    Mobility And Safety Evaluation Of Integrated Dynamic Merge And Speed Control Strategies In Work Zones

    In recent years, there has been a considerable increase in the amount of construction work on the U.S. national highways. Most of the work undertaken is the reconstruction and rehabilitation of the existing transportation networks. Work zones in the United States are likely to increase in number, duration and length due to emphasis on repair and highway reconstruction as a significant portion of all federal-aid highway funds are now geared toward highway rehabilitation. The challenge of mobility is particularly acute in work zone areas as road repair and construction intensifies traffic issues and concentrates them in specific locations and at specific times. Due to the capacity drop, which is the result of lane closure in work zone area, congestion will occur with a high traffic demand. The congestion increases number and severity of traffic conflicts which raise the potential for accidents; furthermore traffic operational properties of roadway in work zone area become worse. Intelligent Transportation System (ITS) technologies have been developed and are being deployed to improve the safety and mobility of traffic in and around work zones. In several states in the US, the use of Dynamic Merge Controls also known as Dynamic Lane Merge (DLM) system has been initiated to enhance traffic safety and to improve traffic flow in work zone areas. The DLM usually takes two forms; dynamic iii early merge and dynamic late merge. The use of variable speed limit (VSL) systems at work zones is also one of those measures. VSL systems improve safety by helping the driver in determining the maximum speed that drivers should travel. Besides adding improvement to safety, they are also expected to improve mobility at the work zones. The main goal of this study is to evaluate the safety and operational effectiveness of the dynamic merge systems i.e. the dynamic early lane merge and dynamic late lane merge, in the presence of VSL system. More specifically, the VISSIM model is utilized to simulate a twoto-one lane configuration when one out of the two lanes in the work zone is closed for traffic. Six different scenarios were adopted to assess the effectiveness of these scenarios under different traffic demand volumes and different drivers‟ compliance rates to the messages displayed by the systems. These scenarios are; Work Zone without VSL and without SDLMS or the current Motorist Awareness System (MAS) Work Zone with VSL and without SDLMS Work Zone with VSL and Early SDLMS Work Zone with VSL and Late SDLMS Work Zone with early SDLMS and without VSL Work Zone with late SDLMS and without VSL iv An already calibrated and validated VISSIM model for Simplified Dynamic Lane Merge System (SDLMS) in accordance with the real life work zone was modified with a VSL through Vehicle Actuated Programming (VAP) code. Three different logics were coded each for VSL alone, early SDLMS+VSL and late SDLMS+VSL. All these logics were fine tuned with several test runs before finalizing it for the final simulation. It is found through the simulation of above mentioned scenarios that for low and medium volume levels (V0500, V1000 and V1500), there is no significant difference between the Maintenance of Traffic (MOT) plans for mean throughputs. However, for higher volume levels (V2000 and V2500), late SDLMS with and without VSL produced higher mean throughputs for all compliance rates and truck percentages except when the demand volume was 2,500 vph and compliance of 60%, where it produces the significantly lower mean throughputs. In terms of travel time through the work zone, results indicated that there is no significant difference between MOT types for demand levels of V0500 and V1000 when compliance is 40% or less but for compliance of 60% and more, only demand volume level that is not significantly different from other MOT types is V0500. This study revealed that VSL increases travel time through the work zone. This might be due to non-compliant vehicles that follow the compliant vehicle v ahead unless they find a sufficient gap in adjacent lane to pass the compliant vehicle. It is also found out that VSL makes the system safer at higher volumes (2,000 vph and 2,500 vph). This was observed through safety surrogate measures selected for this study. Another outcome of this study is that the addition of VSL to the dynamic merge systems helps in improving the overall safety of the system by lowering speed variances and deceleration means of the vehicles travelling through the work zone. The passage of traffic through the work zone is made safer when a speed control is integrated to a dynamic merge system. It can be inferred from the simulation results that integrated SDLMS and VSL systems have better performance in terms of traffic mobility and safety than existing individual controls and also show that the integrated SDLMS and VSL system has more potential than each individual systems

    Pakistan is a country dominated by its military. In any such rule the government commences local government institutions in order to establish democracy at the core. In Pakistan the local government is the third branch of the regime and an integral part of the administration, because of its instrumental role in employing the ethics of democracy. Primarily study aims to examine and analyze the progress of Local Governments in Pakistan under the military regime of Ayub khan and Zia ul Haq. Secondarily, it is identifying the challenges faced by the system and to compare the similarities and differences between the local government systems.The local government system presented by Zia ul haq has some particular feature. Primarily, the provinces and the Federally Administered areas were given the freedom to make their own local government laws which led to the emergence of eight different ordinances. Secondly, for the rural and urban areas, same local government laws were made to avoid conflicts and to bring harmony in the rural and urban sectors by making it easy to comprehend. an invalidation of the guideline of democratic self-management in perspective of the inherent component of bureaucratic control which did not permit the delegate component to gain significant aptitude in the administration of local issues. To close, the period going before the destruction of Ayub Khan Regime, turned out to be a dim time in the historical backdrop of local government of Pakistan.     On the Merits of Deploying TDM-based Next-Generation PON Solutions in the Access Arena As Multiservice, All Packet-Based 4G Mobile Backhaul RAN Architecture

