The Tri-National Prespa Park in Albania, Greece and Macedonia (FYROM): Using Environment to Define the New Boundaries of the European Union

International audienceThis paper is based on a study of the natural park created in 2000 on the territory of Albania, Greece and Macedonia (FYROM). Since then, the Prespa Park has always been presented as a successful model of cross-border cooperation in a region characterized at that time by its high level of instability. The creation of the park appeared both as a possibility to test re-drawn neighbours' relationships as well as rural and environmental management in a remote and problematic border zone of the European Union. A dialectic relation links those two aspects and needs to be analysed. On one hand, in the context of the reduction of support aid brought on by the Common Agricultural Policy in an enlarged union, the EU's local development programmes based on environmental management may be simply a lesser evil. On the other hand, the EU integration process is a high stake issue for national authorities, and the Prespa Park may be considered as a first step toward a more efficient use of EU tools in rural matters. The meeting of stakeholders of different levels around a negotiation table in order to give life to a cross-border natural park is one thing. The revitalisation of a common territory torn to pieces is something else. Does the formal recognition of a common natural heritage make sense in social, economic and politic life on the borders

À partir de l’exemple de l’identification électronique des ovins et des caprins rendue obligatoire en France en 2010, cet article décrit une étape de l’imposition dans l’élevage des normes techniques de la traçabilité issues du monde de la production industrielle. La généralisation des procédures de traçabilité y est décrite, du point de vue des éleveurs qui y sont opposés, comme un facteur de dépossession de leur métier. Mais, du fait des caractères propres aux échanges informatisés, cette traçabilité est également décrite comme une étape importante dans le développement d’une abstraction : la valeur informationnelle. Cette notion de valeur informationnelle est proposée pour rendre compte d’une forme de valeur marchande particulièrement déconnectée des valeurs d’usages produites par les éleveurs sous forme de produits lactés ou carnés.Since 2010, electronic identification of sheep and goat population is compulsory in France. This paper describes how such technical norms, usually specific to industrial production, have been imposed to the farmers. From the farmers’ point of view who are opposed to it, the generalization of traceability procedures is seen as the dispossession of their own profession. Traceability is also described as an important moment in the emergence of abstraction, like in any other computerized trade: the informational value. The notion of informational value might give an account of a kind of value that is strongly disconnected of use values producted by the farmers in the form of milk or meat

Le questionnement logiciste et les conflits d’interprétation

L’analyse logiciste des constructions savantes a pour but de mettre à nu leurs composantes symboliques : une base de données (observations et présuppositions) et un ensemble d’opérations de réécriture exprimant le raisonnement qui relie cette base aux thèses de la construction. Les travaux inspirés de ce programme depuis une vingtaine d’années soulèvent des questions intéressantes dans les perspectives d’une épistémologie pratique maintes fois exposées. L’étude des conflits d’interprétation y tient une large place ; elle s’apparente à l’analyse des controverses scientifiques mais vise moins à expliquer celles-ci, du point de vue socio-historique, qu’à mieux définir les voies choisies pour les résoudre, les éluder ou les dépasser, selon les cas. Le questionnement logiciste porte sur les conséquences intellectuelles et institutionnelles de ces choix. L’affirmation de sa pérennité procède à la fois d’un constat et d’un pari, l’un et l’autre argumentés dans cet article.The logicist analysis of scholarly constructions aims at revealing their symbolic components: a data base (observations and presuppositions) and a whole lot of operations of rewriting expressing the reasoning which links this base to the thesis of construction. Works inspired from this programme since some twenty years raise interesting questions in the perspectives of a practical epistemology often exposed. The study of conflicts of interpretation holds a large place here: it is closely connected to the analysis of scientific controversies but aims less at explaining these from a socio-historical point of view, than at better defining the paths chosen to resolve them, elude them or go beyond them, according to the case. Logicist questioning is concerned with the intellectual and institutional consequences of these choices. The affirmation of its perpetuity follows from a statement and a bet at the same time, both argued in this article

HISTOIRE ET ARCHÉOLOGIE: LES ANTECÉSDENTS DU ROYAUME GRÉCO-BACTRIEN EN ASIE CENTRALE

L' étude que Neyde Theml a fait paraitre en 1997 dans Phoinix sur Ia formation de Ia royauté macédonienne était placé sous le titre des rapports entre I'histoire et I' archéologie. Ma contribution à ce volume est en quelque sorte une.suite de son enquête, déplacée vers une autre région: non plus Ia Méditerrané orientale mais I' Asie centrale, ou plus précisément Ia Bactriane. On sait qu' Alexandrejeta là les bases d'une royauté qu'on peut aussi qualifier de macédonienne, au moins à ses débuts, en Ia personne de son fondateur. J'examinerai à mon tour les antécédents de ce royaume, à partir de données archéologiques recueillies au cours des derniêres décennies en Bactriane. L'interprétation de ces données modifie considérablement I'image traditionnelle de Ia colonisation grecque en Asie centrale, comme aussi celle de Ia conquête perse qui Ia précéda de quelques siêcles, à Ia suite des campagnes de Cyrus et de Darius

Quelle sociologie pour les géographes, quelle géographie pour les sociologues ?

Ce débat provient d’un groupe d’étudiants engagés dans des recherches scientifiques qui se sont trouvés réunis au printemps 1999 par leur intérêt commun pour les questions de l’interdisciplinarité. Il ne s’agissait pas d’une volonté de reconstruction théorique, mais de voir en quoi le rapprochement de la géographie et de la sociologie, inscrit dans la création du Ladyss, pouvait dépasser la juxtaposition de deux disciplines et pénétrer les travaux de chacun  : en quoi les géographes pouvaient inscrire une interrogation sociologique, et les sociologues intégrer des raisonnements géographiques, dans leurs problématiques et leurs travaux personnels.This debate originates in a symposium on interdisciplinarity which gathered a group of doctoral students in the spring of 1999. Their goal was not to define a theoretical approach to the subject, but rather to wonder how geography and sociology, both essential to the creation of the Ladyss, could be drawn together so as to put an end to the mere juxtaposition of the two disciplines and allow them to penetrate each other. In other words, they wondered how geographers could tackle sociological issues, and how sociologists could integrate geographical reflections into their own works

Near-threshold fatigue propagation of physically through-thickness short and long cracks in a low alloy steel

International audienceIn this paper, the near-threshold fatigue behavior of physically through-thickness short cracks and of long cracks in a low alloy steel is investigated by experiments in ambient air. Physically through-thickness short fatigue cracks are created by gradually removing the plastic wake of long cracks in compact tension specimens. The crack closure is systematically measured using the compliance variation technique with numerical data acquisition and filtering for accurate detection of the stress intensity factor (SIF) at the crack opening. Based on the experimental results, the nominal threshold SIF range is shown to be dependent on the crack length and the characteristic of the crack wake which is strongly dependent on the loading history. The effective threshold SIF range and the relation between the crack propagation rate and the effective SIF range after the crack closure correction are shown to be independent on crack length and loading history. The shielding effect of the crack closure is shown to be related to the wake length and load history. The effective threshold SIF range and the relationship between the crack growth rate and the effective SIF range appear to be unique for this material in ambient air. These properties can be considered as specific fatigue properties of the couple material/ambient air environment
