    Baseline Survey for Street Dogs in Guam

    As is the case for many inhabited islands in Pacific region, dogs are common, including freeroaming street dogs that may be owned or unowned. Reproduction among dogs is largely unchecked, and many owned dogs do not receive adequate levels of basic care in the home or veterinary care when needed. For all of these reasons, Humane Society International (HSI) is exploring options for improving the management of street dog populations and promoting better treatment and care of all dogs on Guam and on the nearby islands of Rota and Saipan. One of the initial steps in this process was to plan and implement a baseline dog survey on Guam, which was accomplished in intermittent phases in February – May 2014. The results of this baseline survey are the focus of this report

    Baseline Surveys in Mauritius for Street Dog Management

    In June-July 2013 and December 2013, Humane Society International (HSI), in conjunction with partner organizations, conducted a series of surveys in the nation of Mauritius to characterize its street dog population, owned dog population, human practices toward dogs, and attitudes about humane issues. Based on data from these surveys, we estimated that Mauritius has a total owned dog population of approximately 246,000, and a roaming street dog population of approximately 57,000. Several indicators suggest that a large majority of the street dog population in Mauritius is owned, and that the number of truly stray dogs is relatively low. Sterilization rates for owned dogs and street dogs were approximately 30%, well below the sterilization rate of 65% - 70% that is necessary to reduce reproductive capacity below replacement levels and achieve population size reduction over time. The failure to sterilize owned dogs is primarily a function of the widely held perception in Mauritius that sterilization is “not necessary”. Despite this attitude, the Mauritian public expressed a broadly-held dissatisfaction with current street dog density, identified many problems and inconveniences associated with street dogs, and expressed overwhelming support for a systematic and effective street dog management program. The apparent disconnect between the desire to reduce street dog numbers versus the actions of individual dog owners emphasizes the need for effective humane education within the framework of an integrated dog management program. Such a program, if properly designed and implemented, would gradually reduce the number of street dogs over time, improve the quality of life for Mauritius’s street dogs, and reduce the problems caused by street dogs. The surveys discussed in this report establish a baseline against which future progress can be measured and evaluated and provide information that is critical in designing an effective humane street dog management program in Mauritius

    Early Career Attainments of Employees who are Deaf or Hard of Hearing Ten Years After College: Some Preliminary Findings

    This paper addresses questions about the early career attainments and attitudes of a sample of 325 deaf and hard of hearing workers with postsecondary training and education. The overall goal is to identify the strategies that create job change and career advancement opportunities for deaf and hard of hearing workers. Specific questions addressed include: what kinds of jobs do these alumni have and what are their earnings? What are their attitudes about their jobs? How long have they worked on these jobs and have they been promoted? Overall, descriptive information bearing on these and similar questions suggest that postsecondary training and education has been effective as a strategy for early career preparation and advancement. Two other common strategies for career advancement seem evident: working for larger employers and having a willingness to make a long-term commitment to a career with the same employer

    An open environment CT-US fusion for tissue segmentation during interventional guidance.

    Therapeutic ultrasound (US) can be noninvasively focused to activate drugs, ablate tumors and deliver drugs beyond the blood brain barrier. However, well-controlled guidance of US therapy requires fusion with a navigational modality, such as magnetic resonance imaging (MRI) or X-ray computed tomography (CT). Here, we developed and validated tissue characterization using a fusion between US and CT. The performance of the CT/US fusion was quantified by the calibration error, target registration error and fiducial registration error. Met-1 tumors in the fat pads of 12 female FVB mice provided a model of developing breast cancer with which to evaluate CT-based tissue segmentation. Hounsfield units (HU) within the tumor and surrounding fat pad were quantified, validated with histology and segmented for parametric analysis (fat: -300 to 0 HU, protein-rich: 1 to 300 HU, and bone: HU>300). Our open source CT/US fusion system differentiated soft tissue, bone and fat with a spatial accuracy of ∼1 mm. Region of interest (ROI) analysis of the tumor and surrounding fat pad using a 1 mm(2) ROI resulted in mean HU of 68±44 within the tumor and -97±52 within the fat pad adjacent to the tumor (p<0.005). The tumor area measured by CT and histology was correlated (r(2) = 0.92), while the area designated as fat decreased with increasing tumor size (r(2) = 0.51). Analysis of CT and histology images of the tumor and surrounding fat pad revealed an average percentage of fat of 65.3% vs. 75.2%, 36.5% vs. 48.4%, and 31.6% vs. 38.5% for tumors <75 mm(3), 75-150 mm(3) and >150 mm(3), respectively. Further, CT mapped bone-soft tissue interfaces near the acoustic beam during real-time imaging. Combined CT/US is a feasible method for guiding interventions by tracking the acoustic focus within a pre-acquired CT image volume and characterizing tissues proximal to and surrounding the acoustic focus

