Who should pay for interdependent risk? Policy implications for security interdependence among airports

We study interdependent risks in security, and shed light on the economic and policy implications of increasing security interdependence in presence of reactive attackers. We investigate the impact of potential public policy arrangements on the security of a group of interdependent organizations, namely, airports. Focusing on security expenditures and costs to society, as assessed by a social planner, to individual airports and to attackers, we first develop a game‐theoretic framework, and derive explicit Nash equilibrium and socially optimal solutions in the airports network. We then conduct numerical experiments mirroring real‐world cyber scenarios, to assess how a change in interdependence impact the airports' security expenditures, the overall expected costs to society, and the fairness of security financing. Stratégies de gestion individuelle de la salinité dans le périmètre irrigué du Bas Cheliff : cas du périmètre de Ouarizane

International audienceDans cet article, l'unité d'étude est le périmètre de Ouarizane, une entité homogène de 6 000 ha à l'intérieur du périmètre irrigué du Bas Cheliff. On y décrit les pratiques de gestion de la salinité et on tente de comprendre les modes d'adaptation des agriculteurs. Des enquêtes réalisées sur une quarantaine d'exploitations agricoles ont permis de distinguer cinq classes selon les cultures. On montre que les agriculteurs adaptent les cultures au niveau de salinité : agrumes, oliviers, grenadiers et autres cultures dites sensibles en amont, dans les parcelles peu salées, et artichauts et cucurbitacées en aval, dans les zones plus salées. Des modes de gestion individuels de la salinité ont été identifiés : choix par les locataires de parcelles non salées, rotation céréales - artichaut - melon pour les maraîchers, introduction de variétés d'artichaut importées, etc. La confrontation des enquêtes aux mesures (CE, SAR, pH) a permis de conclure à une perception différenciée de la salinité : les agriculteurs situés à l'aval, qui sont plus directement concernés par les effets des sels, ont développé des stratégies collectives de choix variétal d'artichaut, de pompage et d'encadrement technique alors que ceux de l'amont n'ont pas encore réagi aux effets du remplacement de l'eau de surface par l'eau souterraine

Instability due to long range Coulomb interaction in a liquid of polarizable particles (polarons, etc.)

The interaction Hamiltonian for a system of polarons a la Feynman in the presence of long range Coulomb interaction is derived and the dielectric function is computed in mean field. For large enough concentration a liquid of such particles becomes unstable. The onset of the instability is signaled by the softening of a collective optical mode in which all electrons oscillate in phase in their respective self-trapping potential. We associate the instability with a metallization of the system. Optical experiments in slightly doped cuprates and doped nickelates are analyzed within this theory. MC-128: current commutator for silicon strip detector tests

The MC-128 is a CAMAC module designed to simplify routine tests of multichannel semiconductor detectors. It was developed at Budker Institute of Nuclear Physics (BINP) Novosibirsk in collaboration with RD2 as part of the ATLAS SCT development program. The module provides 128 channels, offering sequential measurements of the currents flowing grom detector strips to a grounded Common Bus. Each input stays virtually connected to the Common Bus independently on whether its current is measured or not. Eight inputs are permanently connected to the Common Bus, allowing the connection of additional elements like guard ring structures. The total detector current can be measured as the current flowing through the Common Bus. Measurements are accessible via a CAMAC bus and in analog form via a front panel detector. Optionally, the MC 128 allows the measurement of the capacitance between each strip and the common (high voltage) electrode of the detector at 10 kHz frequency

Effects of fluorine implantation on the kinetics of dry oxidation of silicon

Kinetics of dry oxidation of silicon after implantation of fluorine in the oxide layer are investigated. It appeared that implanted fluorine can result in negative values of the linear oxidation rate constant. Fluorine profiles obtained by the nuclear reaction analysis (NRA) method using a resonant 19F(α, p)22Ne nuclear reaction will be presented. At 1200 °C the fluorine moves to the interface of Si and SiO2, both in dry oxidizing and inert atmospheres. Based on these findings, a model is presented that explains quantitatively the observed anomalous behavior of the linear oxidation rate constant

Adherence to a Treat-to-Target Strategy in Early Rheumatoid Arthritis: Results of the DREAM Remission Induction Cohort

Introduction\ud Clinical trials have demonstrated that treatment-to-target (T2T) is effective in achieving remission in early rheumatoid arthritis (RA). However, the concept of T2T has not been fully implemented yet and the question is whether a T2T strategy is feasible in daily clinical practice. The objective of the study was to evaluate the adherence to a T2T strategy aiming at remission (Disease Activity Score in 28 joints (DAS28) < 2.6) in early RA in daily practice. The recommendations regarding T2T included regular assessment of the DAS28 and advice regarding DAS28-driven treatment adjustments. \ud \ud Methods\ud A medical chart review was performed among a random sample of 100 RA patients of the DREAM remission induction cohort. At all scheduled visits, it was determined whether the clinical decisions were compliant to the T2T recommendations. \ud \ud Results\ud The 100 patients contributed to a total of 1,115 visits. The DAS28 was available in 97.9% (1,092/1,115) of the visits, of which the DAS28 was assessed at a frequency of at least every three months in 88.3% (964/1,092). Adherence to the treatment advice was observed in 69.3% (757/1,092) of the visits. In case of non-adherence when remission was present (19.5%, 108/553), most frequently medication was tapered off or discontinued when it should have been continued (7.2%, 40/553) or treatment was continued when it should have been tapered off or discontinued (6.2%, 34/553). In case of non-adherence when remission was absent (42.1%, 227/539), most frequently medication was not intensified when an intensification step should have been taken (34.9%, 188/539). The main reason for non-adherence was discordance between disease activity status according to the rheumatologist and DAS28. \ud \ud Conclusions\ud The recommendations regarding T2T were successfully implemented and high adherence was observed. "It All Ended in an Unsporting Way": Serbian Football and the Disintegration of Yugoslavia, 1989-2006

Part of a wider examination into football during the collapse of Eastern European Communism between 1989 and 1991, this article studies the interplay between Serbian football and politics during the period of Yugoslavia's demise. Research utilizing interviews with individuals directly involved in the Serbian game, in conjunction with contemporary Yugoslav media sources, indicates that football played an important proactive role in the revival of Serbian nationalism. At the same time the Yugoslav conflict, twinned with a complex transition to a market economy, had disastrous consequences for football throughout the territories of the former Yugoslavia. In the years following the hostilities the Serbian game has suffered decline, major financial hardship and continuing terrace violence, resulting in widespread nostalgia for the pre-conflict era
