INTERNACIONALIZAÇÃO DA EDUCAÇÃO SUPERIOR: UTOPIA OU MARKETING PÓS-MODERNO? O CASO BRASIL.

Este artigo aborda a internacionalização da educação superior desde um ponto de vista crítico-construtivo, no Brasil e no MERCOSUL. Três objetivos movem a pesquisa: (1) Analisar a efetividade das ações de internacionalização da educação superior com qualidade, a partir do Brasil, potencialmente promotores da formação aprimorada do indivíduo; (2) Identificar as fortalezas e fragilidades que rondam este âmbito educativo global; (3) Apontar os supostos indicadores que dificultariam dito desiderato, comentando-os em busca de possíveis soluções. Para atender a estes objetivos, utilizou-se uma abordagem metodológica de pesquisa teórico-qualitativa, exploratória (com viés descritivo) e fenomenológica. Bibliografia nacional e estrangeira, impressa e eletrônica, se constituiu em fonte primária de dados, a esta somando-se o acervo experiencial do autor em sua larga trajetória como docente e investigador científico. Os resultados apontam para um cenário estratégico dos processos de internacionalização ainda mui tímidos e sem aparentes grandes perspectivas nesse intento, a começar pelo desprezo à obrigatoriedade de uma segunda língua e estrangeira, fundamental já para a região do Pacto de Assunção. Conclui-se que a indevida intromissão da política partidária é parte de um problema maior, emperrando o sucesso da pretensão guerreada

Transcriptional Regulation and Epigenetics in Cardiovascular Cells: Role of the Mineralocorticoid Receptor

The mineralocorticoid receptor (MR), a ligand-activated transcription factor, plays an important role in the pathophysiology of cardiovascular disease. Epigenetic mechanisms such as DNA methylation or histone modifications in addition to the DNA sequence are decisive regulators of cell type-specific transcriptional activity and gene expression by controlling chromatin accessibility. In this review, we summarise the current knowledge about the impact of MR on gene expression in cardiovascular cells. We discuss studies investigating the interaction of MR with epigenetic mechanisms or other transcription factors and their implications for the cardiovascular system. Finally, we compare mechanisms of transcriptional regulation by MR and other nuclear transcription factors. In conclusion, MR is an important regulator of gene expression in cardiovascular cells. Potential mechanisms of cell type-specific transcriptional regulation by MR include interaction with other transcription factors or co-regulators, tethering and post-translational modifications of the MR. Further studies will be needed to clarify the interplay of MR and epigenetic mechanisms

GESTÃO UNIVERSITÁRIA OU “GESTAÇÃO” UNIVERSITÁRIA? DESAFIOS PENDENTES

Este artigo aborda a questão da gestão universitária sob o ponto de vista de ferramenta utilitária para o desenvolvimento da nação e da sua sociedade em termos igualitários. Parte do questionamento sobre os eventuais avanços expressivos potencialmente passíveis de constatação na governança da universidade, em base à análise bibliográfica nacional e estrangeira, discutindo-os e apontando as carências e/ou falhas mais características da realidade universitária. Para tanto, procedeu-se a uma pesquisa qualitativa e exploratória de corte transversal (contemporânea), partindo do pressuposto de não ter havido avanços de expressão dignos de nota. Os resultados apontam o mero crescimento dos discursos teoréticos, mas quase nada de substancial no atinente à prática concreta de novos modelos gestores, expondo um modelo educativo ineficaz, falho e carente de inovação e de criatividade construtiva

Downdating of Szego polynomials and data fitting applications

Many algorithms for polynomial least squares approximation of real- valued function on a real interval determine polynomials that are orthogonal with respect to a suitable inner product defined on this interval. Analogously, it is convenient to computer Szego polynomials, i.e., polynomials that are orthogonal with respect to an inner product on the unit circle, when approximating a complex-valued function on the unit circle in the least squares sense. It may also be appropriate to determine Szego polynomials in algorithms for least squares approximation of real-valued periodic functions by trigonometric polynomials. This paper is concerned with Szego polynomials that are defined by a discrete inner product on the unit circle. We present a scheme for downdating the Szego polynomials and given least squares approximant when a node is deleted from the inner product. Our scheme uses the QR algorithm for unitary upper IIessenberg matrices. We describe a data-fitting application that illustrates how our scheme can be combined with the fast Fourier transform algorithm when the given nodes are not equidistant. Interaktion von Erfahrungsgrad und Modelleinsatz bei Tree-Reading-Prozessen

