large companies can be observed. "La docencia universitaria a través de la cultura popular"

La experiencia docente aquí señalada ha sido realizada en la Universidad de Vigo. El éxito de esta metodología docente innovadora permite su continuidad en los próximos años, y aunque se ha realizado en el ámbito de las ciencias sociales y jurídicas, es perfectamente trasladable a otras áreas. Su eficacia es resultado de abordar temas y aspectos de actualidad desde un enfoque distinto, y permite conectar con una gran variedad de públicos, especialmente los más jóvenes. En concreto, a través de la utilización en el aula del cine, los documentales, la televisión, la literatura y el cómic. Con esta metodología se facilita la explicación de conceptos teóricos y la realización de actividades prácticas promovidas por el EEES, y constituyen un elemento motivador para la continuidad de la asignatura por parte del alumnado.
