European cohesion policy after 2006:some comments about current proposals

    Get PDF
EU regional policy is in a challenging and dynamic period of change. Not only are there significant administrative problems to overcome in both the current and the new Member States, but there is also a major ongoing debate about the reform of EU regional policy after 2006. Post 2006, the principal challenge concerns economic and social cohesion in an enlarged Union. Enlargement will lead to a severely unbalanced EU territory in terms of the widening disparities between Member States and regions. The degree to which EU regional policy can meet these challenges will be determined by budgetary constraints. The period of successive increases in EU regional policy ended at the Berlin Council in March 1999. Aspects of the current debate concern not only the EU regional policy budget for 2007-2013 but also the possible allocations. In this context, the paper has two main objectives: a) To identify regional disparities in the forthcoming enlarged Europe using multivariate statistical analysis techniques. b) To assess different proposals arising from the Commission open debate on future Cohesion Policy. The data used in the analysis is Newcronos-REGIO database elaborated by EUROSTAT. As a result, a classification of all regions (NUTsII) in the EU-25 is obtained through factor and cluster analysis techniques. Results obtained show that regional disparities cannot be exclusively explained by GDP per capita. Other factors linked to the behaviour of the labour market and to the demographic characteristics of the territories are also of a great importance Key words: Economic and Social Cohesion, Regional Policy, Cluster Analysis

Unveiling the circumstellar environment towards a massive young stellar object

As a continuation of a previous work, in which we found strong evidence of massive molecular outflows towards a massive star forming site, we present a new study of this region based on very high angular resolution observations with the aim of discovering the outflow driven mechanism. Using near-IR data acquired with Gemini-NIRI at the broad H- and Ks-bands, we study a region of 22" x 22" around the UCHII region G045.47+0.05, a massive star forming site at the distance of about 8 kpc. To image the source with the highest spatial resolution possible we employed the adaptative optic system ALTAIR, achieving an angular resolution of about 0.15". We discovered a cone-like shape nebula with an opening angle of about 90 degree extending eastwards the IR source 2MASS J19142564+1109283, a very likely MYSO. This morphology suggests a cavity that was cleared in the circumstellar material and its emission may arise from scattered continuum light, warm dust, and likely emission lines from shock-excited gas. The nebula, presenting arc-like features, is connected with the IR source through a jet-like structure, which is aligned with the blue shifted CO outflow found in a previous study. The near-IR structure lies ~3" north of the radio continuum emission, revealing that it is not spatially coincident with the UCHII region. The observed morphology and structure of the near-IR nebula strongly suggest the presence of a precessing jet. In this study we have resolved the circumstellar ambient (in scale of a thousand A.U.) of a distant MYSO, indeed one of the farthest cases.Comment: Accepted in A&A Letters (October 2013

Dynamical decoupling of spin ensembles with strong anisotropic interactions

Ensembles of dopants have widespread applications in quantum technology. The miniaturization of corresponding devices is however hampered by dipolar interactions that reduce the coherence at increased dopant density. We theoretically and experimentally investigate this limitation. We find that dynamical decoupling can alleviate, but not fully eliminate, the decoherence in crystals with strong anisotropic spin-spin interactions. Our findings can be generalized to all quantum systems with anisotropic g-factor used for quantum sensing, microwave-to-optical conversion, and quantum memory.Comment: Second version of the manuscript contains additional measurements, in which dynamical decoupling in the absence of strong spin-spin interactions is demonstrate

A deep dive into NGC 604 with Gemini/NIRI imaging

The giant HII region NGC 604 constitutes a complex and rich population to studying detail many aspects of massive star formation, such as their environments and physical conditions, the evolutionary processes involved, the initial mass function for massive stars and star-formation rates, among many others. Here, we present our first results of a near-infrared study of NGC 604 performed with NIRI images obtained with Gemini North. Based on deep JHK photometry, 164 sources showing infrared excess were detected, pointing to the places where we should look for star-formation processes currently taking place. In addition, the color-color diagram reveals a great number of objects that could be giant/supergiant stars or unresolved, small, tight clusters. A extinction map obtained based on narrow-band images is also shown.Comment: 4 pages, 4 figures.

    Ciutat global versus ciutat local
