    Poverty and Employability Effects of Workfare Programs in Argentina

    In 1993 Argentina began implementing workfare programs, and workfare has become a central public policy starting 2002 when the government increased the number of beneficiaries from 100,000 to 2 million people in a country of 38 million. We explore targeting, poverty and employability effects of workfare before 2002 based on the permanent household survey (EPH). We find that the program was pro-poor although more than one third of participants did not satisfy the eligibility criteria. Our estimates suggest that the income of participants increased during treatment - particularly for women - indicating beneficial short run poverty effects. However, the long run effects of the program are not obvious due to selection on treatment completion. We present evidence suggesting that -for a large fraction of participants- the program generated dependency and did not increase their human capital.Workfare, evaluation, Argentina

    Processing of microCT implant-bone systems images using Fuzzy Mathematical Morphology

    The relationship between a metallic implant and the existing bone in a surgical permanent prosthesis is of great importance since the fixation and osseointegration of the system leads to the failure or success of the surgery. Micro Computed Tomography is atechnique that helps to visualize the structure of the bone. In this study, the microCT is used to analyze implant-bone systems images. However, one of the problems presented in the reconstruction of these images is the effect of the iron based implants, with a halo or fluorescence scattering distorting the micro CT image and leading to bad 3D reconstructions.In this work we introduce an automatic method for eliminate the effect of AISI 316L iron materials in the implant-b one system based on the application of Compensatory Fuzzy Mathematical Morphology for future investigate about the structural and mechanical properties of bone and cancellous materials.Fil: Bouchet, Agustina.     Who Distributes? Presidents, Congress, Governors, and the Politics of Distribution in Argentina and Brazil

    What is the role of presidents in the politics of distribution in developing democracies? To what extent do other political actors, such as legislators and governors, influence federal distribution? This paper studies the main factors that affect distributive politics in Argentina and Brazil, two highly unequal presidential federations in Latin America. The focus is on funds with high redistributive impact and over which the central government has large discretion: those for public infrastructure. Using original data on federal infrastructure spending for the 24 provinces in Argentina and the 27 states in Brazil for the period 1999-2011, we show that the distribution of infrastructure funds is fundamentally determined by executive politics. Despite this, our empirical findings indicate there is large variation between the two cases in the relevance of the partisan links between presidents and governors and the influence of congress and its committees. Furthermore, we observe that elections are not relevant in explaining distribution in either of the two cases and that presidents are mostly motivated by political considerations and that programmatic factors, such as equity and efficiency criteria, play a secondary role, especially in Argentina. We discuss some possible reasons for these results and their implications for the broader comparative debate on distributive politics.Fil: Gonzalez, Lucas Isaac.     A Model for Evaluating Soil Vulnerability to Erosion Using Remote Sensing Data and A Fuzzy Logic System

    Soil vulnerability is the capacity of one or more of the ecological functions of the soil system to be harmed. It is a complex concept which requires the identification of multiple environmental factors and land management at different temporal and space scales. The employment of geospatial information with good update capabilities could be a satisfactory tool to assess potential soil vulnerability changes in large areas. This chapter presents the application of two land degradation case studies which is simple, synoptic, and suitable for continuous monitoring model based on the fuzzy logic. The model combines topography and vegetation status information to assess soil vulnerability to land degradation. Topographic parameters were obtained from digital elevation models (DEM), and vegetation status information was derived from the computation of the normalized difference vegetation index (NDVI) satellite images. This spectral index provides relevance and is updated for each scene, evidences about the biomass and soil productivity, and vegetation density cover or vegetation stress (e.g., forest fires, droughts). Modeled output maps are suitable for temporal change analysis, which allows the identification of the effect of land management practices, soil and vegetation regeneration, or climate effects

