    As definições de planejamento urbano vão desde as que incidem sobre a forma física até as mais holísticas. Também variam amplamente as definições de participação. Algumas permitem a distinção entre situações de participação e de não participação associadas ao modelo tradicional de governo. Alternativamente, as tecnologias digitais suportam o que pode ser considerado um novo tipo de participação "auto-organizada”. Diferentes visões são consequências das teorias e práticas subjacentes. A busca por definições exige uma análise mais aprofundada, tanto ao longo da história, quanto em relação às tendências futuras. Assim, com o intuito de investigar como a participação pública se revela nos processos de planejamento urbano, o artigo apresenta uma rápida perspectiva histórica da participação no planejamento urbano no Brasil, e explora algumas das principais abordagens para a questão, desde o modelo racional até novas abordagens contemporâneas.Urban planning definitions range from those relating to the physical form until the more holistic ones. The participation definitions also vary widely. Some allow the distinction between situations of participation and non-participation associated with the traditional model of government. Alternatively, digital technologies support what can be considered a new type of participation "self-organized". Different views are consequences of the theories and practices underlying. The search for definitions requires further analysis, both throughout history and in relation to future trends. Thus, in order to investigate how public participation is revealed in urban planning processes, the article gives a brief historical perspective of participation in urban planning in Brazil, and explores some of the main approaches to the issue, from the rational model to the new contemporary approaches

    Dissertation submitted in partial fulfilment of the requirements for the Degree of Master of Science in Geospatial TechnologiesThis study concerns about the contributions of Web 2.0 tools to Public Participation Geographic Information System (PPGIS) and of PPGIS to participatory planning. Web 2.0 tools are increasingly occupying an important role in the universe of geographic information consciousness. Both Web 2.0 and PPGIS are about decentralization, public mapping, and local knowledge, encouraging throughout productive results. The project develops a Web 2.0 PPGIS mashup application through free, easy-to-use tools. It consists of a Web mapping service, with eligible GI layers, where users explore and comment. A database stores the contributions in a format supported by GIS. Finally, we set a first version at Canela – Brazil, to test the usefulness of the method on a real planning scenario. Results shown it is a valuable approach for engaging the public in participatory planning. It promotes communications among users and with decision makers in a more interactive and straightforward way. The Web 2.0 PPGIS is easy to set and understandable by nonexperts, and can be easily applied on other contexts

    Este artículo presenta algunas conclusiones del Trabajo de Investigación defendido por este autor en 2008, que analizó las actuaciones de organismos reguladores del audiovisual en España y en el Reino Unido, entre los años de 2003 y 2007. El período coincide con los primeros cinco años de andadura de la Office of Communications (OFCOM), el nuevo ente regulador británico, creado para hacer frente al proceso de convergencia tecnológica.This paper presents some conclusions of the research defended by this author in 2008, which analyzed the performances of broadcasting regulatory bodies in Spain and the UK, between 2003 and 2007.     Aunque generalmente son reconocidos por sus potestades para fiscalizar y sancionar a los operadores de medios audiovisuales, muchos Organismos Reguladores trabajan también para fomentar las buenas prácticas en el sector y promover junto a la ciudadanía las capacidades relativas a la alfabetización mediática. Es el caso de los Consejos Audiovisuales de tres Comunidades Autónomas españolas - Andalucía, Cataluña y Navarra –, que son el objeto de estudio de la presente comunicación. La revisión de sus marcos legales y de sus Informes Anuales nos permite verificar qué tareas relacionadas con la alfabetización mediática tienen asignadas y en qué medida son cumplidas. El estudio analiza también la recién aprobada Ley General de Comunicación Audiovisual, que incluye la creación del Consejo Estatal de Medios Audiovisuales (CEMA), para observar si el texto contempla la alfabetización mediática en el marco estatal español y el papel del futuro CEMA.In spite of being generally recognized by their powers in order to supervise and punish the broadcasters, many Regulatory Bodies also work to incentive good practices within the sector and to promote, together with citizens, the abilities related to media literacy. This is the case of the Audiovisual Councils of three Spanish Autonomous Regions – Andalusia, Catalonia and Navarra -, which are the aim of this paper. The review of their legal frameworks and their annual reports allow us to verify which tasks related to media literacy are assigned to them, and to what extent they are fulfilled. Furthermore, we will also analyse the Spanish Audiovisual Communication Act, which includes the creation of the State Council of Audiovisual Media, to observe if the law provides media literacy for the Spanish framework and the future role of the State Council

