    Dans cet article nous tâchons de vérifier l'existence d'un espace public médiatisé au sein de la zone frontalière constituée par les communes d'Hendaye (France), Irun et Fontarabie (Espagne) situées sur la côte Atlantique, autour de la baie de Txingudi au Pays basque. Depuis 1988 ces villes sont réunies au sein d'une institution de coopération transfrontalière intercommunale appelée Consorcio. Malgré l'existence de médias à vocation transfrontalière, la situation de la baie se caractérise plus par la superposition de différents espaces publics médiatisés locaux, régionaux et stato-nationaux que par l'émergence d'un véritable espace médiatique transfrontalier.In this article, we examine the existence of a public media space in the frontier area of the towns of Hendaye (in France), and Irun and Hondarribia (in Spain), located on the Atlantic coast around the bay of Txingudi in the Basque Country. Since 1988, these three towns are linked together by a cross-frontier agreement called Consorcio Bidasoa-Txingudi. In spite of the potential existence of a cross-frontier space however, the situation in the bay area is characterised more by the overlapping of various local, regional and state-national public media spaces than by the emergence of any concrete cross-frontier one

    Since the 1980s, cross-frontier cooperation agreements in Europe have been multiplying. In this article, we argue that the regional modifications brought about by cross-frontier cooperation not only affect political administrative structures but also favour changes in notions of identity amongst local inhabitants. Frontier areas serve as "laboratories " enabling the study of these changes in a specific space and time frame. Our study is based on research carried out between 2000 and 2003 in Hendaye (France), Irun and Fontarabia (Spain). These three towns, separated by the river Bidasoa which here forms the Franco-Spanish frontier in the Basque Country, and located around the bay of Txingudi, are linked since 1998 by a cross-frontier agreement initiated by their respective municipalities called the Consorcio Bidasoa-Txingudi. In spite of the Consorcio s discourse however, this rapprochement has not yet had a significant impact on traditional identifications amongst the local population. At present, a mere European gloss has emerged, which camouflages more complex notions of identity linked to the particular political and cultural character the Basque as well as localist attachments.Depuis les années 1980, les accords de coopération transfrontalière se multiplient en Europe. Dans cet article nous avançons l'hypothèse selon laquelle la coopération transfrontalière affecte non seulement les structures politico-administratives mais favorise aussi les recompositions identitaires. Les zones frontalières représentent ainsi des "laboratoires" permettant d'étudier ces changements dans un espace-temps réduit. Notre étude se fonde sur une enquête réalisée à Hendaye (France), Irun et Fontarabie (Espagne) entre 2000 et 2003. Ces trois communes, situées autour de la baie de Txingudi, sont séparées par la rivière Bidassoa qui tient lieu de frontière franco-espagnole au Pays-Basque. Depuis 1998 leurs municipalités respectives sont liées par un accord de coopération appelé Consorcio Bidasoa-Txingudi. Malgré le discours du Consorcio, ce rapprochement est loin de bouleverser l'ordre ancien. Pour le moment, il semble seulement apporter un vernis européen qui camoufle des sentiments identitaires plus complexes liés au caractère politique et culturel particulier du Pays Basque ainsi que des pratiques localistes.BRAY Zoé, Harguindeguy Jean-Baptiste.     Elevated circulating lipoprotein(a) (Lp(a)) is a genetically determined risk factor for coronary artery disease and aortic valve stenosis (Tsimikas, 2017). Importantly, the LPA gene, which encodes the apolipoprotein(a) (protein-component of Lp(a)), is missing in most species, and human liver cell-lines do not secrete Lp(a). There is a need for the development of human in vitro models suitable for investigating biological mechanisms involved in Lp(a) metabolism. We here generated and characterized iPSCs from a patient with extremely high Lp(a) plasma levels genetically determined (Coassin et al., 2022). This unique cellular model offers great opportunities and new perspectives for investigations on biological mechanisms involved in Lp(a) metabolism

    Does cross-border cooperation empower European regions? The case of INTERREG III-A France - Spain

    In this paper we investigate the impact of the implementation of EU programmes on substate actors, and more specifically regional ones. We focus on the case of the INTERREG crossborder initiative in France and Spain between 2000 and 2003, and whether INTERREG succeeded in empowering regional governments and local authorities as it initially claimed to. Our analysis puts to the fore that this programme has not evolved from being 'a policy for the regions to a policy by the regions' as many expected, but that its implementation rather reveals a wide range of configurations. Indeed, the execution of INTERREG facilitated the transition from a state-centric scheme to a regionalised one only in those territories where a previous decentralisation policy had been realised at the domestic level and where a consistent regional leadership had emerged during earlier versions of INTERREG
