    Enforcement Guide: Near Shore Artisanal Fisheries

    We need healthy oceans to support our way of life. Unfortunately, fish stocks are under growing pressure and the need to find innovative and pragmatic resource management strategies is more important than ever. Disregard for fisheries and environmental laws is common and if we are to succeed in reversing the declining trend, we must draft relevant regulations, design and fund comprehensive enforcement programs and cultivate a culture of compliance. Historically, marine law enforcement has been the competency of Naval and Coast Guard authorities; however, many fishery and park agencies, who lack training, equipment, and at times controlling legal authority, are tasked with fisheries management and enforcement. Complicating matters, most agencies are understaffed; lack budgetary resources, and possess limited authority (i.e. power of arrest and the ability to use force). WildAid in cooperation with The Nature Conservancy developed this guide to assist managers in designing a cost effective enforcement strategy for near shore artisanal fisheries. This document is not a recompilation of literature, but a practical guide based on our experience in the Eastern and Western Pacific. Generally, an enforcement system is designed to monitor all activities within a given area ranging from tourism, investigation, and transportation to fisheries; however, this guide will focus primarily on near shore artisanal fisheries. The objectives of this guide are three-fold:1. Examine all factors considered for the design and operation of a marine law enforcement system; 2. Illustrate key components of an enforcement system and evaluate surveillance technology and patrol equipment options; 3. Guide managers in the design and implementation of an enforcement system.In summary, it aims to equip managers with the tools needed to strengthen fisheries management and design enforcement systems that are practical, affordable and feasible to implement in a timely manner. Fisheries enforcement requires a holistic approach that accounts for surveillance, interdiction, systematic training, education and outreach and lastly, meaningful sanctions. Although it explores many surveillance technologies and management tools, this guide more importantly provides a blueprint for the capacity building and professionalization of enforcement officers, who truly are the core component of any fisheries enforcement program

    The Emergence of New Successful Export Activities in Latin America: The Case of Chile

    This paper surveys overall export growth in Chile and focuses on three case studies of the emergence of successful export activities in Chile: wine, pork and blueberries. Each case study discusses how companies, associations, and governments at various levels have addressed market failures and facilitated the provision of public goods necessary for each activity. The case studies additionally profile first movers in each activity and describe the positive externalities they provide to imitators, particularly diffusion of export knowledge. Also included are counterfactual cases of a less successful firm or activity (an unsuccessful wine exporter, other types of berries, and commodity pork production rather than custom cuts, respectively) and a discussion of policy implications.Exports, Agriculture, Chile

    Geometric Objects: A Quality Index to Electromagnetic Energy Transfer Performance in Sustainable Smart Buildings

    Sustainable smart buildings play an essential role in terms of more efficient energy. However, these buildings as electric loads are affected by an important distortion in the current and voltage waveforms caused by the increasing proliferation of nonlinear electronic devices. Overall, buildings all around the world consume a significant amount of energy, which is about one-third of the total primary energy resources. Optimization of the power transfer process of such amount of energy is a crucial issue that needs specific tools to integrate energy-efficient behaviour throughout the grid. When nonlinear loads are present, new capable ways of thinking are needed to consider the effects of harmonics and related power components. In this manner, technology innovations are necessary to update the power factor concept to a generalized total or a true one, where different power components involved in it calculation, properly reflect each harmonic interaction. This work addresses an innovative theory that applies the Poynting Vector philosophy via Geometric Algebra to the electromagnetic energy transfer process providing a physical foundation. In this framework, it is possible to analyse and detect the nature of disturbing loads in the exponential growth of new globalized buildings and architectures in our era. This new insight is based on the concept of geometric objects with different dimension: vector, bivector, trivector, multivector. Within this paper, these objects are correlated with the electromagnetic quantities responsible for the energy flow supplied to the most common loads in sustainable smart buildings. Besides, it must be considered that these phenomena are characterized by a quality index multivector appropriate even for detecting harmonic sources. A numerical example is used to illustrate the clear capabilities of the suggested index when it applies to industrial loads for optimization of energy control systems and enhance comfort management in smart sustainable buildings

In particular, we study the semi-varieties defined in terms of the parameters a1, a2, . . . , a6 where some classical criteria for the associated Abel equation apply.     This paper presents a new approach to guaranteed state estimation for nonlinear discrete-time systems with a bounded description of noise and parameters. The sets of states that are consistent with the evolution of the system, the measured outputs and bounded noise and parameters are represented by zonotopes. DC programming and intersection operations are used to obtain a tight bound.     Detailed morphobiometric studies of Bursaphelenchus xylophilus and characterisation of other Bursaphelenchus species (Nematoda: Parasitaphelenchidae) associated with Pinus pinaster in Portugal

    Detailed studies on Bursaphelenchus xylophilus are provided in this contribution. Comparative observations between field and cultured populations of this species demonstrated significant size differences: cultured specimens overall displayed larger size in all morphometric parameters. A principal component analysis (PCA) of the individuals undergoing moulting allowed their separation in four groups namely J2-J3, J3-J4, J4F-F, and J4M-M; gonad length mean values of these four groups made possible to distinguish the non-moulting groups J2, J3, J4F, J4M and adults. Seven Bursaphelenchus species (B. hellenicus, B. leoni, B. pinasteri, B. sexdentati, B. teratospicularis, B. tusciae and B. xylophilus), associated with Pinus pinaster in Portugal, were charaterized, including biometrical measurements and ratios as well excised spicules observed under SEM; furthermore, B. hellenicus, B. pinasteri, B. sexdentati, B. tusciae and B. xylophilus were characterised on the basis of their ITS-RFLP profiles. B. sexdentati and B. xylophilus were the only species found in high numbers in some of the samples