    The phenomenal growth of mobile backhaul capacity required to support the emerging fourth-generation (4G) traffic including mobile WiMAX, cellular Long-Term Evolution (LTE), and LTE-Advanced (LTE-A) requires rapid migration from today\u27s legacy circuit switched T1/E1 wireline and microwave backhaul technologies to a new fiber-supported, all-packet-based mobile backhaul infrastructure. Clearly, a cost effective fiber supported all-packet-based mobile backhaul radio access network (RAN) architecture that is compatible with these inherently distributed 4G RAN architectures is needed to efficiently scale current mobile backhaul networks. However, deploying a green fiber-based mobile backhaul infrastructure is a costly proposition mainly due to the significant cost associated with digging the trenches in which the fiber is to be laid. These, along with the inevitable trend towards all-IP/Ethernet transport protocols and packet switched networks, have prompted many carriers around the world to consider the potential of utilizing the existing fiber-based Passive Optical Network (PON) access infrastructure as an all-packet-based converged fixed-mobile optical access networking transport architecture to backhaul both mobile and typical wireline traffic. Passive Optical Network (PON)-based fiber-to-the-curb/home (FTTC/FTTH) access networks are being deployed around the globe based on two Time-Division Multiplexed (TDM) standards: ITU G.984 Gigabit PON (GPON) and IEEE 802.ah Ethernet PON (EPON). A PON connects a group of Optical Network Units (ONUs) located at the subscriber premises to an Optical Line Terminal (OLT) located at the service provider\u27s facility. It is the purpose of this thesis to examine the technological requirements and assess the performance analysis and feasibility for deploying TDM-based next-generation (NG) PON solutions in the access arena as multiservice, all packet-based 4G mobile backhaul RAN and/or converged fixed-mobile optical networking architecture. Specifically, this work proposes and devises a simple and cost-effective 10G-EPON-based 4G mobile backhaul RAN architecture that efficiently transports and supports a wide range of existing and emerging fixed-mobile advanced multimedia applications and services along with the diverse quality of service (QoS), rate, and reliability requirements set by these services. The techno-economics merits of utilizing PON-based 4G RAN architecture versus that of traditional 4G (mobile WiMAX and LTE) RAN will be thoroughly examine and quantified. To achieve our objective, we utilize the existing fiber-based PON access infrastructure with novel ring-based distribution access network and wireless-enabled OLT and ONUs as the multiservice packet-based 4G mobile backhaul RAN infrastructure. Specifically, to simplify the implementation of such a complex undertaking, this work is divided into two sequential phases. In the first phase, we examine and quantify the overall performance of the standalone ring-based 10G-EPON architecture (just the wireline part without overlaying/incorporating the wireless part (4G RAN)) via modeling and simulations. We then assemble the basic building blocks, components, and sub-systems required to build up a proof-of-concept prototype testbed for the standalone ring-based EPON architecture. The testbed will be used to verify and demonstrate the performance of the standalone architecture, specifically, in terms of power budget, scalability, and reach. In the second phase, we develop an integrated framework for the efficient interworking between the two wireline PON and 4G mobile access technologies, particularly, in terms of unified network control and management (NCM) operations. Specifically, we address the key technical challenges associated with tailoring a typically centralized PON-based access architecture to interwork with and support a distributed 4G RAN architecture and associated radio NCM operations. This is achieved via introducing and developing several salient-networking innovations that collectively enable the standalone EPON architecture to support a fully distributed 4G mobile backhaul RAN and/or a truly unified NG-PON-4G access networking architecture. These include a fully distributed control plane that enables intercommunication among the access nodes (ONUs/BSs) as well as signaling, scheduling algorithms, and handoff procedures that operate in a distributed manner. Overall, the proposed NG-PON architecture constitutes a complete networking paradigm shift from the typically centralized PON\u27s architecture and OLT-based NCM operations to a new disruptive fully distributed PON\u27s architecture and NCM operations in which all the typically centralized OLT-based PON\u27s NCM operations are migrated to and independently implemented by the access nodes (ONUs) in a distributed manner. This requires migrating most of the typically centralized wireline and radio control and user-plane functionalities such as dynamic bandwidth allocation (DBA), queue management and packet scheduling, handover control, radio resource management, admission control, etc., typically implemented in today\u27s OLT/RNC, to the access nodes (ONUs/4G BSs). It is shown that the overall performance of the proposed EPON-based 4G backhaul including both the RAN and Mobile Packet Core (MPC) {Evolved Packet Core (EPC) per 3GPP LTE\u27s standard} is significantly augmented compared to that of the typical 4G RAN, specifically, in terms of handoff capability, signaling overhead, overall network throughput and latency, and QoS support. Furthermore, the proposed architecture enables redistributing some of the intelligence and NCM operations currently centralized in the MPC platform out into the access nodes of the mobile RAN. Specifically, as this work will show, it enables offloading sizable fraction of the mobile signaling as well as actual local upstream traffic transport and processing (LTE bearers switch/set-up, retain, and tear-down and associated signaling commands from the BSs to the EPC and vice-versa) from the EPC to the access nodes (ONUs/BSs). This has a significant impact on the performance of the EPC. First, it frees up a sizable fraction of the badly needed network resources as well as processing on the overloaded centralized serving nodes (AGW) in the MPC. Second, it frees up capacity and sessions on the typically congested mobile backhaul from the BSs to the EPC and vice-versa