    A Learning Curve Model Accounting for the Flattening Effect in Production Cycles

    We investigate production cost estimates to identify and model modifications to a prescribed learning curve. Our new model examines the learning rate as a decreasing function over time as opposed to a constant rate that is frequently used. The purpose of this research is to determine whether a new learning curve model could be implemented to reduce the error in cost estimates for production processes. A new model was created that mathematically allows for a “flattening effect,” which typically occurs later in the production process. This model was then compared to Wright’s learning curve, which is a popular method used by many organizations today. The results showed a statistically significant reduction in error through the measurement of the two error terms, Sum of Squared Errors and Mean Absolute Percentage Error

    Gettysburg College Sustainability Proposal

    In the fall of 2011, the Environmental Studies capstone class led by Professor Rutherford Platt was asked to write Gettysburg College’s first Sustainability Plan. The goal of the plan was to develop specific sustainable practices for the campus that were related to the three pillars of sustainability: economic, social, and environmental, and how integrating diligent sustainable practices into each of these respected pillars will result in a more conscious campus, community, and future. In 2010, Gettysburg College turned to the Sustainability Tracking Assessment and Rating System (STARS) to quantify the institution’s sustainability efforts, providing a self-check mechanism to encourage sustainability applications to all aspects of the College. The American College and University Presidents’ Climate Commitment was signed in 2007 by former Gettysburg College President Katherine Haley Will, declaring that Gettysburg College would become carbon neutral by 2032. Gettysburg College has made large strides in the search for sustainability, and aims to continue its dedication to furthering sustainable practice. The following plan outlines the six priority areas identified by the Capstone class: progress of the American College and University Presidents’ Climate Commitment, Dining Services, campus green space, community outreach, integration of sustainability into the Gettysburg College Curriculum, and the Sustainability Advisory Committee. The first priority area identified was monitoring and upholding the American College and University Presidents’ Climate Commitment (ACUPCC). Though creating new sustainability initiatives on campus is the driving force towards an increasingly sustainable college and community, it is imperative that these goals be carried out in full to maximize beneficial returns. In order to reach carbon neutrality, Gettysburg College hopes to increase energy efficiency in buildings, incorporate renewable energy sources on campus, and mitigate remaining emissions through the purchase of carbon offsets. To further the College’s progress, it is proposed that Gettysburg College continue its energy-efficient appliance purchasing policy, as well as create a policy to offset all greenhouse gas emissions generated by air travel for students study abroad. As stated by the ACUPCC, a Sustainability Committee should take responsibility for the updates and progress reports required to meet the goal of carbon neutrality. The second priority area identified was sustainability in Dining Services. Gettysburg College is home to 2,600 students, all of whom require three full meals a day. Dining Services accounts for a large fraction of Gettysburg College’s sustainability efforts, already implementing sustainability through composting, buying local produce, and using biodegradable products. The proposed on-campus sales cuts of non-reusable to-go items, a change in campus mentality on food waste, and improved composting practices will translate to an increasingly sustainable campus, as well as a well-fed campus body. The third priority was maintaining green space on campus. Ranked as the 23rd most beautiful campus in the United States by The Best Colleges, Gettysburg College utilizes campus green space to create an atmosphere that is conducive to activity as well as tranquility. The plan proposes that Gettysburg College and its grounds facilities continue their exceptional efforts, focusing on increasing the use of the student garden, creating a new rain garden or social area on campus, and converting unnecessary parking lots into green space. As these additions are completed, they must be introduced to the student body and faculty alike to assure these areas are known and utilized. The fourth priority was utilizing community outreach to spread awareness of sustainability initiatives on and off campus. To connect the sustainability-geared changes proposed in this plan, community outreach at Gettysburg College is assessed to estimate how well these initiatives are communicated and promoted to both potential and enrolled students, faculty, and other concerned parties. To evaluate the efficiency of communication at Gettysburg College, a quantitative assessment is presented to measure the ease of finding the sustainability webpage, the quality of sustainability-related topics available on the webpage, and quality of webpage design. The webpage is in need of improved text to image ratios, locations of sustainability topics, and data displays. Despite not having a link to the sustainability webpage on the Gettysburg College homepage, sustainability events should be covered and presented on the rotational news feed found on the homepage to maximize outreach to interested parties or simply to add to the definition of Gettysburg College. The fifth priority was integrating sustainability into the Curriculum to build a culture on campus that values academic rigor, supports students as they cultivate intellectual and civic passions, and promotes the development of healthy social relationships and behaviors. The proposed Sustainability Committee on Sustainability in the Curriculum (SCC) will hold sustainability workshops for faculty with the aim to instill sustainability into all academic disciplines, providing all Gettysburg graduates with a means to approach their professional careers in a fashion that is conscious of sustainability. The sixth and last priority was the Sustainability Advisory Committee. Established in 2007, the Sustainability Advisory Committee is currently under review, but it is recommended that the committee restructure itself in accordance with the new Sustainability Committee Bylaws. These bylaws aim to define the purposes, membership, governance, and involvement with the college. With a clearly defined set of goals and methodology, the Sustainability Advisory Committee will be able to improve the solidarity of the sustainability movement on campus as a whole. By following the propositions laid out in the Gettysburg College Sustainability Plan, the student body, faculty, and community alike will become a part of a multi-faceted progression toward a more sustainable future

