OECD reviews of higher education in regional and city development, State of Victoria, Australia
With more than 5.3 million inhabitants Victoria is the second most populous state in Australia. Once a manufacturing economy, Victoria is now transforming itself into a service and innovation-based economy. Currently, the largest sectors are education services and tourism. In terms of social structure, Victoria is characterised by a large migrant population, 24% of population were born overseas and 44% were either born overseas or have a parent who was born overseas. About 70% of the population resides in Melbourne. Victoria faces a number of challenges, ranging from an ageing population and skills shortages to drought and climate change and increased risk of natural disasters. Rapid population growth, 2% annually, has implications for service delivery and uneven development as well as regional disparities. There are barriers to connectivity in terms of transport and infrastructure, and a high degree of inter-institutional competition in tertiary education sector. The business structure in Victoria includes some highly innovative activities such as in biotechnology, but other sectors, especially those with high number of small and medium-sized enterprises, are lagging behind. Most of the larger manufacturing enterprises are externally controlled and there is uncertainty over the long term investments they will make in the state, as well as the place of Victoria in the global production networks
On the reconstruction of diagonal elements of density matrix of quantum optical states by on/off detectors
We discuss a scheme for reconstructing experimentally the diagonal elements
of the density matrix of quantum optical states. Applications to PDC heralded
photons, multi-thermal and attenuated coherent states are illustrated and

The Role Body-Esteem Plays in Impairment Associated with Hair-Pulling and Skin Picking in Adolescents
Trichotillomania (hair pulling disorder, HPD) and pathological skin picking (PSP) are associated with significant rates of psychosocial impairment and distress. Little research has addressed the physical consequences and associated impairment in youth (e.g., poor body-esteem). The present study explores the relationship between body-esteem, skin picking (SP), and pulling-related impairment in a sample of adolescents with primary HPD. Ninety four adolescents who pull their hair, 40 of whom also pick their skin, were recruited via internet-sampling as part of the Child and Adolescent Trichotillomania Impact Study (CA-TIP). All youth and a parent completed anonymous questionnaires online assessing psychiatric symptoms, repetitive behaviors, and psychosocial impairment, among other variables. Appearance-based body-esteem was not found to be predictive of more severe psychosocial impairment in these youth. However, SP, in combination with HPD, contributed to worse appearance-based body-esteem above and beyond symptoms of HPD alone. The current study suggests that psychosocial functioning in youth with HPD is less impacted by body-esteem or pulling than other factors (e.g., depression and anxiety), and that SP contributes to lowered body-esteem. These findings suggest the importance of addressing body-esteem in case conceptualization for youth with both HPD and SP. Further research is required to confirm these suggestions
Towards joint reconstruction of noise and losses in quantum channels
The calibration of a quantum channel, i.e. the determination of the
transmission losses affecting it, is definitely one of the principal objectives
in both the quantum communication and quantum metrology frameworks. Another
task of the utmost relevance is the identification, e.g. by extracting its
photon number distribution, of the noise potentially present in the channel.
Here we present a protocol, based on the response of a photon-number-resolving
detector at different quantum efficiencies, able to accomplish both of these
tasks at once, providing with a single measurement an estimate of the
transmission losses as well as the photon statistics of the noise present in
the exploited quantum channel. We show and discuss the experimental results
obtained in the practical implementation of such protocol, with different kinds

Cadmium and arsenic affect root development in Oryza sativa L. negatively interacting with auxin
Cadmium (Cd) and arsenic (As), non essential, but toxic, elements for animals and plants are frequently present in paddy fields. Oryza sativa L., a staple food for at least the half of world population, easily absorbs As and Cd by the root, and in this organ the pollutants evoke consistent damages, reducing/modifying the root system. Auxins are key hormones in regulating all developmental processes, including root organogenesis. Moreover, plants respond to environmental stresses, such as those caused by Cd and As, by changing levels and distribution of endogenous phytohormones. Even though the effects of Cd and As on the roots have been investigated in some species, it remains necessary to deepen the knowledge about the cross-talk between these toxic elements and auxin during root formation and development, in particular in agronomically important plants, such as rice. Hence, the research goal was to investigate the interactions between Cd and As, alone or combined, and auxin during the development of rice roots. To reach the aim, morphological, histological and histochemical analyses were carried out on seedlings, exposed or not to Cd and/or As, belonging to the wild type and transgenic lines useful for monitoring indole-3-acetic acid (IAA) localization, i.e., OsDR5:GUS, and IAA cellular influx and efflux, i.e., OsAUX1:GUS and OsPIN5b:GUS. Moreover, the transcript levels of the YUCCA2 and ASA2, IAA biosynthetic genes were also monitored in Cd and/or As exposed wild type seedlings. The results highlight that As and Cd affect cyto-histology and morphology of the roots. In particular, they alter the lateral root primordia organization and development with negative consequences on root system architecture. This is due to a disturbance of IAA biosynthesis and transport, as indicated by the altered expression of both ASA2 and YUCCA2 biosynthetic genes, and AUX1 and PIN5b transporter genes
Pediatric Ocular Health and Obstructive Sleep Apnea Syndrome: A Review
Obstructive sleep apnea (OSA) affects neurobehavioral, cognitive, and cardiovascular aspects, particularly in children, by obstructing the upper airways during sleep. While its impact in adult ocular health is recognized, there is ongoing debate about OSA’s relevance in pediatrics. This review explores the relationship between OSA and ocular health in children, focusing on the effects and potential improvements through treatment. A systematic search found 287 articles through PubMeD/MEDLINE, Scopus, Web of Science, and ScienceDirect; 94.4% were excluded. After careful selection, six English articles were included, addressing the effects of OSA on children’s eyes. Three studies examined choroidal alterations, three explored retinal and optic nerve changes, and two analyzed ocular changes following otorhinolaryngological intervention. The immediate correlation in children is inconclusive, but age may be a contributing factor. Pediatric OSA patients exhibit corneal anomalies and increased optic nerve thickness, possibly due to intermittent hypoxia. OSA influences retinal vascular density in children, with increased density after treatment and reduced choroidal thickness in cases of adenotonsillar hypertrophy. This review emphasized OSA’s significant impact on children’s ocular health, revealing alterations in the optic nerve, choroid, retina, and cornea. While the direct correlation with the optic nerve is not always evident, OSA raises intraocular pressure and induces structural changes. Treatment holds promise, highlighting the need for regular monitoring to promptly address childhood OSA
Quantum state reconstruction using binary data from on/off photodetection
The knowledge of the density matrix of a quantum state plays a fundamental
role in several fields ranging from quantum information processing to
experiments on foundations of quantum mechanics and quantum optics. Recently, a
method has been suggested and implemented in order to obtain the reconstruction
of the diagonal elements of the density matrix exploiting the information
achievable with realistic on/off detectors, e.g. silicon avalanche
photo-diodes, only able to discriminate the presence or the absence of light.
The purpose of this paper is to provide an overview of the theoretical and
experimental developments of the on/off method, including its extension to the