    Water Management in Irrigation Systems by Using Satellite Information

    Changes in agriculture are associated to the availability of resources and the economic and social demands. One of the more important transformations is to change rainfed into irrigated crops to increase the yield. In most of the cases, water resource and irrigation reservoirs are needed to maintain the yield. However, evaporation from ponds can be an important economic loss and an unsustainable strategy for water management, especially in arid and semiarid regions. Efficient methods for water storage should be established. In this study, a selected area located close to the city of Cartagena (Murcia) and the south of Alicante (Spain) has been studied, where there was an important transformation from rainfed to irrigated crops. Because of the high temperatures and insolation, the increment of the number of reservoirs detected by using remote sensing data and GIS tools may be inefficient for water management. The characterization of these reservoirs, to quantify the potential loss of water due to evaporation, has been done. The use of these tools for analysis could be interesting to find more efficient storage solutions (i.e., better spatial distribution of reservoirs, an increment of depth, and reduction of surface exposure) for improving the water storage and management

    Social media in the english classroom: a study on the use of whatsapp messenger by english teaching training program students of Universidad Andrés Bello Casona de Las Condes campus

    Tesis (Profesor de Inglés para la Enseñanza Básica y Media y al grado académico de Licenciado en Educación)The reason behind the use of WhatsApp Messenger (WM) by the English Teaching Training Program (ETTP) students and its possible effects on their engagement is a problem that has not been addressed in the Chilean context. The present study was designed to fill this gap. The purpose of this study was to examine the dynamics of the English class regarding the use of mobile devices. Moreover, this study aimed at examining the reasons behind the use of WM by ETTP students of UNAB Casona Las Condes Campus and its possible effects on their engagement in the English class. The method used in this investigation followed the characteristics of a sequential explanatory design. The results were obtained through two observations, a questionnaire, and a focus group. This research study concluded that the use of smartphones and specifically WM has grown exponentially as it is constantly affecting our daily routine and habits, and also what happens inside the classroom. The results revealed there were several themes attributed to disengagement that might trigger students to use WM in the English class, such as boredom, short attention span, and demotivation.Las razones de los estudiantes de Pedagogía en Inglés para usar WhatsApp Messenger (WM) y sus posibles efectos sobre el involucramiento que estos tienen en las clases de inglés es un problema que aún no ha sido tratado en el contexto chileno. El presente estudio fue diseñado para suplir esta falencia. El propósito de esta investigación fue examinar las dinámicas de la clase de inglés en relación con el uso de dispositivos móviles. Además, este estudio tenía el propósito de examinar las razones de los estudiantes de Pedagogía en Inglés de UNAB Campus Casona de Las Condes para usar WM y los posibles efectos que su involucramiento pudiera tener en la sala de inglés. El método usado en esta investigación siguió las características de un diseño secuencial explanatorio. Los resultados se obtuvieron a través de dos observaciones, un cuestionario y un grupo focal. Este estudio de investigación nos permitió concluir que el uso de smartphones y específicamente el uso de WM han crecido de forma exponencial de manera que este afecta constantemente nuestras rutinas diarias y hábitos. Los resultados revelaron que existen varios temas que se pueden atribuir al desenganche y que pueden causar que los estudiantes usen WM en la clase de inglés, como el aburrimiento, el corto periodo de concentración y la desmotivación

    Using Landsat Images to Determine Water Storing Capacity in Mediterranean Environments

    Reservoirs play an important role in water management and are key elements for water supply. Monitoring is needed in order to guarantee the quantity and quality of stored water. However, this task is sometimes not easy. The objective of this study was to develop a procedure for predicting volume of stored water with remote sensing in water bodies under Mediterranean climate conditions. To achieve this objective,multispectral Landsat 7 and 8 images (NASA) were analyzed for the following five reservoirs: La Serena,La Pedrera, Beniarrés, Cubillas and Negratín (Spain). Reservoirs water surface was computed with the spectral angle mapper (SAM) algorithm.After that, cross-validation regression models were computed in order to assess the capability of water surface estimations to predict stored water in each of the reservoirs. The statistical models were trained with Landsat 7 images and were validated by using Landsat 8 images. Our results suggest a good capability of water volume prediction from free satellite imagery derived from surface water estimations. Combining free remote sensing images and open source GIS algorithms can be a very useful tool for water management and an integrated and efficient way to control water storage,especially in low accessible sites