    E-government services effectiveness evaluation framework (E-GEEF) : a case study of Indian e-tax service

    Technological amplification has expended the involvement of information and communication technology in public sectors and enhanced governmental dependence on information systems which restrains the management attention towards improving the effectiveness of e-government services. Based on the analytical review of literature, it was found that most of the e-government evaluation models address the e-service dimensions that assess the quality of e-government websites. This gives a very constrict perspective to e-government and ignores the key dimensions. It becomes important to understand how citizens perceive and evaluate e-government services. This involves defining what e-government service is, identifying its underlying dimensions, and determining how it can be measured. Therefore, periodical evaluation of the effectiveness of e-government services becomes essential. Foregoing discussion clearly indicates the necessity of developing a well founded e-government e-service effectiveness evaluation framework which not only evaluates the e-government service effectiveness but also evaluates the e-government service quality criteria and the citizens‟ perception in the form of citizens‟ trust in offered e-services. Thus, the objective of this study was to develop a framework (E-GEEF) "e-government service effectiveness evaluation framework" that assesses e-government service effectiveness from the citizens‟ (G2C) perspective. A systematic study of the existing e-government service assessment frameworks has been carried out to establish the basis for conceptualizing a theoretical framework called e-government service effectiveness evaluation framework (E-GEEF). In this research, the author attempts to explore the underlying dimensions and factors of e-government services, and has proposed an effectiveness evaluation framework (E-GEEF). Present empirical research adapted DeLone and McLean, (2003) IS success model as base model which is upgradable and extendable, hence additional dimensions were incorporated to develop a novel framework (E-GEEF) for evaluating the effectiveness of e-government service. The suggested framework has identified number of measuring dimensions and associated items within each dimension for (E-GEEF). System quality, information quality, and service quality dimensions were adopted from DeLone and McLean (2003) IS success model and “intention to use and user satisfaction” dimensions were re-specified in proposed framework (E-GEEF) as “citizens‟ use / usefulness” and “citizens‟ satisfaction”. Further, "citizens" trust, perceived e-government service quality, and perceived effectiveness” were incorporated as new dimensions in the proposed framework (E-GEEF). Three new dimensions were identified and two existing dimensions were re-specified for evaluating the effectiveness of e-government service. Sixteen hypotheses were formulated from literature on existing e-government assessment frameworks to test the proposed framework (E-GEEF). In order to test the proposed framework and their associated dimensions, Indian e-tax service was considered, because e-tax service of Indian e-government is utilized by several Indian citizens for filing their taxes. Preliminary qualitative study was carried out carefully to ensure whether all important dimensions and measurement items were included in the proposed framework E-GEEF in the right research context or not. Empirical research has used quantitative analysis for validating the proposed framework (E-GEEF). Data collection was done using survey which was conducted among citizens of India who have been utilizing e-tax service as users. Descriptive statistical analysis was performed to ensure the data normality by using SPSS 20. Structural equation modeling statistical technique was applied using AMOS 21 on the collected data for testing the hypotheses. The empirical research findings have confirmed most of the hypothesized relationships within the validated framework (E-GEEF). Consequently, in terms of the theoretical implications, this study emphasizes the significance of such hypothesized relationships when performing empirical research in e-government context. Key findings demonstrated the strong relationships of perceived e-government service quality with system quality, information quality, service quality, and citizens‟ satisfaction. Further, citizens‟ trust exhibited direct relationships with perceived e-government service quality and perceived effectiveness of e-government service. Thus, as a major contribution to the proposed research, the identified new dimensions “perceived e-government service quality, citizens‟ trust, perceived effectiveness” and re-specified dimensions “citizens‟ use/usefulness and citizens‟ satisfaction” have shown great significance in evaluating effectiveness of e-government e-tax service in Indian G2C context.
