Ziele und Möglichkeiten regionaler Arbeitsmarktforschung im IAB

"Die zunehmende Bedeutung regionaler Arbeitsmarktforschung verlangt eine größere Transparenz in den regionalbezogenen Forschungsvorhaben der damit befassten Institutionen. Der Aufsatz, der als Rahmenprogramm der Regionalforschung im IAB gedacht ist, soll helfen, diese Transparenz zu erhöhen. Die Bundesanstalt für Arbeit hat nach dem AFG die Aufgabe, einen hohen Beschäftigungsstand zu erzielen und aufrechtzuerhalten und die Beschäftigungsstruktur nach Gebieten zu verbessern. Sie muss also ihre Mittel, soweit möglich, regional gezielt einsetzen. Der Entscheidungsspielraum ist dabei teilweise begrenzt durch die regionalpolitischen Zielsetzungen der Gebietskörperschaften. Innerhalb dieses Rahmens kann sie jedoch eine Regionalverteilung ihres Mitteleinsatzes anstreben, die im Hinblick auf ihre Aufgaben die größtmögliche Wirkung verspricht. Das IAB versucht, der Bundesanstalt zur Lösung dieser Probleme Entscheidungshilfen bereitzustellen. Zu diesem Zwecke müssen einmal Kriterien entwickelt werden, die den arbeitsmarktrelevanten Gegebenheiten und Entwicklungstendenzen in den einzelnen Regionen Rechnung tragen. Zweitens sind Standardmethoden zur Erfolgskontrolle der einzelnen Maßnahmen zu entwickeln. Zur Erfüllung dieser Aufgaben muss eine regional gegliederte Informationssammlung aufgebaut werden, durch die es möglich wird, Lage und Entwicklung von Wirtschaft und Arbeitsmarkt in den einzelnen Regionen zu diagnostizieren und vorauszuschätzen. Schon vom Umfang der erforderlichen Datensammlung her wird es kurzfristig noch nicht möglich sein, eine umfassende regionalpolitische Orientierungshilfe zu liefern. Für Einzelprobleme können jedoch schon jetzt und in naher Zukunft verstärkt Entscheidungshilfen beigebracht werden." Application of the over-set grid technique to a model singular perturbation problem

The numerical solution of a singularly perturbed problem, in the form of a two-dimensional convection-diffusion equation, is studied by using the technique of over-set grids. For this purpose the Overture software library is used. The selection of component grids is made on basis of asymptotic analysis. The behavior of the solution is studied for a range of small diffusion parameters. Also the possibilities of rotating the grid with the convection direction is considered. In order to fit global properties of the solution, the composite grid used is made parameter dependent. In view of possible $eps$-uniform convergence, in the resulting composite grid the number of grid points is kept constant for the different values of the small parameter. Only the grid spacing is adapted, depending on the parameters. We see that, even with careful adaptation of the grid, no $eps$-uniform convergence is achieved

EFFECTIVELY SEARCHING SPECIMEN AND OBSERVATION DATA WITH TOQE, THE THESAURUS OPTIMIZED QUERY EXPANDER

Today’s specimen and observation data portals lack a flexible mechanism, able to link up thesaurus-enabled data sources such as taxonomic checklist databases and expand user queries to related terms, significantly enhancing result sets. The TOQE system (Thesaurus Optimized Query Expander) is a REST-like XML web-service implemented in Python and designed for this purpose. Acting as an interface between portals and thesauri, TOQE allows the implementation of specialized portal systems with a set of thesauri supporting its specific focus. It is both easy to use for portal programmers and easy to configure for thesaurus database holders who want to expose their system as a service for query expansions. Two-level Fourier analysis of a multigrid approach for discontinuous Galerkin discretisation

In this paper we study a multigrid method for the solution of a linear second order elliptic equation, discretized by discontinuous Galerkin (DG) methods, andwe give a detailed analysis of the convergence for different block-relaxation strategies.We find that point-wise block-partitioning gives much better results than the classical cell-wise partitioning.Both for the Baumann-Oden and for the symmetric DG method,with and without interior penalty, the block relaxation methods (Jacobi,Gauss-Seidel and symmetric Gauss-Seidel) give excellent smoothing procedures in a classical multigrid setting.Independent of the mesh size, simple MG cycles give convergence factors 0.075 -- 0.4 per iteration sweep for the different discretisation methods studied
