    Integration of universities in the context of reforms of higher education: European experience and Russian practice

    Objective: to identify the institutional features of the processes of universities integration within the modern reforms of higher education in Russia and European countries.Methods: comparative institutional analysis of the main parameters of the reforms aimed at universities integration. Results: the institutional specificity of reforms aimed at the universities integration is revealed. Through specific illustrations and characteristics of the ongoing reforms in a number of European countries (Great Britain, Romania, Spain) and the United States, the relationship is demonstrated between the institutional environment of the national higher education systems, the characteristics of the socio-economic and demographic situation in these countries, and the results of the reforms. A possible range of forms and types of integration and interaction of universities, including their merger (acquisition), as well as various forms of long-term cooperation (alliances), is shown; some advantages of these forms are described. Scientific novelty: based on the comparative institutional analysis and the study of international experience in universities integration, the author reveals the institutional specifics of reforms in some countries and specifies the possibilities of using both mergers (acquisitions) of universities and some types of long-term associative interaction between individual universities in order to improve the quality of the provided services, research, and internationalization of education process. Practical significance: the obtained results can be used to specify the public policy in the sphere of higher education and science in order to adjust the forms of effective interaction of universities to improve the quality of educational services and research

    Search for f1(1285)π+ππ0f_1(1285) \to \pi^+\pi^-\pi^0 decay with VES detector

    The isospin violating decay f1(1285)π+ππ0f_1(1285)\to\pi^+\pi^-\pi^0 has been studied at VES facility. This study is based at the statistics acquired in πBe\pi^- Be interactions at 27, 36.6 and 41 GeV/c in diffractive reaction πN(f1π)N\pi^- N \to (f_1 \pi^-) N. The f1(1285)π+ππ0f_1(1285) \to \pi^+\pi^-\pi^0 decay is observed. The ratio of decay probabilities BR(f1(1285)π+ππ0)BR(f_1(1285) \to \pi^+\pi^-\pi^0) to BR(f1(1285)ηπ+π)BR(ηγγ)BR(f_1(1285) \to \eta \pi^+\pi^-) \cdot BR(\eta \to \gamma\gamma) is 1.4\sim\:1.4%.Comment: 10 pages, 8 figures, presented at XII Conference on Hadron Spectroscop

    Detection of decametre-wavelength pulsed radio emission of 40 known pulsars

    International audienceThe study of pulsars at the lowest radio frequencies observable from the ground (10-30 MHz) is complicated by strong interstellar (dispersion, scattering) and ionospheric (scintillation, refraction) propagation effects, as well as intense Galactic background noise and interference. However, it permits us to measure interstellar plasma parameters (the effects of which increase by a power of two to >4 times the wavelength), the spectrum and the pulse profile at low frequencies more accurately. Up to now, only ˜10 pulsars have been successfully detected at these frequencies. The recent upgrade of the receivers at the Ukrainian T-shaped Radio telescope, second modification (UTR-2) has increased its sensitivity and motivated a new search for pulsed radio emissions. In this work we carried out a survey of known pulsars with declination above -10°, period >0.1 s and dispersion measure (DM) < 30 pc cm-3, i.e. a sample of 74 sources. Our goal was either to detect pulsars not recorded before in the decametre range or to identify factors that prevent their detection. As a result, we have detected the radio emission of 40 pulsars, i.e. 55 per cent of the observed sample. For 30 of them, this was a first detection at these frequencies. Parameters of their average profiles have been calculated, including the intrinsic widening of the pulse (not due to interstellar scattering) with decreasing frequency. Furthermore, two pulsars beyond the selected DM (B0138+59 with DM ≈ 35 pc cm-3 and B0525+21 with DM ≈51 pc cm-3) were also detected. Our results indicate that there is still room to detect new transient and pulsed sources with low-frequency observations

    Received: 02.06.2018. Accepted: 19.07.2018. Published: 30.07.2018.Samples of La0.95Bi0.05Mn1–yCuyO3+δ (у = 0.1 – 0.4) were prepared by solid-state synthesis. Additionally, the sample with nominal composition La0.95Bi0.05Mn0.7Cu0.3O3+δ was obtained using citrate-nitrate method. It was determined by X-ray diffraction analysis that the compounds have rhombohedral (space group R3C) or orthorhombic (space group Pbnm) structure, depending on the composition. Single-phase compounds are synthesized at у = 0.1; 0.2. The investigation using scanning electron microscope showed that the grain sizes for the samples sintered using different techniques are close to each other because of the high calcination temperature. For the sample with orthorhombic structure the phase transition into rhombohedral one was found around 390 °С by means of dilatometry. Thermal expansion coefficient of the sample La0.95Bi0.05Mn0.7Cu0.3O3+δ is equal to 6·10–6 K–1 (T 390 °C). The composite materials of substituted lanthanum manganites with Bi4V1.7Fe0.3O11–δ and Bi7Nb1.8Zr0.2O15.5–δ solid electrolytes were obtained at 650 °C. The electrical conductivity values for the latter one are by three orders of magnitude higher than for pure bismuth niobate.The work was carried out within the framework of the state task of the Ministry of education and science of the Russian Federation № 4.2288.2017 / PCh

    Coupled phonon-ripplon modes in a single wire of electrons on the liquid-helium surface

    The coupled phonon-ripplon modes of the quasi-one-dimensional electron chain on the liquid helium sutface are studied. It is shown that the electron-ripplon coupling leads to the splitting of the collective modes of the wire with the appearance of low-frequency modes and high-frequency optical modes starting from threshold frequencies. The effective masses of an electron plus the associated dimple for low frequency modes are estimated and the values of the threshold frequencies are calculated. The results obtained can be used in experimental attempts to observe the phase transition of the electron wire into a quasi-ordered phase.Comment: 5 pages, 1 figure, Physical Review (in press
