    The relationship between Europeanisation and policy styles: a study of agricultural and public health policymaking in three EU Member States

One of the central debates in this literature revolves around thequestion of how to reconcile archetype national policy styles with considerabledifferences in modus operandi across policy sectors. A sector-specific featurethat is considered a key determinant of the manifestation of archetypenational policy styles in the European Union is the degree of Europeanisationof policy sectors. This paper picks up this suggestion by addressing thequestion of whether and how Europeanisation affects the degree to whichfeatures of an archetype national policy style are manifest within a sector. Weaddress this question by exploring sectoral policy styles in agricultural andfood-related public health policymaking across three EU Member States: TheNetherlands, the United Kingdom (England), and France. Our findings suggestthat the degree of Europeanisation of a policy sector does prove an importantcondition that helps to understand the relationship between national andsectoral policy styles. More specifically, Europeanisation has the strongesteffect when sectors face a higher adaptation pressure, i.e., when there is alarger misfit between sectoral regimes and EU-induced institutional demands.We suggest various promising avenues of future research on this relationship.Peer reviewe

    Special issue: The Europeanisation of education policies"When it comes to building European public action, expertise is ubiquitous and polymorphic. This article intends to study the ways expertise is being used in the European Commission and the logics underlying its use. The massive use of expertise also has consequences for the practices and identities of actors with whom European institutions coproduce public policies. On these subjects, the current debates on how experts are selected who oppose the Commission, European parliament members and NGOs, offer a stimulating field of investigation.

    Indicações Geográficas constituem mecanismos de propriedade intelectual, diferenciação qualitativa e desenvolvimento territorial que vêm recebendo crescente atenção no Brasil. O artigo analisa o processo de governança e institucionalização desse mecanismo. A partir de pesquisa qualitativa conduzida por meio de revisão documental, observação participante dos espaços de gestão, e entrevistas com policy makers e stakeholders, o artigo identifica os múltiplos atores que participam da governança das IG, delimita suas posições em diferentes fóruns e tipifica os referenciais que orientam seus discursos e práticas. A partir disso, e tendo em vista as especificidades do contexto institucional brasileiro, discute as diferentes alternativas de governança participativa que têm sido propostas como espaços de mediação e construção de entendimentos entre as organizações públicas e privadas.Geographical Indications are mechanisms of intellectual property, qualitative differentiation and territorial development that are receiving increasing attention in Brazil. This paper analyzes the process of governance and institutionalization of this mechanism. From qualitative research conducted through documental review, participant observation of decision spaces, and interviews with policy makers and stakeholders, the paper identifies the multiple actors in the governance of GIs, defines their positions in different forums and typifies the referentials that guide their speeches and practices. From this, and taking into account the characteristics of the Brazilian institutional context, it discusses the different participatory governance alternatives that have been proposed as spaces of mediation and building of compromises between public and private organizations

    Nova gestão pública e educação: a trajetória da política do Quebec de "gestão orientada por resultados"

    RESUMO: Este artigo centra-se na trajetória (BALL, 1997) da política educacional de "gestão orientada por resultados" ("gestion axée sur les résultats" - GAR) no Quebec desde 2000 mobilizando a sociologia da ação pública. (MULLER, 2000) Para tal, vários "relatos de ação pública" (RADAELLI, 2000) usados pelos criadores, pelas partes interessadas e beneficiários dessa política são revelados. Os resultados da análise evidenciam a sedimentação e a hibridização de medidas reportando-se à prestação de contas comunitária ou performativa. O texto mostra um processo de recontextualização "neo-estatista" da Nova Gestão Pública em pratica na trajetória da política de educação do Quebec, a qual reforça o papel do Estado na gestão da educação
