The Quality of Life of Residents of a Satellite Degraded City District as Part of Urban Development Policy
The purpose of this article is to assess the quality of life of the residents of a degraded satellite area of a city. It is considered in the context of urban development policy – as the result of decisions and as a challenge for long-term development. The research was based on a case study, which is the district of Opole referred to as Metalchem. It is characterized by an isolated location in the city structure as well as economic transformations. The study was based primarily on an analysis of source materials and results of a survey. The results show that the assessment of the quality of life is inconsistent. The living conditions are good, but satisfactory fulfilment of social needs is lacking. The residents of the studied area feel that their quality of life is lower than that of other residents of the city. This situation is the result of three main factors: insufficient access to public services, an ingrained negative image of the quarter, and a lack of coherence and continuity of the policy regarding this area. Research shows that the quality of life of the residents of degraded and satellite districts depends on the management and investments in the area, on the area’s perceived status within the city, but primarily on a consistent implementation of spatial and economic policies. Relacje między dziadkami a wnukami na podstawie dziewiętnastowiecznych pamiętników
Artykuł dotyczy stosunków rodzinnych, a w szczególności relacji pomiędzy dziadkami i wnukami
w drugiej połowie XIX wieku. Podstawę źródłową stanowi osiem pamiętników, pochodzących
z różnych terytoriów: zaboru austriackiego, zaboru rosyjskiego i Kresów. Opracowanie
dotyczy udziału dziadków w życiu rodzinnym oraz wychowaniu wnuków. Autorka
zwraca uwagę na miejsce, jakie starsze pokolenie zajmowało w hierarchii rodziny, na charakter
i częstotliwość spotkań międzypokoleniowych, a także na miejsce zamieszkania seniorów. Ważnym tematem podejmowanym w artykule są relacje z wnukami, sposób ich traktowania
i wychowywania przez dziadków oraz to, czy byli wśród nich faworyci. Podejmowany jest też
temat konfliktów międzypokoleniowych, w jakich obszarach się one pojawiały, kto w nich
uczestniczył oraz które pokolenie miało ostateczne słowo w sporze. Istotną kwestią jest również
wpływ seniorów na małżeństwa swoich wnuków. Artykuł stanowi próbę przybliżenia
czytelnikowi jakości relacji rodzinnych pomiędzy trzema pokoleniami z perspektywy wspomnień
poszczególnych autorów. Takie ujęcie omawianej problematyki pozwala nie tylko na
poszerzenie wiedzy na temat XIX‑wiecznej rodziny, ale przybliża również nieznane dotąd
realia życia poszczególnych jej członków
Zintegrowane Inwestycje Terytorialne jako narzędzie wspierające kształtowanie centrów rozwoju regionalnego
Podejście terytorialne w polityce regionalnej umożliwia zastosowanie Zintegrowanych Inwestycji Terytorialnych do pobudzania rozwoju miejskich obszarów funkcjonalnych. Zakłada finansowanie zadań z zakresu ZIT środkami z RPO. Tym samym miasta i ich obszary funkcjonalne podlegają szczególnemu wsparciu, a ich regionalne znaczenie może wzrosnąć. Celem artykułu jest identyfikacja wpływu ZIT na wzmocnienie potencjału i roli w rozwoju województw tych miast, które stanowią centra obszarówfunkcjonalnych. W badaniach wykorzystano analizę zróżnicowania wielkości i strukturyśrodków finansowych przeznaczonych w RPO na zadania z zakresu ZIT dla miejskichobszarów funkcjonalnych. Wyniki badań wskazują, że realizacja ZIT w miastach i na obszarach funkcjonalnych poprawia możliwości dynamizowania ich rozwoju i kształtowania silnych centrów rozwoju regionalnego
Organizacja i finansowanie świadczeń z zakresu opieki paliatywnej i hospicyjnej w Polsce dla osób starszych – stan obecny i wyzwania na przyszłość
The ageing of society and the rise of the tumour incidence among elderly people are the major factors indicating there will be an increased need for palliative and hospice care. Therefore, it is imperative to properly prepare for this increase, in terms of both organization and finance. Since 2013, a state-wide, systematic rise of funds allocated for this particular purpose has been observed, however, it transpires that this is still insufficient. Moreover, there is a problem with access to such support, which can result from the inappropriate and uneven redistribution of the funds allocated for palliative and hospice care. With the aim of exploring this issue, the expenditure on palliative and hospice care benefits in Poland, financed by the National Health Fund (NFZ) in the years 2013–2018, was analysed. This analysis was extended with an investigation of the NFZ’s expenditure on the palliative and hospice care benefits per capita, and the percentage of the expenditure on palliative and hospice care in relation to the whole NFZ budget. The article also covers the legal and organizational framework of palliative and hospice care, as well as the financing and the need for such support, and recommendations for the future. In order to answer the following research questions – What is the financial expenditure on hospice