Agreements on Climate Protection - The Verification Problem
The sustained reduction of climate gas emissions associated with the generation, conversion and utilization of energy is clearly becoming an ever more important task in energy and environmental policy . Different strategies are conceivable in order to fulfil this mission. The aim of the IKARUS Project (nstrumente für limags- edktionstrategien - Instruments for Greenhouse Gas Reduction Strategies) was to provide a set of tools with which strategies can be developed and reconstructed (making conceptual use of the various technologies) and also tested with respect to their internal consistency and examined with regard to their economic impacts. Corresponding to the great complexity of the task in hand and the technological range of energy applications, the set of instruments is very extensive. It consists of two parts: a data base with a comprehensive data collection and several computer models of various types. The relational in ORACLE with a graphics interface has a twofold function as a supplier to the model and as an independently usable information system. It is subdivided into a technology data base, model data base and general data base. The data were collected in six data subprojects for the reference year of 1989 and estimated for the years 2005 and 2020. The contains technological, economic and ecological data on representative technologies ranging from primary energy extraction up to final energy use, supplemented by commentaries, graphics, structural diagrams and characteristic curve fields. The reliability of the data is represented and annotated by an assessment diagram so that a reconstructible, comprehensive basis for strategy discussions capable of finding consensus can be provided in accordance with the objective. In addition to the individual technologies, aggregated "mixed technology" data were generated as input data for the optimization model mentioned below and stored in the . In order to keep this aggregation sufficiently flexible with respect to optimizing the energy supply and utilization system the user is provided with some aggregation tools, developed in the data subprojects, upstream of the optimization model in the interface of the data base. Relativistic Hydrodynamics for Heavy--Ion Collisions -- I. General Aspects and Expansion into Vacuum
We present algorithms to solve relativistic hydrodynamics in 3+1--dimensional
situations without apparent symmetry to simplify the solution. In simulations
of heavy--ion collisions, these numerical schemes have to deal with the
physical vacuum and with equations of state with a first order phase transition
between hadron matter and a quark--gluon plasma. We investigate their
performance for the one--dimensional expansion of baryon-free nuclear matter
into the vacuum, which is an analytically solvable test problem that
incorporates both the aspect of the vacuum as well as that of a phase
transition in the equation of state. The dependence of the lifetime of the

Pion and thermal photon spectra as a possible signal for a phase transition
We calculate thermal photon and neutral pion spectra in ultrarelativistic
heavy-ion collisions in the framework of three-fluid hydrodynamics. Both
spectra are quite sensitive to the equation of state used. In particular,
within our model, recent data for at AGeV can only be understood
if a scenario with a phase transition (possibly to a quark-gluon plasma) is
assumed. Results for at AGeV and at AGeV are also

Beitrag zur Entwicklung eines coated-particles-Brennelementes mit Wasser-Direktkühlung
The present report explains investigations in connection with the utilization of coated particles in fuel elements of nuclear reactors cooled by water. This is done using the example of development work at a fuel element for the Julien research reactor FRJ-2. To provide optimum cooling of the particles, it is intended to arrange them as a packing which is directly passed through by water. In the center of the consideration problems of heat transfer and fluid flow are dealt with. By means of burn out experiments using induction heating it is demonstrated that it is possible to cool packings of spheres directly by water even at high power densities - in the present case up to 3.28 kW/cm packing volume. The optimum particle diameter is close to 0.6 mm. According to the results of an endurance test mechanical abrasion of the outer Si C coating layer of the particles in a packing passed through by water is no problem. On the other hand safety problems concerning the consequence of local clogging or fracture of the packing jacket or problems concerning the emergency core cooling have to be solved
