    Evaluation of the GE Foundation-Supported Coaching & Demonstration Schools Initiative in Erie Public Schools, SY 2012-2013

    This evaluation report summarizes the evidence of the implementation and early impacts of the General Electric Foundation’s (GEF) Demonstration Schools Initiative in the Erie Public School district (EPS) conducted by the Consortium for Policy Research in Education (CPRE) during the 2012-2013 school year. The Demonstration Schools Initiative provided intensive support to four schools (two elementary, one middle, and one high) implementing the Common Core State Standards (CCSS) in mathematics and English language arts. Concurrently during the 2012- 2013 school year, EPS also continued their implementation of another GEF-supported initiative— the Coaching Initiative—using a cadre of instructional coaches in mathematics, science, and ELA for the other schools in the district. In both the Coaching and Demonstration School Initiatives, instructional coaches are key agents of change. Their function is to target and customize the support needed at the building, grade, and teacher levels to shift teachers’ understanding and practice to align to the CCSS. For the Demonstration Schools Initiative, coaches also focused much of their time trying to develop professional learning communities (PLCs) within their schools. This evaluation was designed to answer three overarching questions: Did teachers in the Demonstration Schools gain more knowledge of the CCSS as a result of their participation in the GEF-supported initiative? What were the impacts of the initiative for the teachers in the GEF- Foundation supported Demonstration Schools compared to the rest of the district? How did teachers perceive their respective coaches throughout the district

    Has Digital Distribution Rejuvenated Readership? Revisiting the Age Demographics of Newspaper Consumption

    Newspapers’ democratic functions have not been fully assumed by the media capturing the revenues newspapers used to enjoy. It is, therefore, important to understand the determinants of newspaper use. Earlier studies found age to be the principal determinant, but did not account for newspapers’ online editions. This article investigates to what extent digital distribution has disrupted previously observed cohort effects, bringing younger audiences back to newspaper content. The annual time spent with UK newspapers by their younger, middle-aged, and older British audiences was calculated for 1999/2000—before, or just after, newspapers started to go online—and for 2016, when digital distribution had come of age. The results show (1) the time spent with newspaper brands fell by 40 per cent, even as online platforms made access easier and cheaper; (2) the proportional decrease in time spent was greatest for the youngest age group and smallest for the oldest; and (3) there are important variations between individual newspaper brands, a result, we propose, of differences in their multiplatform strategies. Digital distribution has, therefore, had little impact on previously observed cohort effects but has enabled changes in media use that have shaped the attention given to newspapers and will continue to do so

    Differential Effects of Pravastatin and Simvastatin on the Growth of Tumor Cells From Different Organ Sites

    3-hydroxy-3-methylglutaryl coenzyme A reductase (HMGCR) inhibitors, commonly known as statins, may possess cancer preventive and therapeutic properties. Statins are effective suppressors of cholesterol synthesis with a well-established risk-benefit ratio in cardiovascular disease prevention. Mechanistically, targeting HMGCR activity primarily influences cholesterol biosynthesis and prenylation of signaling proteins. Pravastatin is a hydrophilic statin that is selectively taken up by a sodium-independent organic anion transporter protein-1B1 (OATP1B1) exclusively expressed in liver. Simvastatin is a hydrophobic statin that enters cells by other mechanisms. Poorly-differentiated and well-differentiated cancer cell lines were selected from various tissues and examined for their response to these two statins. Simvastatin inhibited the growth of most tumor cell lines more effectively than pravastatin in a dose dependent manner. Poorly-differentiated cancer cells were generally more responsive to simvastatin than well-differentiated cancer cells, and the levels of HMGCR expression did not consistently correlate with response to statin treatment. Pravastatin had a significant effect on normal hepatocytes due to facilitated uptake and a lesser effect on prostate PC3 and colon Caco-2 cancer cells since the OATP1B1 mRNA and protein were only found in the normal liver and hepatocytes. The inhibition of cell growth was accompanied by distinct alterations in mitochondrial networks and dramatic changes in cellular morphology related to cofilin regulation and loss of p-caveolin. Both statins, hydrophilic pravastatin and hypdrophobic simvastatin caused redistribution of OATP1B1 and HMGCR to perinuclear sites. In conclusion, the specific chemical properties of different classes of statins dictate mechanistic properties which may be relevant when evaluating biological responses to statins

    Thymic involution and rising disease incidence with age

    For many cancer types, incidence rises rapidly with age as an apparent power law, supporting the idea that cancer is caused by a gradual accumulation of genetic mutations. Similarly, the incidence of many infectious diseases strongly increases with age. Here, combining data from immunology and epidemiology, we show that many of these dramatic age-related increases in incidence can be modeled based on immune system decline, rather than mutation accumulation. In humans, the thymus atrophies from infancy, resulting in an exponential decline in T cell production with a half-life of ∼16 years, which we use as the basis for a minimal mathematical model of disease incidence. Our model outperforms the power law model with the same number of fitting parameters in describing cancer incidence data across a wide spectrum of different cancers, and provides excellent fits to infectious disease data. This framework provides mechanistic insight into cancer emergence, suggesting that age-related decline in T cell output is a major risk factor

    Modeling and Model Reduction for Control and Optimization of Epitaxial Growth in a Commercial Rapid Thermal Chemical Vapor Deposition Reactor

    In December 1996, a project was initiated at the Institute for Systems Research (ISR), under an agreement between Northrop GrummanElectronic Sensors and Systems Division (ESSD) and the ISR, to investigatethe epitaxial growth of silicon-germanium (Si-Ge) heterostructures in a commercial rapid thermal chemical vapor deposition (RTCVD) reactor. This report provides a detailed account of the objectives and results of work done on this project as of September 1997. The report covers two maintopics: modeling and model reduction. Physics-based models are developedfor thermal, fluid, and chemical mechanisms involved in epitaxial growth.Experimental work for model validation and determination of growth parameters is described. Due to the complexity and high computational demands of the models, we investigate the use of model reduction techniques to reduce the model complexity, leading to faster simulation and facilitating the use of standard control and optimization strategies

    Global norms, organisational change: framing the rights-based approach at ActionAid

    This article examines the adoption of the rights-based approach (RBA) to development at ActionAid International, focusing in particular on its Education Theme. Although there has been a considerable volume of work that examines the rise of RBA, including in the pages of Third World Quarterly, the power dynamics and conflict involved in shifting to RBA have largely gone unnoticed and explored. Using the methodological tools of discourse analysis and social movement theory on strategic issue framing, I examine how ActionAid leadership worked to ‘sell’ RBA to somewhat-resistant staff and partners. I argue that ActionAid struggled to reconcile its commitment to global rights norms with the ongoing needs-based programming at country-level. This raises important questions about the power dynamics involved when an NGO undergoes a process of organisational change, even when, as is the case with RBA, this is widely seen as a progressive and desirable transition