    Strengthening democracy is one of the main objectives of the policies of integration between Europe and Southern Mediterranean countries. Audiovisual media have a key role if its contents reflect the various political tendencies of a society, so the regulation of this aspect is essential. This paper analyzes the regulatory authorities in France, Morocco and the experiences of Spanish autonomous communities of Andalusia and Catalonia. The four regulators have functions mainly related news content. We aim to identify what criteria they use and what actions were performed between 2009 and 2011 regarding their mission of ensuring political pluralism on TV.El fortalecimiento de la democracia es uno de los objetivos destacados por las políticas de integración entre Europa y países del sur del Mediterráneo. Los medios audiovisuales tienen un papel fundamental, si reflejan en sus contenidos las diversas corrientes políticas de una sociedad, por lo que la regulación de este aspecto es esencial. Este artículo analiza las autoridades reguladoras del audiovisual en Francia, Marruecos y las experiencias autonómicas de Andalucía y Cataluña. Los cuatro reguladores tienen funciones relacionadas principalmente con los contenidos informativos, por lo que identificaremos qué criterios utilizan y qué actuaciones realizaron entre 2009 y 2011 respecto su misión de velar por el pluralismo político en la TV

    La información generada en el espacio euromediterráneo es de gran importancia en la actualidad y no únicamente por lo que se conoce como primavera árabe, sino que anteriormente ya se trabajaba en diferentes foros como el Proceso de Barcelona-Unión por el Mediterráneo, la Política Europea de Vecindad de la Comisión Europea y las recomendaciones del Informe del Grupo de Alto Nivel de la Alianza de Civilizaciones reflejadas en el Plan de Acción 2007-2009. Este artículo analiza las géneros periodísticos utilizado por 16 diarios en el tratamiento de la información relativa al espacio euromediterráneo: El Khabar y El Watan (Argelia), Il Corriere della Sera y La Repubblica (Italia), ABC y El País (España), The Guardian y The Times (Gran Bretaña), Al Ahram y Al Dostur (Egipto), Al Massae y As Sabah (Marruecos), Le Figaro y Le Monde (Francia) y Al Thawra y Al Watan (Siria). En total se han estudiado 1.254 unidades de análisis recogidas entre el 9 y el 22 de marzo de 2009 poniendo de manifiesto que la noticia es el género informativo mayoritario y evidenciando una falta de innovación en la mayoría de las cabeceras estudiadasStrengthening democracy is one of the main objectives of the policies of integration between Europe and Southern Mediterranean countries.     Are the communications regulatory regimes in the Middle East/North Africa region moving towards the adoption of European-style audiovisual policies? Broadly yes, but with important exceptions, say the authors. This article analyzes the actions of the 24-member Mediterranean Network of Regulatory Authorities, and then examines the individual cases of authorities in Lebanon and Morocco. The authors find evidence of movement towards European-style regulatory harmonization and integration in the region; however, uncertainties about the future remain, especially with respect to transparency and accountability

El artículo que presentamos aborda los enfoques y temas de las informaciones que ofrecieron los principales telenoticias de ocho canales públicos de televisión: ENTV (Argelia), ERTU (Egipto), TVE 1 (España), France 2 (Francia), RAI 1 (Italia), SNRT Al Aoula (Marruecos), BBC One (Reino Unido), Syria Channel (Siria). En total, se han estudiado 371 unidades de análisis recogidas entre el 9 y el 22 de marzo de 2009.The information generated in the EuroMediterranean area is increasingly important, not only for what has been known as Arab Spring but also for the effort previously made by different forums, such as the Barcelona Process Union for the Mediterranean, the European Neighbourhood Policy and the recommendations of the Report of the High Level Group of the Alliance of Civilizations.     Modelling the onset of senescence at the G1/S cell cycle checkpoint

    DNA damage (single or double-strand breaks) triggers adapted cellular responses. These responses are elicited through signalling pathways, which activate cell cycle checkpoints and basically lead to three cellular fates: cycle arrest promoting DNA repair, senescence (permanent arrest) or cell death. Cellular senescence is known for having a tumour-suppressive function and its regulation arouses a growing scientific interest. Previously, many initiatives were already underway in different forums such as the Barcelona Process: Union for the Mediterranean, the European Neighbourhood Policy of the European Commission, and the recommendations of the Report of the High Level Group of the Alliance of Civilizations reflected in the 2007-2009 Action Plan. This article analyzes the journalistic genres used by 16 newspapers in the treatment of the information related to the Euro-Mediterranean area: El Khabar and El Watan (Algeria), Il Corriere della Sera and La Repubblica (Italy), ABC and El País (Spain), The Guardian and The Times (UK), Al Ahram and Al Dostur (Egypt), Al Massae and As Sabah (Morocco), Le Figaro and Le Monde (France) and Al Thawra and Al Watan (Syria).