Free and protein-conjugated polyamines in mouse epidermal cells. Effect of high calcium and retinoic acid.
We have investigated polyamine metabolism in primary cultures of mouse epidermal cells. These cells, which grow at low Ca2+ levels as a monolayer with characteristics of basal cells, terminally differentiate when the extracellular Ca2+ level is raised above 1 mM. The cellular levels of free polyamines were measured, and, after incubation of cell cultures with [3H]putrescine, the distribution of label in both acid-soluble and acid-insoluble cellular components was examined. Free polyamine levels were reduced in cells induced to differentiate. Treatment with retinoic acid, which prevents differentiation and causes increased proliferation, resulted in an increase in free putrescine. Upon adjustment of the calcium concentration to a level that induces differentiation, the enzyme transglutaminase was activated, and a concomitant increase in the level of both protein-bound mono- and bis-gamma-glutamyl derivatives of putrescine and spermidine was observed. Isolation of a material of apparent molecular weight about 6000 which contains only mono-gamma-glutamylpolyamines and the finding of both mono- and bis-gamma-glutamylpolyamines in the protein fraction containing cornified cell envelopes provided the basis for speculation on polyamines in envelope formation. Our data suggest that polyamines play a role during epidermal cell differentiation through transglutaminase-mediated post-translational modification
Detailed study of the microwave emission of the supernova remnant 3C 396
We have observed the supernova remnant 3C~396 in the microwave region using
the Parkes 64-m telescope. Observations have been made at 8.4 GHz, 13.5 GHz,
and 18.6 GHz and in polarisation at 21.5 GHz. We have used data from several
other observatories, including previously unpublished observations performed by
the Green Bank Telescope at 31.2 GHz, to investigate the nature of the
microwave emission of 3C 396. Results show a spectral energy distribution
dominated by a single component power law emission with . Data do not favour the presence of anomalous microwave emission coming
from the source. Polarised emission at 21.5 GHz is consistent with
synchrotron-dominated emission. We present microwave maps and correlate them
with infrared (IR) maps in order to characterise the interplay between thermal
dust and microwave emission. IR vs. microwave TT plots reveal poor correlation
between mid-infrared and microwave emission from the core of the source. On the
other hand, a correlation is detected in the tail emission of the outer shell
of 3C 396, which could be ascribed to Galactic contamination.Comment: published in MNRA
New radio observations of anomalous microwave emission in the HII region RCW175
We have observed the HII region RCW175 with the 64m Parkes telescope at
8.4GHz and 13.5GHz in total intensity, and at 21.5GHz in both total intensity
and polarization. High angular resolution, high sensitivity, and polarization
capability enable us to perform a detailed study of the different constituents
of the HII region. For the first time, we resolve three distinct regions at
microwave frequencies, two of which are part of the same annular diffuse
structure. Our observations enable us to confirm the presence of anomalous
microwave emission (AME) from RCW175. Fitting the integrated flux density
across the entire region with the currently available spinning dust models,
using physically motivated assumptions, indicates the presence of at least two
spinning dust components: a warm component with a relatively large hydrogen
number density n_H=26.3/cm^3 and a cold component with a hydrogen number
density of n_H=150/cm^3. The present study is an example highlighting the
potential of using high angular-resolution microwave data to break model
parameter degeneracies. Thanks to our spectral coverage and angular resolution,
we have been able to derive one of the first AME maps, at 13.5GHz, showing
clear evidence that the bulk of the AME arises in particular from one of the
source components, with some additional contribution from the diffuse
structure. A cross-correlation analysis with thermal dust emission has shown a
high degree of correlation with one of the regions within RCW175. In the center
of RCW175, we find an average polarized emission at 21.5GHz of
2.2\pm0.2(rand.)\pm0.3(sys.)% of the total emission, where we have included
both systematic and statistical uncertainties at 68% CL. This polarized
emission could be due to sub-dominant synchrotron emission from the region and
is thus consistent with very faint or non-polarized emission associated with