and palliative care in Poland? And what is the form of its organization? – the authors analysed the existing data (both statistical and financial) of NFZ and the Polish Ministry of Health.Starzenie się społeczeństwa oraz wzrost zachorowalności na choroby nowotworowe osób starszych stanowią jedne z kluczowych czynników wskazujących na zwiększanie się potrzeb z zakresu opieki paliatywnej i hospicyjnej (OPiH). W związku z powyższym istotnym jest, by do wzrostu tego zapotrzebowania odpowiednio się przygotowywać (zarówno w zakresie organizacyjnym, jak i finansowym). Od 2013 r., w skali kraju, obserwuje się wprawdzie systematyczny wzrost wydatków na świadczenia z zakresu opieki paliatywnej i hospicyjnej, jednakże ilość środków przeznaczanych na ten cel jest w dalszym ciągu niewystarczająca. Ponadto zwraca się także uwagę na problem dostępności do tej formy wsparcia, co może być związane z nieodpowiednią oraz nierównomierną redystrybucją środków przeznaczanych na OPiH w poszczególnych województwach. Celem pogłębienia omawianej tematyki dokonano porównania wydatków na świadczenia z zakresu OPiH w Polsce finansowanych ze środków NFZ w latach 2013–2018, która została uzupełniona analizą wydatków na świadczenia wydawane z budżetu NFZ w przeliczeniu na jednego mieszkańca oraz udziału wydatków na świadczenia z zakresu OPIH (procent w budżecie NFZ) w latach 2013–2018. W artykule omówiono także uwarunkowania prawne i organizacyjne opieki paliatywnej i hospicyjnej, skupiono się również na tematyce finansowania świadczeń z zakresu OPiH, zapotrzebowaniu na tą formę pomocy oraz rekomendacji na przyszłość. Celem odpowiedzi na pytanie badawcze, jakie są nakłady finansowe i formy organizacji świadczeń z zakresu opieki paliatywnej i hospicyjnej w Polsce, autorzy posłużyli się metodą dogmatyczną oraz analizą danych zastanych (tj. danych statystycznych i finansowych NFZ oraz MZ
New Tool for Measuring Sustainable Development in Functional Urban Areas
The article discusses the practical aspect of implementation of the idea of sustainable development in the EU Cohesion Policy in the 2014-2020 programming period in Poland. The objective of the study is to determine the relations between the idea of sustainable development and instruments of its implementation, and the identification of the scope of influence of Cohesion Policy tools on sustainable development of functional urban areas (FUA). The paper presents the author’s set of sustainable development indicators (SDI) and relevant analyses of their implementation in the financial and spatial aspect in 26 FUAs. Detailed analyses covered one of the new instruments of territorial development, namely Integrated Territorial Investments (ITI). The paper provides evidence which proves that the dominant sphere in the financial and spatial support is the modernisation of transport and energy engineering infrastructure, with potentially multiple effects, as well as the development of a structurally diverse labour market. The least support is provided to the strengthening of integrated management. The tested approach is applicable in reference to other functional areas in the EU. It can contribute to the determination of the extent to which the implementation of the Cohesion Policy supports sustainable development of cities and their functional areas. Electrical observation of a tunable band gap in bilayer graphene nanoribbons at room temperature
We investigate the transport properties of double-gated bilayer graphene
nanoribbons at room temperature. The devices were fabricated using conventional
CMOS-compatible processes. By analyzing the dependence of the resistance at the
charge neutrality point as a function of the electric field applied
perpendicular to the graphene surface, we show that a band gap in the density
of states opens, reaching an effective value of ~sim50 meV. This demonstrates
the potential of bilayer graphene as FET channel material in a conventional

Apparent rippling with honeycomb symmetry and tunable periodicity observed by scanning tunneling microscopy on suspended graphene
Suspended graphene is difficult to image by scanning probe microscopy due to
the inherent van-der-Waals and dielectric forces exerted by the tip which are
not counteracted by a substrate. Here, we report scanning tunneling microscopy
data of suspended monolayer graphene in constant-current mode revealing a
surprising honeycomb structure with amplitude of 50200 pm and lattice
constant of 10-40 nm. The apparent lattice constant is reduced by increasing
the tunneling current , but does not depend systematically on tunneling
voltage or scan speed . The honeycomb lattice of the rippling
is aligned with the atomic structure observed on supported areas, while no
atomic corrugation is found on suspended areas down to the resolution of about
pm. We rule out that the honeycomb structure is induced by the feedback
loop using a changing , that it is a simple enlargement effect of
the atomic resolution as well as models predicting frozen phonons or standing
phonon waves induced by the tunneling current. Albeit we currently do not have
a convincing explanation for the observed effect, we expect that our intriguing
