DO PROGRESSO AO DESENVOLVIMENTO: VARGAS NA PRIMEIRA REPÚBLICA
This work studies the evolution of Getulio Vargas' ideas, mainly the economic ones, during the First Republic, that is, before he became president. Therefore its approach begins when he affiliates himself with positivism and goes on until he clearly assumes the developmentism ideology which will be the signature of his subsequent actions. By focusing on the genesis of his thought we see the relative coherence in his defense of some ever present topics, such as anti-liberalism, pro-interventionism and the need for industrialization while other topics vary such as the ones concerning certain rules of economic policy: budget balance and credit and loans concessions, where we detect a breakup with the orthodoxy of the initial phase.

Positivismo, trabalhismo, populismo: a ideologia das elites gaúchas
This article approaches some aspects of the political and ideological
arrengements of the elites in Rio Grande do Sul in the 20 th century, criticising the
existing literature. Thus it refutes the proposition that the laborism had its origin in
the republican positivism, showing that the treatment given b) the gaúcho government
in 1917 to the workmen on strike was an episodical event and not the rule in
the period. The article aiso shows the difference between developmentalism and
laborism, and points out that the influence of positivism happened mast!) in the
former rather tham in the latter, disagreeing that the positivism was taken to the

RESUMO
A Tese de Doutorado de Maria Thereza Rosa Ribeiro, defendida em 1999, só agora é disponibilizada ao público na forma de livro. A demora, todavia, compensará aos que ainda não a leram. Seu tema é o pensamento e o universo das representações das elites em uma conjuntura especial da história brasileira: a crise do trabalho e do regime monárquico, com a emergência de novos segmentos sociais (assalariados urbanos, burguesia industrial, “classes médias”) e de novas formas de percepções sobre a realidade do País, com a prolífica discussão sobre prováveis e/ou desejáveis caminhos para seu futuro.

Legitimidade e credibilidade: impasses da política econômica do governo Goulart
A maior parte da literatura sobre o governo de João Goulart atribui as baixas taxas de crescimento e a elevação da inflação do período a razões estruturais, enquanto a política econômica normalmente é vista como errática e hesitante. Contrariando estas teses, procura-se aqui resgatar a importância da política econômica dentro da conjuntura, mostrando que a mesma possui uma racionalidade, a qual inclusive se manifesta na constante troca de ministros da área econômica. Para tanto, recorre-se ao modelo de credibilidade de Barro e ao conceito de legitimidade de Max Weber para reconstituir os impasses do governo e seus reflexos na condução da política econômica.Most of the literature on the Goulart Administration relates the low growth rates and rise of inflation in the period to structural reasons, while the economic policy is usually viewed as erratic and hesitant. In opposition to these theses, we attempt to restore the importance of the economic policy inside the conjuncture, showing its rationality which is manifested in the constant changing of ministers in the economic area. In order to do so, we use Barros credibility model and Max Webers legitimacy concept to re-establish the predicaments of the Administration and their reflections on the guidance of the economic policy
