Design Challenges for GDPR RegTech

The Accountability Principle of the GDPR requires that an organisation can demonstrate compliance with the regulations. A survey of GDPR compliance software solutions shows significant gaps in their ability to demonstrate compliance. In contrast, RegTech has recently brought great success to financial compliance, resulting in reduced risk, cost saving and enhanced financial regulatory compliance. It is shown that many GDPR solutions lack interoperability features such as standard APIs, meta-data or reports and they are not supported by published methodologies or evidence to support their validity or even utility. A proof of concept prototype was explored using a regulator based self-assessment checklist to establish if RegTech best practice could improve the demonstration of GDPR compliance. The application of a RegTech approach provides opportunities for demonstrable and validated GDPR compliance, notwithstanding the risk reductions and cost savings that RegTech can deliver. Expressive political behaviour : foundations, scope and implications

A growing literature has focused attention on ‘expressive’ rather than ‘instrumental’ behaviour in political settings, particularly voting. A common criticism of the expressive idea is that it is ad hoc and lacks both predictive and normative bite. No clear definition of expressive behaviour has gained wide acceptance yet, and no detailed understanding of the range of foundations of specific expressive motivations has emerged. This article provides a foundational discussion and definition of expressive behaviour accounting for a range of factors. The content of expressive choice – distinguishing between identity-based, moral and social cases – is discussed and related to the specific theories of expressive choice in the literature. Simulation sample sizes for Monte Carlo partial EVPI calculations

Partial expected value of perfect information (EVPI) quantifies the value of removing uncertainty about unknown parameters in a decision model. EVPIs can be computed via Monte Carlo methods. An outer loop samples values of the parameters of interest, and an inner loop samples the remaining parameters from their conditional distribution. This nested Monte Carlo approach can result in biased estimates if small numbers of inner samples are used and can require a large number of model runs for accurate partial EVPI estimates. We present a simple algorithm to estimate the EVPI bias and confidence interval width for a specified number of inner and outer samples. The algorithm uses a relatively small number of model runs (we suggest approximately 600), is quick to compute, and can help determine how many outer and inner iterations are needed for a desired level of accuracy. Taxonomic assessment of two pygopodoid gecko subspecies from Western Australia

Abstract Subspecies designations for herpetofauna in Western Australia were largely coined in the 20th century where rigorous evolutionary concepts to species were not consistently applied. Rather, subspecies tended to designate geographic populations of similar-looking taxa to nominate forms, usually differing in size, pattern or colour and, at best, a few scalation differences. Here we re-evaluate two pygopodoid taxa from Western Australia using a combination of published and original genetic data coupled with a reassessment of morphology. We review these differences in light of an integrative taxonomic approach that looks to find multiple independent lines of evidence to establish the evolutionary independence of populations. For the pygopod species Pletholax gracilis, we found consistent diagnostic characters (e.g. body size, visibility of ear opening, scalation) and a deep genetic divergence between the two subspecies. We therefore raise each subspecies to full species: P. gracilis and P. edelensis. The two subspecies of the carphodactylid gecko Nephrurus wheeleri were also assessed, and we found strong genetic and morphological evidence (e.g. body size, scalation, pattern) to raise these to full species: N. wheeleri and N. cinctus. By revisiting Storr’s morphological insights and newly acquired genetic evidence, in addition to a thorough re-examination of morphological traits, our study provides a robust foundation to raise Storr’s morphological subspecies into full species based upon multiple lines of evidence. Such an approach applied to other subspecies in the Australian herpetofauna also may result in revised taxonomies

Mixing the reactive with the personal: Opportunities for end-user programming in personal information management

The transition of personal information management (PIM) tools off the desktop to the Web presents an opportunity to augment these tools with capabilities provided by the wealth of real-time information readily available. In this chapter, we describe a personal information assistance engine that lets end-users delegate to it various simple context- and activity-reactive tasks and reminders. Our system, Atomate, treats RSS/ATOM feeds from social networking and life-tracking sites as sensor streams, integrating information from such feeds into a simple unified RDF world model representing people, places and things and their time-varying states and activities. Combined with other information sources on the web, including the user's online calendar, web-based e-mail client, news feeds and messaging services, Atomate can be made to automatically carry out a variety of simple tasks for the user, ranging from context-aware filtering and messaging, to sharing and social coordination actions. Atomate's open architecture and world model easily accommodate new information sources and actions via the addition of feeds and web services. To make routine use of the system easy for non-programmers, Atomate provides a constrained-input natural language interface (CNLI) for behavior specification, and a direct-manipulation interface for inspecting and updating its world model

Placing the university: thinking in and beyond globalization

In some respects, the impact of globalization on universities is well rehearsed (competition for international students; the drive for status in global rankings; the opening of overseas campuses; the dream of massive open online courses and other forms of digital education), but the relationship between universities as place-based institutions and globalization is less well understood. It is on that this chapter focuses. Drawing on work undertaken as part of an Economic and Social Research Council project (“Higher Education and Regional Social Transformation”) the author sets the arguments in a wider context. He explores the extent to which and ways in which universities have become key players in the reimagination of their city regions in a (neoliberal) global context. As well as reflecting on the wider public (and local) role of universities, he also considers how universities use the tools available to them to position themselves effectively as successful businesses within the new world in which they find themselves

Defining the Costs of an Outbreak of Karnal Bunt of Wheat

In determining the economic impact of a possible outbreak of the quarantinable wheat disease Karnal Bunt, an examination was made of the detailed components of the costs involved. The costs were classified as: (a) Direct costs (yield and quality losses); (b) Reaction costs (export bans, quality down-grading, seed industry costs); and (c) Control costs (quarantine zones, fungicides, spore destruction). Cell patterning on photolithographically defined parylene-C:SiO2 substrates

Cell patterning platforms support broad research goals, such as construction of predefined in vitro neuronal networks and the exploration of certain central aspects of cellular physiology. To easily combine cell patterning with Multi-Electrode Arrays (MEAs) and silicon-based ‘lab on a chip’ technologies, a microfabrication-compatible protocol is required. We describe a method that utilizes deposition of the polymer parylene-C on SiO(2 )wafers. Photolithography enables accurate and reliable patterning of parylene-C at micron-level resolution. Subsequent activation by immersion in fetal bovine serum (or another specific activation solution) results in a substrate in which cultured cells adhere to, or are repulsed by, parylene or SiO(2) regions respectively. This technique has allowed patterning of a broad range of cell types (including primary murine hippocampal cells, HEK 293 cell line, human neuron-like teratocarcinoma cell line, primary murine cerebellar granule cells, and primary human glioma-derived stem-like cells). Interestingly, however, the platform is not universal; reflecting the importance of cell-specific adhesion molecules.
