    Anti-money Laundering Crimes in Islamic Law Compared to the Algerian and Indonesian Law

    Islamic law agreed with most modern laws on the seriousness of money laundering crimes, including Algerian law and Indonesia, despite the differences in regard to the methods which these crimes because of the different banking systems from one country to another on the one hand, because of the possibilities available to money launderers on the other. This led to the need to pay special attention by the Algerian law and Indonesia in order to effectively provide for these modern criminal phenomena, it has resorted to the imposition of strict controls to combat the phenomenon is mostly derived from the provisions of Islamic Sharia. Although the procedures and mechanisms that came in the Islamic Sharia and stipulated in the fight against money laundering in Algeria, Indonesia law, but many obstacles stand in the way without effective control of this crime along the lines of the principle of banking secrecy, which is an obstacle, often without disclosure of relevant financial transactions money laundering offenses

    The government\u27s performance in the State of Myanmar raises questions about the reality of its position on what is happening to the range of its citizens who are Muslims Alrohengjian, it bear full responsibility for the protection and preservation of their rights. Despite the government\u27s signing of Myanmar on the International agreements and conventions on human rights, despite its stated commitment to the protection of human rights and the promotion of democracy and the rule of law; the government has not taken any real action to protect the Rohingyas and address violence or stop racist policy of ethnic cleansing, which govern the Muslims of Rohingya by Buddhist extremists. We will discuss in this paper what is really happening to the Muslims Alrohengjian in Myanmar, especially in the recent wave of persecution and ethnic cleansing against them, and we are exposed to historical backgrounds of these crimes and the role of internal constitutional provisions and the provisions of International conventions on the protection of this vulnerable minorit

    GATS and International Trade in Health Services: Impact and Regulations

    This article is interested in studying the impact of trade agreements on the quality of health services, and the statement of the role of the Ministry of Health to protect the quality of these services. The problems that arise in this study; how the application of GATT on trade in health, and services? This article also includes the impact of international trade agreements on the issue of attracting foreign investments in the field of health, and to clarify the government's ability to maintain the health and political, and the capacity of national health products to compete with foreign products. As pointed out repeatedly in this paper, it is too early to make definitive conclusions regarding the impact of GATS, or the liberalization of trade, in the health sector. Nevertheless, we conclude that although so far only a few countries where trade in health services has a major role, trading as it does –which is not based on the GATS or GATS commitments– and appears to be increasing, GATS agreement provides a framework for international trade in services, including health services, but the actual content and obligations are determined in large part by the national government

    Globalization brings new challenges to the Algerian government. This issue implies a serious establishment of a domestic and a foreign economic stability in an attempt to confront the changes of the new economic wave. One of the reform requirements in this context is represented by the independent policy of the central banks. This consideration stems from the crucial role played by this institution in the economy (regulation of the money supply, organization of credits…). Algeria for instance embarked on this line of reform via various laws and jurisdictions. The study sheds light on the autonomy of the Algerian central bank through the law No. 03/11 in connection with the Monetary and Credit Law. The study states that the independence of the central and is a pivotal condition to increase the performance of the banking institutions in Algeria. Furthermore, entities must self-evolve and self-improve by learn- ing from their interactions with the environment. The main challenge for engineering these systems is to design and develop distributed and adaptive algorithms that allow system entities to select the best suitable strategy/action and drive the system to the best suitable behavior according to the current state of the system and environment changes.     The PV Corrosion Fault Prognosis Based on Ensemble Kalman Filter

    International audienceThe degradation of photovoltaic (PV) modules remains a major concern on the control and the development of the photovoltaic field, particularly, in regions with difficult climatic conditions. The main degradation modes of the PV modules are corrosion, discoloration, glass breaks, and cracks of cells. However, corrosion and discoloration remain the predominant degradation modes that still require further investigations. In this paper, a model-based PV corrosion prognostic approach, based on an ensemble Kalman filter (EnKF), is introduced to identify the PV corrosion parameters and then estimate the remaining useful life (RUL). Simulations have been conducted using measured data set, and results are reported to show the efficiency of the proposed approach

    Predicting the Future is like Completing a Painting!

    This article is an introductory work towards a larger research framework relative to Scientific Prediction. It is a mixed between science and philosophy of science, therefore we can talk about Experimental Philosophy of Science. As a first result, we introduce a new forecasting method based on image completion, named Forecasting Method by Image Inpainting (FM2I). In fact, time series forecasting is transformed into fully images- and signal-based processing procedures. After transforming a time series data into its corresponding image, the problem of data forecasting becomes essentially a problem of image inpainting problem, i.e., completing missing data in the image. An extensive experimental evaluation is conducted using a large dataset proposed by the well-known M3-competition. Results show that FM2I represents an efficient and robust tool for time series forecasting. It has achieved prominent results in terms of accuracy and outperforms the best M3 forecasting methods.Comment: 25 pages, 12 figure

Cara yang paling efektif untuk memerangi korupsi di tingkat nasional dilakukan melalui upaya penguatan peranan legislatif dalam mengawasi eksekutif dan meningkatkan hukuman bagi kejahatan dan praktik korupsi; melakukan ratifikasi konvensi internasi- onal  dan  aksesi  badan-badan  internasional  yang  konsen  pada  gerakan anti-korupsi; upaya harmonisasi peraturan perundang-undangan dalam negeri.     Performance Evaluation and Design Tradeoffs of On-Chip Interconnect Architectures

    Network-on-Chip (NoC) has been proposed as an alternative to bus-based schemes to achieve high performance and scalability in System-on-Chip (SoC) design. Performance analysis and evaluation of on-chip interconnect architectures are widely based on simulations, which become computationally expensive, especially for large-scale NoCs. In this paper, a Network Calculusbased methodology is presented to analyze and evaluate the performance and cost metrics, such as latency and energy consumption. The 2D Mesh, Spidergong and WK-recursive on-chip interconnect architectures are analyzed using this methodology and results are compared with those produced using simulations. The values obtained by simulations and by analysis show similar trends in the same order of magnitude. Furthermore, WK outperforms the other on-chip interconnects in all considered metric

    University-Based Smart Cities: from collective intelligence to smart crowd-conscience

    Quality of life, economic, knowledge and human capitals ‘development are the main challenges of the new wave of smart cities. Hybrid strategies of cost leadership and innovation need to be aligned mostly by highly deliberate university creative services.  Physical, intellectual and social capitals are loosely coupled to better understanding of the urban fabric and norms of behavior. It requires the creation ofapplications enabling data collection and processing, web-based collaboration, and “real-time†mining of the collective intelligence of citizens. The Internet of Things (IoT) has been viewed as a promising technology with great potential for addressing many societal challenges, filling the gap in terms of citizen's sensitivity measurement. At the physical level of its ecosystem, buildings are responsible for about 40% of energy consumption in cities and more than 40% of greenhouse gas emissions. With recent products available today, energy consumption in buildings could be cut by up to 70 percent, but it requires an integrated and collective adaptive framework to show how buildings are operated, maintained and controlled with the support of IoT-based innovation and solutions. The number of new IoT protocols and applications has grown exponentially in recent years. However, IoT for smart cities needs accessible open data and open systems, so that industries and universities can develop new services and applications. The main aim is to develop energy efficient frameworks to improve energy efficiency by using innovative integrated IoT techniques. These techniques could integrate technologies from context-aware computing, context-dependent user expectation and profile and occupants' actions and behaviors. This paper tend to present in what extent a case of university-based smart city would invest in IoT as both strategy and process in order to enhance efficiency, innovative education and attractiveness for its current and future citizens
