The historical development and current landscape of health library standards: A critical review
Background: Since the emergence of the first health library standards, a large body of literature has been published in this field, most often focusing on a particular standard, or set of standards. In the case of literature reviews, they have been usually partial and integrated into a broader study.
Objective:
Identify and analyse national health library standards developed in different countries worldwide over the past 70 years, tracing their historical development and current status.
Method:
A comprehensive search of published literature was conducted in Scopus, Web of Science, Medline, LISA, and Google Scholar up to May 2023. The reference lists and citations of retrieved papers were reviewed. After screening and eligibility, a total of 112 papers were included in the final selection.
Results:
More than 40 national hospital library standards published by a group of Anglo-Saxon and European countries were identified. In a chronological approach, the standards have been arranged by decades, from the 1950s to the present day, and the context of their appearance, their main contributions, and the relationships between them have been analysed. The major trends that have marked their evolution and development over time have also been established.
Conclusion:
Standards have a key role to play in the important challenge facing health libraries today to demonstrate the high impact and value of their services in the functioning of their organisations and in improving patient care
The impact of Balanced Scorecard in libraries: from performance measurement to strategic management
A literature review of the development of the Balanced Scorecard (BSC) in libraries was used to develop a series of hypotheses on the main characteristics of its implementation, use and outcomes. These were tested via an electronic questionnaire sent to a sample of 49 academic, public and national libraries worldwide known to be using the BSC, with 15 respondents. The results show that the key driver for most was to improve library management; considerable support was needed in developing the framework; selecting the Key Performance Indicators (KPIs) was the most challenging implementation issue; and most felt they had benefited from using the BSC
Quality evaluation of health libraries in England: a new framework
Purpose:
The purpose of this paper is to give the details of the development of the health libraries standards in England during the last decade; to identify and analyse the main features and innovations of the new accreditation framework published last year to assess the quality of that type of library, comparing it with the previous accreditation programme, and to present its first results.
Design/methodology/approach:
This study is based on a comparative analysis between the two main health libraries’ accreditation programmes developed in England (the Helicon checklist and the LQAF framework), reviewing the goals they intend to achieve, the methodology they propose and the structure and content of their standards. This analysis is built on a wide literature review, including mostly grey resources: technical standards and reports, newsletters, minutes of meetings, and briefings
Findings:
In the study, the main changes incorporated in the LQAF framework have been identified both at strategic, tactical and operational levels, delimiting the scope of the “360 degrees review” of the health libraries situation it aims. Besides, the main achievements since the LQAF appeared have been stated: the undertaken of the first National Baseline Assessments against the standards, whose results show the good fitness of English health libraries’ services quality, and the creation of the Innovation Reward. The near future, however, raises some uncertainties prompted by a new revision of the standards.
Originality/value:
This is the first study about the new LQAF framework and it also provides the first comparison in the literature and a unique view of the main health libraries’ national accreditation programmes in England

Evaluation of national libraries: creation of an international standard and its application to the National Library of Spain
National libraries have recently adopted a quality assessment culture using performance indicators. The project for devising Technical Report ISO/TR 28118 regarding performance indicators for national libraries is explained from its beginnings. This is a specific common standard that permit benchmarking among similar institutions at the international level. The involvement of the international bodies IFLA, ISO and CENL in this initiative is described based on observation of the situations common to all national libraries. The technical process of drawing up the report is likewise described, along with its structure and contents. Also dealt with is the recent experience of the National Library of Spain in incorporating performance indicators to its evaluation processes and applying the ISO report indicators
Evolución y renovación del bid deal: una revisión desde la perspectiva de las bibliotecas