Vereinbarungen zum Klimaschutz - das Verifikationsproblem
Die nachhaltige Reduktion von Klimagasemissionen, die mit der Erzeugung, Umwandlung und Nutzung von Energie verbunden sind, wird zusehends zu einer immer wichtigeren Aufgabe der Energie- und Umweltpolitik. Zur Lösunq dieser Aufgabe sind unterschiedliche Strategien denkbar. Ziel des IKARUS-Projektes (nstrumente für limag-edktionstrategien) war es, ein Instrumentarium bereitzustellen, mit dem Strategien unter gedanklicher Nutzung unterschiedlicher Technologien entwickelt und nachvollzogen sowie auf ihre innere Widerspruchsfreiheit getestet und ihre ökonomischen Auswirkungen hin untersucht werden können. Entsprechend der qroßen Komplexität der Aufgabenstellung und der technologischen Vielfalt der Energieanwendungen ist das Instrumentarium sehr umfangreich. Es besteht aus zwei Teilen: einer Datenbank mit umfassender Datensammlung und mehreren Computermodellen unterschiedlicher Art. Die relationale in ORACLE mit graphischer Oberfläche hat eine Doppelfunktion als Versorger der Modelle und als unabhänqig nutzbares Informationssystem. Sie gliedert sich in Technikdatenbank, Modelldatenbank und Rahmendatenbank. Die Daten wurden in sechs Daten-Teilprojekten für das Ausgangsjahr 1989 erhoben und für die Jahre 2005 und 2020 geschätzt. Die enthält technische, wirtschaftliche und ökoloqische Daten repräsentativer Techniken von der Primärenergiegewinnung bis zur Endenergienutzung, ergänzt durch Kommentare, Graphiken, Strukturschemata und Kennlinienfelder. Durch ein Bewertungsschema wird die Belastbarkeit der Angaben dargestellt und kommentiert, so daß entsprechend der Zielsetzung eine nachvollziehbare, konsensfähiqe und umfassende Grundlage für Strategiediskussionen bereitsteht. Neben den Einzeltechniken wurden aggregierte "Mischtechnik"-Daten als Eingangsdaten für das unten genannte Optimierungsmodell erzeugt und in der Modelldatenbank abgespeichert. Um diese Aggregierung im Hinblick auf die Optimierung des Energieversorgungs- und -nutzungssystems ausreichend flexibel zu gestalten, werden dem Nutzer einige, dem Optimierungsmodell vorgelagerte, in den Daten-Teilprojekten entwickelte Aggregationstools zur Verfolgung gestellt, die in die Oberfläche der Datenbank integriert sind. Die schließlich enthält exogene Größen der Modelle wie Nachfragen nach Energiedienstleistungen, Einsatzgrenzen und Bestandsdaten für Techniken sowie Hintergrundinformationen für Gestaltung von Nutzereingaben und Deutung von Modellergebnissen. Politikszenarien für den Klimaschutz Band 5: Szenarien und Maßnahmen zur Minderung von CO-Emissionen in Deutschland bis 2020
Vor dem Hintergrund der im Zusammenhang mit der Klimarahmenkonvention der Vereinten Nationen übernommenen Verpflichtungen sowie des Klimaschutzprogrammes der Bundesrepublik Deutschland beauftragte das Umweltbundesamt (UBA) im Dezember 1995 das Forschungszentrum Jülich mit der Durchfuhrung eines Vorhabens "Politikszenarien fur den Klimaschutzl". Ziel war es zunächst, unter Nutzung der Erkenntnisse und Instrumente aus dem vom Bundesministerium fur Forschung, Technologie, Bildung und Wissenschaft (BMBF) geförderten IKARUS-Projekt ein Referenzszenario für CO-Emissionen im Zeitraum 1990 bis 2005 zu entwickeln, die CO-Mindernngspotentiale der bis Mitte 1996 ergriffenen klimaschutzpolitischen Maßnahmen zu analysieren und zusätzliche Maßnahmen vorzuschlagen, mit denen das Ziel einer 25 %-igen Reduktion der CO-Emissionen bis zum Jahre 2005 erreicht werden kann. Die administrative Koordination des Vorhabens oblag der Programmgruppe "Technologiefolgenforschung" (TFF) des Forschungszentrums Jülich; die fachliche Durchführung erfolgte durch das Deutsche Institut für Wirtschaftsforschung (DIW), Berlin, das Fraunhofer- Institut für Systemtechnik und Innovationsforschung (FhG-ISI), Karlsruhe, das Öko-Institut, Berlin und die Programmgruppe "Systemforschung und Technologische Entwicklung" (STE) des Forschungszentrums Jülich. Die Ergebnisse des Vorhabens wurden im Dezember 1997 in einer Pressekonferenz der Bundesministerin für Umwelt, Naturschutz und Reaktorsicherheit öffentlich vorgestellt sowie in 3 Bänden veröffentlicht.
