In 1972 the Office of Technology Assessment (OTA) was formed as an aid to Congress. However since the Canadian political system differs significantly from that in the U.S.A. a different mechanism for Technology Assessment is needed in Canada.     Far-Ultraviolet Number Counts on Field Galaxies

    The far-ultraviolet (FUV) number counts of galaxies constrain the evolution of the star formation rate density of the universe. We report the FUV number counts computed from FUV imaging of several fields including the Hubble Ultra Deep Field, the Hubble Deep Field North, and small areas within the GOODS-North and South fields. These data were obtained with the Hubble Space Telescope (HST) Solar Blind Channel of the Advance Camera for Surveys. The number counts sample an FUV AB magnitude range from 21 to 29 and cover a total area of 15.9 arcmin^2, ~4 times larger than the most recent HST FUV study. Our FUV counts intersect bright FUV Galaxy Evolution Explorer counts at 22.5 mag and they show good agreement with recent semi-analytic models based on dark matter "merger trees" by R. S. Somerville et al. We show that the number counts are ~35% lower than in previous HST studies that use smaller areas. The differences between these studies are likely the result of cosmic variance; our new data cover more lines of sight and more area than previous HST FUV studies. The integrated light from field galaxies is found to contribute between 65.9^(+8)_(–8) and 82.6^(+12)_(–)12 photons s^(–1) cm^(–2) sr^(–1) Å^(–1) to the FUV extragalactic background.     Understanding Humanitarian Supply Chain Logistics with Systems Dynamics Modeling

    Purpose – We explore the short-term humanitarian response to a natural disaster that prompts a rapid influx of relief supplies to the area affected by the disaster, aiming to understand the dynamics of systemic processes that apply to humanitarian supply chain logistics. Design/methodology/approach – We use system dynamics to simulate the disaster relief supply chain elements of humanitarian response. System dynamics is a well-established simulation method for analyzing complex social systems that include feedback. We used it because the timing and coordination of, and feedback loops among, events in humanitarian response incorporate a delay structure that can be modeled effectively using system dynamics. Findings – Of all the stocks in our model of the Humanitarian Stock Management System, the most important was the Cumulative Food distributed to disaster victims. In all of our simulation runs, victims eventually got all the food they needed, but at varying speeds (fast in the base run, slow in runs where repair of infrastructure was slow). However, the most problematic stock was the amount of Food in the Central Warehouse. In almost all the runs, that stock contained an excess of food (which is very common in such situations), resulting in waste and inefficiency. This problem was worst when the agency panicked at the outset and doubled its estimate of needed food, and when, as is often true, the agency received too many in-kind donations of food. The most interesting finding was that “managing” donations led to the best overall performance--low waste, good relief for victims. Practical implications – We offer a number of policy recommendations, including the need to avoid early bias, to repair infrastructure as quickly as possible, to develop better methods for keeping track of inventories and supplies on the way, and striking a balance between encouraging and dampening donations. Originality/value – This study focuses on understanding the short-term dynamics of the logistics of a humanitarian response, using a system dynamics approach. There have been only two other studies applying system dynamics to humanitarian assistance. One was operational and focused on long-term dynamics (often called “development,” as opposed to “response”) and the other was abstract and focused on those same longer-term dynamics. While these studies have produced meaningful insight, our study is unique in that we have applied an operational approach to a short, or “crisis response,” time horizon

    The GALEX Ultraviolet Virgo Cluster Survey (GUViCS) III. The Ultraviolet Source Catalogs

    In this paper we introduce the deepest and most extensive ultraviolet extragalactic source catalogs of the Virgo Cluster area to date. Archival and targeted GALEX imaging is compiled and combined to provide the deepest possible coverage over ~120 deg^2 in the NUV (lambda_eff=2316 angstroms) and ~40 deg^2 in the FUV (lambda_eff=1539 angstroms) between 180 deg <= R.A. <= 195 deg and 0 deg <= Decl. <= 20 deg. We measure the integrated photometry of 1770 extended UV sources of all galaxy types and use GALEX pipeline photometry for 1,230,855 point-like sources in the foreground, within, and behind the cluster. Extended source magnitudes are reliable to m_UV ~22, showing ~0.01 sigma difference from their asymptotic magnitudes. Point-like source magnitudes have a 1 sigma standard deviation within ~0.2 mag down to m_uv ~23. The point-like source catalog is cross-matched with large optical databases and surveys including the SDSS DR9 (> 1 million Virgo Cluster sources), the Next Generation Virgo Cluster Survey (NGVS; >13 million Virgo Cluster sources), and the NED (~30,000 sources in the Virgo Cluster). We find 69% of the entire UV point-like source catalog has a unique optical counterpart, 11% of which are stars and 129 are Virgo cluster members neither in the VCC nor part of the bright CGCG galaxy catalog (i.e., m_pg < 14.5). These data are collected in four catalogs containing the UV extended sources, the UV point-like sources, and two catalogs each containing the most relevant optical parameters of UV-optically matched point-like sources for further studies from SDSS and NGVS.     One strategy does not fit all: determinants of urban adaptation in mammals