    Validation of ACE-FTS Version 3.5 NOy Species Profiles Using Correlative Satellite Measurements

    The ACE-FTS (Atmospheric Chemistry Experiment - Fourier Transform Spectrometer) instrument on the Canadian SCISAT satellite, which has been in operation for over 12 years, has the capability of deriving stratospheric profiles of many of the NOy (N + NO + NO2 + NO3 + 2 x N2O5 + HNO3 + HNO4 + ClONO2 + BrONO2) species. Version 2.2 of ACE-FTS NO, NO2, HNO3, N2O5, and ClONO2 has previously been validated, and this study compares the most recent version (v3.5) of these five ACE-FTS products to spatially and temporally coincident measurements from other satellite instruments - GOMOS, HALOE, MAESTRO, MIPAS, MLS, OSIRIS, POAM III, SAGE III, SCIAMACHY, SMILES, and SMR. For each ACE-FTS measurement, a photochemical box model was used to simulate the diurnal variations of the NOy species and the ACE-FTS measurements were scaled to the local times of the coincident measurements. The comparisons for all five species show good agreement with correlative satellite measurements. For NO in the altitude range of 25-50 km, ACE-FTS typically agrees with correlative data to within -10%. Instrument-averaged mean relative differences are approximately -10% at 30-40 km for NO2, within ± 7% at 8-30km for HNO3, better than -7 % at 21-34 km for local morning N205, and better than -8% at 21-34 km for ClONO2. Where possible, the variations in the mean differences due to changes in the comparison local time and latitude are also discussed

    Comparison of Upper Tropospheric Carbon Monoxide from MOPITT, ACE-FTS, and HIPPO-QCLS

    Products from the Measurements Of Pollution In The Troposphere (MOPITT) instrument are regularly validated using in situ airborne measurements. However, few of these measurements reach into the upper troposphere, thus hindering MOPITT validation in that region. Here we evaluate upper tropospheric (~500 hPa to the tropopause) MOPITT CO profiles by comparing them to satellite Atmospheric Chemistry Experiment Fourier Transform Spectrometer (ACE-FTS) retrievals and to measurements from the High-performance Instrumented Airborne Platform for Environmental Research Pole to Pole Observations (HIPPO) Quantum Cascade Laser Spectrometer (QCLS). Direct comparison of colocated v5 MOPITT thermal infrared-only retrievals, v3.0 ACE-FTS retrievals, and HIPPO-QCLS measurements shows a slight positive MOPITT CO bias within its 10% accuracy requirement with respect to the other two data sets. Direct comparison of colocated ACE-FTS and HIPPO-QCLS measurements results in a small number of samples due to the large disparity in sampling pattern and density of these data sets. Thus, two additional indirect techniques for comparison of noncoincident data sets have been applied: tracer-tracer (CO-O3) correlation analysis and analysis of profiles in tropopause coordinates. These techniques suggest a negative bias of ACE-FTS with respect to HIPPO-QCLS; this could be caused by differences in resolution (horizontal, vertical) or by deficiencies in the ACE-FTS CO retrievals below ~20 km of altitude, among others. We also investigate the temporal stability of MOPITT and ACE-FTS data, which provide unique global CO records and are thus important in climate analysis. Our results indicate that the relative bias between the two data sets has remained generally stable during the 2004–2010 period. © 2014. American Geophysical Union