Diagramme phylogenetischer Verwandtschaft (DpV) modellieren Hypothesen zu evolutiven Verwandtschaftsverhältnissen von Arten oder Populationen. Das Interpretieren und Vergleichen von DpV wird als Tree-Reading bezeichnet und ist essentiell für das Evolutionsverständnis. DpV werden in der Wissenschaft als Modelle verwendet, um Wissen zu kommunizieren (medialer Modelleinsatz) und neue Erkenntnisse zu generieren (methodischer Modelleinsatz). Im Biologieunterricht werden Modelle oft nur medial eingesetzt. Während Wissenschaftler:innen mit einschlägigem Forschungsschwerpunkt die wissenschaftlich erforderlichen Ausprägungen von Tree-Reading vorweisen, weichen Lernende mit oberflächlichen oder wissenschaftlich inadäquaten Aussagen zu DpV häufig davon ab. Die vorliegende Studie untersucht anhand verbaler und visueller Daten, inwiefern der Erfahrungsgrad mit DpV und der Modelleinsatz bei Tree-Reading-Prozessen interagieren. Wissenschaftler:innen mit hohem Erfahrungsgrad mit DpV (n = 10) und Studierende des Master of Education Biologie mit niedrigem Erfahrungsgrad (n = 15) bearbeiteten Aufgaben, in denen DpV im medialen oder im methodischen Modelleinsatz eingebettet waren. Die Studierenden zeigten heterogene Tree-Reading-Prozesse, die sich teilweise nicht von denen von Wissenschaftler:innen unterschieden. Dies lässt sich mit dem Revised STREAM (Schramm, Jose, & Schmiemann, 2021) erklären, das Tree-Reading in fünf Dimensionen einteilt, die in unterschiedlicher Ausprägung beherrscht werden können. Entsprechend sollte Tree-Reading bei Lernenden individuell gefördert werden, um das Evolutionsverständnis und das Verständnis gesellschaftsrelevanter Themen zu stärken. Die vorliegende Studie bietet erstmals umfassende Einblicke in Tree-Reading-Prozesse und ist damit Ausgangspunkt für tiefergehende Untersuchungen der einzelnen Aspekte.Phylogenetic trees (PT) model hypotheses about evolutionary relationships among species or populations. Interpreting and comparing PT is defined as tree reading and is essential for understanding evolution. PT as models are used in science to communicate knowledge (medial perspective) and to generate new insights (methodical perspective). In biology classrooms, model use is often limited to the medial perspective. While experienced scientists exhibit scientifically adequate tree reading, learners often show superficial and scientifically inadequate tree reading. Based on verbal and visual data the present study investigates how the degree of experience with PT and the perspective from which models are used interact in tree reading processes. Scientists with a high degree of experience with PT (n = 10) and pre-service biology teachers with low degree of experience (n = 15) solved tasks with medially and methodically embedded PT, respectively. Pre-service teachers showed heterogeneous tree reading processes, which sometimes did not differ from scientists’ processes. This is in line with the Revised STREAM (Schramm, Jose, & Schmiemann, 2021) dividing tree reading into five dimensions that learners can master on differing levels. Corresponding to these findings, learners’ tree reading skills should be fostered individually to strengthen understanding of evolution and socially relevant issues. The present study provides unique and comprehensive insights into tree reading processes and thus represents a starting point for more profound investigation of the found aspects

PENSAMENTO ESTRATÉGICO: PRESSUPOSTO PRIMEIRO DO PLANEJAMENTO E DAS AÇÕES ESTRATÉGICAS NAS IES

Fundamentado na leitura das obras clássicas sobre estratégia (“A arte da guerra” e “Da Guerra”), este ensaio aborda a competição entre as IES públicas e privadas brasileiras, a partir da análise dos objetivos das mesmas, buscando destacar o espírito (pensamento) estratégico como primeira e maior fonte motivadora do empreendedorismo inovador, num ambiente em que não existem regras e em que prevalece a competição inteligente e criativa, norteada pelo pensamento estratégico compartilhado. Com tal objetivo, procedeu-se a uma reflexão sobre o pensamento estratégico nesse âmbito, de cunho pessoal e empírica, fundada no pressuposto de haver necessidade de um equilíbrio entre pensamento, atitude e intenção estratégica a fim de formular um plano de ação estratégica. Os resultados apontam para a inexistência de verdadeiros planos estratégicos fundados no pressuposto objetivado, comprometendo o desempenho final das IES. Conclui-se, em bases empíricas, que persiste prevalecente o discurso em detrimento da prática estratégica, motivando a desagregação dos esforços e incrementando as tensões inter-relacionais que obstam o bom desempenho das IES