    Urbanisation exposes wildlife to new challenging conditions and environmental pressures. Some mammalian species have adapted to these novel environments, but it remains unclear which characteristics allow them to persist. To address this question, we identified 190 mammals regularly recorded in urban settlements worldwide, and used phylogenetic path analysis to test hypotheses regarding which behavioural, ecological and life history traits favour adaptation to urban environments for different mammalian groups. Our results show that all urban mammals produce larger litters; whereas other traits such as body size, behavioural plasticity and diet diversity were important for some but not all taxonomic groups. This variation highlights the idiosyncrasies of the urban adaptation process and likely reflects the diversity of ecological niches and roles mammals can play. Our study contributes towards a better understanding of mammal association to humans, which will ultimately allow the design of wildlife-friendly urban environments and contribute to mitigate human-wildlife conflicts

    The relative effects of pace of life-history and habitat characteristics on the evolution of sexual ornaments: A comparative assessment

    Selection may favor greater investment into sexual ornaments when opportunities for future reproduction are limited, for example, under high adult mortality. However, predation, a key driver of mortality, typically selects against elaborate sexual ornaments. Here, we examine the evolution of sexual ornaments in killifishes, which have marked contrasts in life-history strategy among species and inhabit environments that differ in accessibility to aquatic predators. We first assessed if the size of sexual ornaments (unpaired fins) influenced swimming performance. Second, we investigated whether the evolution of larger ornamental fins is driven primarily by the pace of life-history (investment into current vs. future reproduction) or habitat type (a proxy for predation risk). We found that larger fins negatively affected swimming performance. Further, males from species inhabiting ephemeral habitats, with lower predation risk, had larger fins and greater sexual dimorphism in fin size, compared to males from more accessible permanent habitats. We show that enlarged ornamental fins, which impair locomotion, evolve more frequently in environments that are less accessible to predators, without clear associations to life-history strategy. Our results provide a rare link between the evolution of sexual ornaments, effects on locomotion performance, and natural selection on ornament size potentially through habitat differences in predation risk

    Zonation of H_(2)O and F Concentrations around Melt Inclusions in Olivines

    Studies of both naturally quenched and experimentally reheated melt inclusions have established that they can lose or gain H_(2)O after entrapment in their host mineral, before or during eruption. Here we report nanoSIMS analyses of H2O, Cl and F in olivine around melt inclusions from two natural basaltic samples: one from the Sommata cinder cone on Vulcano Island in the Aeolian arc and the other from the Jorullo cinder cone in the Trans-Mexican Volcanic Belt. Our results constrain olivine/basaltic melt partition coefficients and allow assessment of mechanisms of volatile loss from melt inclusions in natural samples. Cl contents in olivine from both samples are mostly below detection limits (≤0·03 ± 0·01 ppm), with no detectable variation close to the melt inclusions. Assuming a maximum Cl content of 0·03 ppm for all olivines, maximum estimates for Cl partition coefficients between olivine and glass are 0·00002 ± 0·00002. Olivines from the two localities display contrasting H_(2)O and F compositions: Sommata olivines contain 27 ± 11 ppm H_(2)O and 0·28 ± 0·07 ppm F, whereas Jorullo olivines have lower and proportionately more variable H_(2)O and F (11 ± 12 ppm and 0·12 ± 0·09 ppm, respectively; uncertainties are two standard deviations for the entire population). The variations of H_(2)O and F contents in the olivines exhibit clear zonation patterns, increasing with proximity to melt inclusions. This pattern was most probably generated during transfer of volatiles out of the inclusions through the host olivine. H_(2)O concentration gradients surrounding melt inclusions are roughly concentric, but significantly elongated parallel to the crystallographic a-axis of olivine. Because of this preferential crystallographic orientation, this pattern is consistent with H_(2)O loss that is rate-limited by the ‘proton–polaron’ mechanism of H diffusion in olivine. Partition coefficients based on olivine compositions immediately adjacent to melt inclusions are 0·0007 ± 0·0003 for H_(2)O and 0·0005 ± 0·0003 for F. The H_(2)O and F diffusion profiles most probably formed in response to a decrease in the respective fugacities in the external melt, owing to either degassing or mixing with volatile-poor melt. Volatile transport out of inclusions might also have been driven in part by increases in the fugacity within the inclusion owing to post-entrapment crystallization. In the case of F, because of the lack of data on F diffusion in olivine, any interpretation of the measured F gradients is speculative. In the case of H_(2)O, we model the concentration gradients using a numerical model of three-dimensional anisotropic diffusion of H, where initial conditions include both H2O decrease in the external melt and post-entrapment enrichment of H_(2)O in the inclusions. The model confirms that external degassing is the dominant driving force, showing that the orientation of the anisotropy in H diffusion is consistent with the proton–polaron diffusion mechanism in olivine. The model also yields an estimate of the initial H_(2)O content of the Sommata melt inclusions before diffusive loss of 6 wt % H_(2)O. The findings provide new insights on rapid H_(2)O loss during magma ascent and improve our ability to assess the fidelity of the H_(2)O record from melt inclusions
