Income Distribution and the Public-Private Mix in Health Care Provision: The Latin American Case

Recent literature on Latin American countries shows that private expenses as a share of the total expenditures in health tend to be higher the lower the nation`s level of economic development. This paper considers a discrete choice model of product differentiation, where consumer choice is based on a price-quality tradeoff. Physicians are involved in a dual-job holding structure, working as agents in the official sector while they maximize profits in a fragmented private sector.

Infinite coherence time of edge spins in finite-length chains

Motivated by the recent observation that exponentially long coherence times can be achieved for edge spins in models with strong zero modes, we study the impact of level crossings in finite-length spin chains on the dynamics of the edge spins. Focussing on the XY spin-1=2 chain with transverse or longitudinal magnetic field, two models relevant to understand recent experimental results on cobalt adatoms, we show that the edge spins can remain coherent for an infinite time even for a finite-length chain if the magnetic field is tuned to a value at which there is a level crossing. Furthermore, we show that the edge spins remain coherent for any initial state for the integrable case of transverse field because all states have level crossings at the same value of the field, while the coherence time is increasingly large for lower temperatures in the case of longitudinal field, which is non-integrable.Comment: 7 pages, 6 figure

Reforma del sector social en América Latina y el papel de los sindicatos

(Disponible en idioma inglés únicamente) En este trabajo se analiza la reacción de los sindicatos magisteriales y los gremios médicos a una serie de reformas del sector social en la región, incluidos la descentralización, mecanismos de pago a los prestadores de servicios y la introducción de mecanismos de evaluación del desempeño y de prestación privada de servicios. Combina la obra publicada sobre Economía y Politología para comprender las condiciones que moldean diversos patrones de comportamiento de los sindicatos y sus efectos en la aplicación de las políticas. El trabajo sugiere que las principales condiciones que influyen en el comportamiento de los sindicatos en el sector de la salud tienen que ver con la estructura del mercado (tamaño y nivel de competencia), debido a la participación combinada del sector privado y el público en el empleo. En la educación, donde el sector público es la principal fuente de empleo, los alineamientos políticos y las características organizacionales de las asociaciones magisteriales también desempeñan un papel importante para explicar el comportamiento de las organizaciones prestadoras de esos servicios. Se concluye, tomando en cuenta la naturaleza exógena de la mayoría de estas variables, presentando algunas sugerencias de políticas para alinear los objetivos de los sindicatos y los de los diseñadores de políticas mediante reformas de la normativa.

Una aproximación a los cambios en la estructura social del Área Metropolitana en la post-convertibilidad

En esta ponencia comunicamos algunos resultados de una investigación en curso sobre cambios en la estructura social del Área Metropolitana de Buenos Aires durante el período de la postconvertibilidad (2003-2012). Proponemos para el abordaje de la estructura social, un enfoque teórico relacional anclado en el análisis de clases, entendiendo que estas relaciones involucran, si bien ciertamente no los únicos, sí los mecanismos más relevantes que producen y reproducen la desigualdad social. El objetivo general que orienta la mencionada investigación es avanzar en la comprensión del sentido y la profundidad con que la expansión económica nacional y los cambios en la orientación de la intervención social del estado post-convertibilidad actuaron en las condiciones de estructuración de las clases sociales en el área, particularmente de los distintos sectores y estratos de las clases subalternas. Al respecto nos preguntamos también si tales procesos resultaron en una consolidación o morigeración de las desigualdades en términos de bienestar de los hogares de los distintos grupos, ya presentes en la década anterior.Mesa 16: Estructura social de la Argentina. Depth map compression via 3D region-based representation

