    Access to information sources on Science and Technology is the corner stone in the generation processes of new scientific knowledge, and key factor in the development of the society of the 21st century. The elimination of economic and copyright barriers that supposes the restriction of the access to information by the main editorial groups of scientific diffusion, constitutes a challenge for the scientific international community. The present work gathers the importance of the open Access initiatives to the scientific and academic information as change agent. It is analyzed the structure and functioning of the information repositories, as well as the creation of the OAI-PMH protocol as provider of the interoperability between the different repositories, in the context of the Semantic Web

    This work discusses the proposals of Gangan Prathap and András Schubert with the aim of using the Hirsch index as a basis for the calculation of a successive series of H indices. The most recent applications of H indices in institutional assessments at micro level and for assessing institutional impact on knowledge domains are discussed. The use of successive H indices offers a holistic view of the behaviour of the research staff of institutions and its impact on the international scientific community. The use of these indices should therefore be contemplated in institutional assessment policies.El presente trabajo discute las propuestas elaboradas por Gangan Prathap y András Schubert con el objetivo de utilizar el índice Hirsch como base para el cálculo de una serie sucesiva de índices H. Se presentan las más recientes aplicaciones de estos índices, tanto para la evaluación institucional a nivel micro, como para evaluar el impacto institucional en dominios del conocimiento. El empleo de índices H sucesivos ofrece una visión integral del comportamiento de los claustros que integran las instituciones dedicadas a la investigación y su impacto sobre la comunidad científica internacional, por lo que podrían tenerse en cuenta en las políticas de evaluación institucional

    Cesarean section: a historical account

    A historical summary of the cesarean section is presented here, from the ancient ages to our times. The evolution of its surgical technique, the impact of anesthesia and antiseptic practices in its subsequent development and the reduction in perinatal mortality as a consequence of the discovery of antibiotics and ultrasound, are described. The contributions of Porro and Sänger to the success of the operation are also described, as well as the extraperitoneal techniques and the segmentary cesarean surgery. Finally, the current techniques and indications for this surgical procedure are discussed.Se presenta un recuento histórico de la operación cesárea desde la antigüedad hasta la era contemporánea. Se plantea la evolución de su técnica quirúrgica, el impacto de la anestesia y la antisepsia en su desarrollo ulterior, y la reducción de la mortalidad perinatal con el descubrimiento de los antibióticos y la ultrasonografía. Se describen las contribuciones de Sänger al éxito de la operación, así como las técnicas extraperitoneales y la cesárea segmentaria. Finalmente, se comentan las técnicas e indicaciones de la operación en la actualidad

    El Índice Wally: una propuesta altmétrica para las editoriales cubanas indexadas en la plataforma e-Libro.com

    Objective.It was proposed an altmetric index to identify the most consulted titles of Cuban publishers that distribute their contents on the e-Libro. comacademic platform. Design/Methodology/Approach.The Wally Index is defined as the quotient of the Ln (# queries) of a title between the maximum Ln (# queries) of the set of titles evaluated in a defined period of time. The usefulness of this Index was validated from the study of the distribution of titles of six Cuban publishers that include their titles in the academic platform e-Libro.com,during the period September 2016 - August 2017. Results/Discussion.The Wally Index vs.# Titles of Cuban publishers available on e-libro.comwere adjusted to the power model, with a Pearson correlation coefficient of R 2 = 0.7299, although titles with smaller numbers of queries showed greater dispersion, so that evaluated this index with the collection of the 226 most consulted titles. With this sample, the Wally Index normalized vs.ranking of the titles reached the value of the Pearson correlation coefficients R 2 = 0.8992 with a logarithmic adjustment. Conclusions.The use of the Wally Index is proposed for the evaluation of the queries of a set of titles, selected under specific criteria, available on Web platforms that provide data on the queries. The index is relative to the collection of titles and is independent of the number of queries. Originality/Value.The Wally Index can be used by any publisher who wants to examine the queries that receive their titles in the web environment

    Visibilidad de las publicaciones cubanas en el Indice Mexicano de Revistas Biomédicas Latinoamericanas

    Popularity and visibility of Serial Cuban publication´s in the Mexican Index of Latin American Biomedical Journals (IMBIOMED) are analyzed take into account some cibermetric indicators selected to fulfill this purpose. The countries with the greater contributions to IMBIOMED, the most discussed subjects and the number of website visits from 1999 to 2004 as well as its distribution, the most productive authors, the most frecuency read and downloaded article among others were determined. Aimed at determining the most popular Cuban journals a general index was develop according to position of each serial publication according to individual indicators. IMBIOMED processes 98 biomedical serial publications from 9 countries among then Cuba and Mexico having 58 and 29 respectively were the best represented. Among the 36 specialties treated in IMBIOMED the most important were General Medicine, Pediatrics, Neurology, odontology and Oncology. The Cuban journal´s of pediatrics, obstetrics and gynecology, General Integral Medicine were the most frecuently downloded in the research period. Acta Medica presented the highest download average according to proccesed article (24.5). The Revista Cubana de Obstetricia y Ginecología and the Revista Cubana de Pediatría reached the highest popularity indexes. IMBIOMED is a valuable tool for professionals of Latin America. The spread of its documental coverage facilitates the use of Latin American medical and scientific production as well as the assessment of visibility and popularity of biomedical journals of this region according to cibermetric indicators

    El impacto de las publicaciones seriadas y su efecto sobre la producción científica cubana sobre Bibliotecología y Ciencias +de la Información

    Objective.The aim of this study was to identify, from a quantitative perspective, differences between Cuban scientific research published in high visible journals and the rest of the national scientific production, using as analytical tools the quartiles of visibility established by the Scimago Journal & Country Rank,compiled from Scopus database. Method.As a case study, Cuban scientific output on Library and Information Sciences indexed by this database was selected. A battery of scientometric indicators was used to analyze levels of citation, collaboration and leadership involved in articles published by journals belonging to each of the visibility quartiles. Correlation between the studied indicators was analyzed. Results/Discussion.High dependence of the indicators based on citation analysis was confirmed, as well as correlation between international collaboration and journal quartiles of visibility. Conclusions.It is concluded that the national scientific output with the greatest influence on the international scientific community in this domain is mainly published by journals belonging to the first quartile of visibility. Likewise, it was identified that national scientific output on Library and Information Sciences depends on international collaboration to reach high levels of visibility, and still is not capable of systematically generate research with a significant impact on the international scientific community.