We study the phenomenon of the big deal, a subscription model for scientific journals that emerged at the turn of the millennium aimed especially at library consortia, which were offered the opportunity to exponentially increase their access to scientific information, thus breaking the previous trend of continuous cuts to the collections of the periodicals available in libraries. Its strengths such as the expansion of the availability of content, and its impact on the diversification of use and the productivity of researchers are presented herein. Likewise, its weaknesses are highlighted, such as the constant increase in prices and the finding of the concentration of use in a limited set of content. These disadvantages have led to questioning and resulted in the evaluation of big deals, a search for alternatives, and cancellations in times of crisis. In recent years, the latter have been linked to the perception that the cost¿benefit balance of big deals has been altered by the proliferation of open-access content. Finally, we address the revision of the traditional big deal through transformative agreements where subscription costs are offset by publication costs, which are intended to be a mechanism to accelerate the transition to open access.Se estudia el fenómeno delbig deal, modelo de suscripción de revistas científicas que surgió en el cambio de milenio y se dirigió especialmente a consorcios de bibliotecas, a los que se ofrecía incrementar de forma exponencial la accesibilidad a la información científica, rompiendo la tendencia anterior de recortes continuos en las colecciones de publicaciones periódicas en las bibliotecas. Se presentan sus puntos fuertes como la ampliación de la disponibilidad de contenidos y su incidencia en la diversificación del uso y en la productividad de los investigadores. Asimismo, se ponen de relieve sus puntos débiles como el incremento constante de precios y la constatación de la concentración del uso en un conjunto de contenidos limitado. Estas sombras han conducido a su cuestionamiento y han resultado en procesos de evaluación de los big deals, búsqueda de alternativas y cancelaciones en periodos de crisis. En los últimos años estas últimasse vinculan con la percepción de que el equilibrio coste-beneficio de los big deals se ha visto alterado por la proliferación de contenidos en acceso abierto. que persiguen los estudiantes ante la elección de una carrera nos permite, no sólo
conocer sus intereses y expectativas en un momento tan importante, sino también
establecer patrones motivacionales vinculados a un determinado colectivo. Esta
información alcanza mayor valor si la situamos en un contexto comparativo de
estudiantes de diversas procedencias, matriculados en titulaciones diferentes aunque
partícipes de iniciativas comunes que las aproximan y confluyen en la gestión del
centro educativo donde se imparten. La finalidad de esta comunicación es analizar
y comparar las motivaciones personales que han llevado a los estudiantes de
la Facultad de Traducción y Documentación a cursar el Grado en Información
y Documentación y el Grado en Traducción e Interpretación que se imparten en
dicho centro de la Universidad de Salamanca. Se pretende observar las semejanzas y
diferencias respecto a las metas perseguidas por los estudiantes de ambas titulaciones.

Avaliação de indicadores de ciência, tecnologia e inovação do Brasil e da Espanha: estudo comparativo
Assuming that the science, technology and innovation indicators of a nation serve the function of measuring and monitoring innovative activity, and that knowledge is constituted as a fundamental element in the fostering of innovation, this article aims to analyze science, technology and innovation indicators in Brazil and in Spain regarding processes of production and sharing of scientific knowledge. We carry out a comparative study of the indicators of both countries. To analyze the collected data, we adopt the content analysis research method, more specifically the categorical analysis technique. We observe that only a part of the inferences set by the categories innovation culture valuing knowledge, integrated action of innovation systems agents and knowledge production within the innovation systems is present in the Brazilian and Spanish indicators. Among the variables associated with the set of indicators from both countries, we do not remark any issues concerning the following categories: systematization of knowledge in the context of innovation systems, flows of knowledge in the scope of innovation systems, and appropriation and use of knowledge in the context of innovation systems. We conclude that science, technology and innovation indicators, both Brazilian and Spanish, could be expanded to cover other aspects related to the production and sharing of scientific knowledge for innovation.Partindo dos pressupostos de que os indicadores de ciência, tecnologia e inovação de uma nação têm a função de mensurar e monitorar a atividade inovativa, e de que o conhecimento constitui elemento fundamental para a geração de inovação, o presente artigo tem como objetivo analisar os indicadores de ciência, tecnologia e inovação do Brasil e da Espanha em relação a processos de produção e compartilhamento de conhecimento científico. Para tanto foi realizado um estudo comparativo entre os indicadores dos dois países selecionados. Para a análise dos dados, aplicou-se o método de pesquisa Análise de Conteúdo, mais especificamente a técnica Análise Categorial. Como resultado, observou-se que apenas parte das inferências estabelecidas pelas categorias cultura de inovação enfocando o conhecimento, ação integrada de agentes de sistemas de inovação e produção de conhecimento no âmbito de sistemas de inovação estavam presentes nos indicadores brasileiros e espanhóis. Os conjuntos de indicadores dos dois países não apresentaram em suas variáveis questões relacionadas às categorias: sistematização do conhecimento no âmbito de sistemas de inovação, fluxos de conhecimento no âmbito de sistemas de inovação, e apropriação e uso de conhecimento no contexto de sistemas de inovação. Portanto, conclui-se que os indicadores de ciência, tecnologia e inovação, tanto brasileiros quanto espanhóis, poderiam ser ampliados de maneira a cobrir outros aspectos relacionados à produção e ao compartilhamento de conhecimento científico para a inovação