In 3D video, view synthesis is used to create new virtual views between encoded camera views. Errors in the coding of the depth maps introduce geometry inconsistencies in synthesized views. In this paper, a new 3D plane representation of the scene is presented which improves the performance of current standard video codecs in the view synthesis domain. Two image segmentation algorithms are proposed for generating a color and depth segmentation. Using both partitions, depth maps are segmented into regions without sharp discontinuities without having to explicitly signal all depth edges. The resulting regions are represented using a planar model in the 3D world scene. This 3D representation allows an efficient encoding while preserving the 3D characteristics of the scene. Katharine\u27s Dream is about a girl born into a family of great passion and great fear. Not all members of the family survive this devastating combination. These poems tell of who survived and how, and of who did not. The poems are predominantly free verse lyrics which use standard diction and syntax. More often than not, they employ a short line, dense imagery and white space, which frames the images and ideas, in the words of Mary Oliver, with the necessary silence. Though the rhythms of some of the poems flow among smoothly, line breaks in others often suggest the hesitation of one coping with an inner ambivalence. The manuscript is divided into two parts. The first, The Twilight Fishermen, deals with Katharine\u27s life when young. The second part, Desire, tells of her experiences as she gets older

Women Prosecuted for Terrorism in the Basque Country: Deconstructing Judicial, Media, and NGO Discourses from a Feminist Perspective

This thesis aims to analyze how ‘women terrorists’ are produced as subjects by existing discourses (Foucault, 1986), such as those produced by the justice system, the media, or statements published by victims of terrorist organizations. Hence, the scope of this thesis comprises three case studies in which women took part in events that were—and, with nuances, continue to be—considered acts of political violence or terrorism. Two of these cases concern women who held important positions in the organization ETA and the third regards a young woman (twenty-two years old when the event occurred) prosecuted for taking part in a conflict, specifically a fight in a bar. In the opinion of one sector of society, her actions were related to political violence, but to others, it was nothing more than a bar quarrel: the so-called Altsasu incident. Understanding how discourse produces subjects is relevant because it provides us with a point of view that reaches beyond discussions of representation and agency in order to understand how the subject of the “female” terrorist or “female” militant is constituted (Gentry & Sjoberg, 2015: 326). In this regard, power and power relations from a Foucauldian perspective partially explain how power is gendered (Deveux, 1994: 224). According to Deveux, Foucault’s writing on power has a “certain heuristic value for feminists,” but she stresses that uncritical appropriations of Foucault’s concepts “erase women’s specific experiences with power” (Deveux, 1994: 224). To counter power dominance, according to Foucault, there is resistance. However, if the existing dominance is rendered invisible by gendered bias, it is materially impossible to counter it. Without a feminist lens, we cannot substantively change the existing conditions of power relations (Lazar, 2007). Gender is another system of oppression, more pervasive and complex than others (Eckert, 1989: 253-254 cited in Lazar, 2007: 143). In this line of thought, from the point of view of epistemological feminism, gender is an ideological structure. Thus, understanding the production of subjects by analyzing discourse has value for laying bare the nuances of patriarchal stereotypes embedded in current society

Economía política de las reformas de salud: Un modelo para evaluar actores y estrategias

El eslabón perdido en la evaluación de los procesos de reforma de salud es el tema de la economía política. El presente artículo busca elaborar una metodología para involucrar este importante tema en la evaluación de las reformas de salud. La hipótesis básica del autor es que existen factores institucionales, históricos y condiciones relativas de negociación de cada uno de los actores del sistema de salud que "moldean" las estrategias de las partes y condicionan el diseño y la implementación de las reformas. La no incorporación de estos factores en el diseño original, limita la eficacia de cualquier política de salud. Por lo tanto, no se puede hacer ninguna evaluación del proceso de implantación de las reformas, a partir de sus instrumentos, cuando no se considera el contexto institucional, histórico y social en el cual se implementan estos instrumentos, o sea, su economía política. Una evaluación que no siga o considere estos pasos y utilice un análisis fría de resultados alcanzados, cae en gran riesgo de hacer generalizaciones que no se basan en la realidad.Política de salud, estrategia de salud, economía política, sector salud, salud pública, reforma de salud
