Interactive Learning Spaces and Development Policies in Latin America

The emergent “learning economy” is truly global in the sense that it deeply affects the whole world. The emergence of “learning societies”, though, is a process that takes place only in some regions, the patterns followed by this highly complex social process being far from converging. The fact that some societies are becoming learning societies and others are hardly following that type of path is the new and most relevant feature of the development-underdevelopment divide: this is the “learning divide” which is studied in the paper. A main point at stake is that learning is bounded to having opportunities to learn, which are related with access to education and also with possibilities to apply knowledge creatively while interacting in problem solving activities.. The name “interactive learning spaces” is proposed to describe these opportunities. We study them from a Latin American point of view.development, innovation, learning processes

Since the Law 18308 of Land Planning and Sustainable Development was approved in Uruguay, land and urban planning has become a trending topic at academic and institutional levels. Nevertheless, in Montevideo, as Capital of the Country, the planning tradition becomes much earlier. Montevideo had a Plan Regulador in 1930 and a Plan Director in 1956, both advanced and innovative tools at a regional context. After the Dictatorship finishes in 1985 a singular juncture leads to reinforce the land planning culture specially in Montevideo with a left wing party at the Government of the City. The aim is to identify the ways of thinking, planning and operating on the built environment, by analyzing plans and regulations in Montevideo since 1985 and to revise each of the planning tools derived from the Plan Montevideo, reviewing the elaboration process, actors, institutional frames, issues and visions considered in each opportunity

Umuwi: Coming Home: Decolonizing Filipinx-American Identity

This study investigates Filipinx-American identity using contextual understandings of decolonization as a conceptual framework. We will explore some of the long-term consequences of colonization on identity in the Filipinx-American community, including labeling theory’s current psychologies within the community, the formation of certain ideologies, and the attempts to reconcile transgenerational trauma and dismantle negative ideologies within the community. Seven participants were selected through non-probability sampling and were interviewed individually over Zoom video conferencing. Participant interviews revealed five interconnected themes regarding how identity is formed and sustained. Given the complexity of identity, more research is needed to explain other nuances of the Filipinx-American identity

Privatisation Policy in Spain: Stuck Between Liberalisation and the Protection of Nationals’ Interests

This paper carries out an overview of the recent history of privatisation in Spain. At this point, the paper focuses on the analysis of the economic, financial and political objectives pursued by successive Spanish Administrations. It is argued that privatisation policy has been inconsistent with the liberalising measures, reflecting the conflict between the advocacy of market liberalisation and the protection of nationals’ interests. Likewise, we review the still very scarce empirical evidence on the economic consequences of privatisation on firms’ and markets’ performance, with a particular emphasis on the analysis of privatisation and liberalisation in the utilities sectors.privatisation, liberalisation, Spain, utilities
