    Re-Connecting Scholars' Voices: An historical Review of Public Communication in Italy and New Challenges in the Open Government Framework

    In an international theoretical framework relating to the challenges of digitalization on public sector communication, the article focuses on the open government process to present a historical review of the public sector communication as it has developed in Italy in the past thirty years. Definitions, reforms and the regulatory framework, structures and competences, different communication approaches and goals are collected here thanks to those "scholars' voices" which have fuelled the scientific debate on communication in public administrations since the 1990s. A diachronic approach is necessary in order to investigate the dynamic nature of the relationship between citizens and public sector organizations in a wider changing context and to further grasp the influence of digital technologies, with their impact on communication strategies and paradigms. The focus of the contribution is on the challenges that communication is facing in the new digital environment and in the contemporary scenario of open government. As the authors underline, the use of digital media is often seen as functional both to promoting a culture of transparency, openness and accessibility and to overcoming the traditional limits of the bureaucratic organizations, but there are some opportunities and risks to consider. So, the final part of the article offers a reflection on the consequences of digitalization. It introduces some key aspects of the contemporary debate on public sector communication in general and specifically in Italy, offering a critical discussion on those topics – new skills and professional profiles, training programmes, internal management, multichannel strategies, etc. - that are revealing their complexity in the new relational and organizational context

    Fuentes de información, confianza y comunicación del sector de la salud pública sobre la pandemia de Covid-19: Un estudio en la percepción de los ciudadanos italianos

    Introduction: In the context of infodemic disorder Covid-19 pandemic is a health emergency which also became a communication one. Objectives: The research purpose was to understand how Italians have informed themselves about the pandemic, which sources they have mainly used, and their assessments of public health sector communication at a national and local level. Methodology: The quantitative research consists of a survey conducted through telephone interviews (CATI+CAMI techniques) with a structured questionnaire to a sample of Italians in June and July 2021. Results: On average, watching TV, talking with friends, relatives, or acquaintances, and consulting the Internet are the leading ways of gaining information on the pandemic. Official online sources of information are the most used, followed by institutional websites which played a leading role during the pandemic: regions, the Ministry of Health, and the Presidency of the Council of Ministers. 34% of respondents claim to consult official social media pages or messaging apps of national or local authorities. Conclusions: In the pandemic communication, Italians recognize the crucial role of national and local authorities and online information media systems, but diverse challenges are open for the future of public health sector communication.Introducción: En el contexto del desorden infodémico la pandemia de Covid-19 es una emergencia sanitaria que también se convirtió en una emergencia de comunicación. Objetivos: El propósito de la investigación era conocer cómo se han informado los italianos sobre la pandemia, qué fuentes han utilizado y sus valoraciones sobre la comunicación del sector sanitario público a nivel nacional y local. Metodología: La investigación cuantitativa consiste en una encuesta realizada mediante entrevistas telefónicas (técnicas CATI+CAMI) con un cuestionario estructurado a una muestra de italianos en junio y julio de 2021. Resultados: En promedio, ver la televisión, hablar con amigos, familiares o conocidos y consultar Internet son las principales formas de información. Las fuentes oficiales online son las más utilizadas, seguidas de los sitios institucionales que desempeñaron un papel destacado durante la pandemia: las regiones, el Ministerio de Sanidad y la Presidencia del Consejo. El 34% de los encuestados afirma consultar las páginas oficiales de redes sociales o las aplicaciones de mensajería de las instituciones. Conclusiones: En la comunicación pandémica, los italianos reconocen el papel crucial de las instituciones y de la información online, pero se abren diversos retos para el futuro de la comunicación del sector de la salud pública

    Communication, digital media and future: new scenarios and future changes

    Digital media, technology, new theoretical perspectives have revolutionized the ways of interacting among individuals, acquiring information and knowledge, teaching, behaving in multicultural society and so on and so forth. The impact of new ways of communicating, social media, political platforms on daily lives is evident. Multifaced and different aspects of these topics have been discussed in the VI World conference on Media and Communication (MEDCOM), which was supposed to be held in Cagliari, in May 2020, and it has been postponed to June 2021, online. During that year, communicating revealed even more relevant for citizen live. We assisted to the great importance of best practices in crisis communication, and the critical situations generated by fake news and information overload. Many different topics and fields were included in the conference and, in this volume, we collected 22 papers representative of the discussion, open to scholars from all over the world. The volume is organized in 8 sessions, each one exploring one specific topic: 1. Social Media: Impact, Future, Issues; 2. Public Sector Communication; 3. Politics, Ethics and Communication; Section: 4 Multiculturalism, Cultural Studies, Youth, and Gender Communication; 5 Media Education; 6 Media and Corporate; 7 Screen Cultures; 8 Communication and Covid-19 Pandemic. The last session has been added to the conference after the first postponement to favor analysis of the future development of communication and its complexity after the pandemic experience

    Il modo di intendere la violenza sulle donne nella modernità avanzata è cambiata in modo significativo. Alla violenza di tipo fisico e sessuale, si associa il riconoscimento delle violenze di natura psicologica (fra cui lo stalking, ma non solo). E' ormai noto che la maggior parte degli episodi di violenza sulle donne si consumano nelle mura domestiche e restano nel sommerso. A seguito di un'analisi dell'evoluzione di questo concetto da un punto di vista normativo e socio-culturale, si illustrano i risultati di una ricerca svolta nel territorio provinciale di Pesaro-Urbino, con la collaborazione dell'Amministrazione Provinciale. La ricerca, condotta dal LaRiCA (Dipartimento di Scienze della Comunicazione, Università di Urbino Carlo Bo), consiste nella rilevazione e analisi di dati quantitativi presso istituzioni di pubblica sicurezza e istituzioni di carattere socio-sanitario, e la conduzione di interviste in profondità a figure-chiave che operano presso le istituzioni, nonchè focus group con gruppi di donne e operatori del settore

    The paper offers reflections on how non-profit and public sector organizations, in the network society, make communication campaigns aimed at sensitizing the population on socially relevant issues, such as health and well-being, using storytelling and communicative registers that arouse emotions in the publics, online and offline. The social communication has a function of symbolic integration in the society and can arouse different emotions: from a friendly, shameful or reassuring, even ironic communication in which the theme (or a problem) is represented in its positive sense, to a communication that leverages feelings of fear (fear arousing appeal), until the tendency to strike terror. In this framework, the paper illustrates a research, which aimed to analyze the communicative campaigns on the "donation" which have been conducted in Italy over the last five years, to understand some trends and principal characteristics
