The multiple streams framework draws insight from interactions between agency and institutions to explore the impact of context, time, and meaning on policy change and to assess the institutional and issue complexities permeating the European Union (EU) policy process. The authors specify the assumptions and structure of the framework and review studies that have adapted it to reflect more fully EU decision-making processes. The nature of policy entrepreneurship and policy windows are assessed to identify areas of improvement. Finally, the authors sketch out a research agenda that refines the logic of political manipulation which permeates the lens and the institutional complexity which frames the EU policy process

Secure Geographic Routing in Ad Hoc and Wireless Sensor Networks

Security in sensor networks is one of the most relevant research topics in resource constrained wireless devices and networks. Several attacks can be suffered in ad hoc and wireless sensor networks (WSN), which are highly susceptible to attacks, due to the limited resources of the nodes. In this paper, we propose innovative and lightweight localization techniques that allow for intrusion identification and isolation schemes and provide accurate location information. This information is used by our routing protocol which additionally incorporates a distributed trust model to prevent several routing attacks to the network. We finally evaluate our algorithms for accurate localization and for secure routing which have been implemented and tested in real ad hoc and wireless sensor networks

Local economic strategy development under Regional Development Agencies and Local Enterprise Partnerships: applying the lens of the multiple streams framework

Following the decision to abolish the Regional Development Agencies (RDAs) in England by the newly elected Coalition Government in 2010, Local Enterprise Partnerships (LEPs) were introduced to drive economic development at a local level. However, the limited Government prescription as to both the form and function of LEPs has contributed to a fundamental ambiguity as to their roles and ‘legitimate spheres’ of activity. In the context of this ambiguity, this paper uses the Multiple Streams Framework (Kingdon, 1995) to analyse the challenges faced by RDAs and LEPs in developing effective economic development strategies. Not saying, not doing: Convergences, contingencies and causal mechanisms of state reform and decentralisation in Hollande’s France

Are States in contemporary Europe subject to new forms of convergence under the impact of economic crisis, enhanced European steering and international monitoring? Or is the evolution of governance (national and sub-national) driven fundamentally by diverging, mainly domestic pressures? Drawing on extensive new data, the article combines analysis of the State Modernisation and Decentralisation reform programmes of the Hollande–Ayrault administration, drawing comparisons where appropriate with the previous Sarkozy regime. The limits of President Hollande’s anti-Sarkozy method were demonstrated in the first 2 years; framing state reform and decentralisation in negative terms prevented the emergence of a coherent legitimising discourse. The empirical data is interpreted with reference to a comparative ‘States of Convergence’ framework, which is conceptualised as a heuristic device for analysing variation between places, countries and policy fields. The article concludes that the forces of hard convergence are gaining ground, as economic, epistemic and European pressures continually challenge the forces of institutional inertia

Interest groups in multiple streams:specifying their involvement in the framework

Although interests inhabit a central place in the multiple streams framework (MSF), interest groups have played only a minor role in theoretical and empirical studies until now. In Kingdon’s original conception, organized interests are a key variable in the politics stream. Revisiting Kingdon’s concept with a particular focus on interest groups and their activities—in different streams and at various levels—in the policy process, we take this argument further. In particular, we argue that specifying groups’ roles in other streams adds value to the explanatory power of the framework. To do this, we look at how interest groups affect problems, policies, and politics. The influence of interest groups within the streams is explained by linking the MSF with literature on interest intermediation. We show that depending on the number of conditions and their activity level, interest groups can be involved in all three streams. We illustrate this in case studies reviewing labor market policies in Germany and chemicals regulation at the European level

Weaving nets: Housing and leadership in two Italian cities

As part of local welfare in Italy, housing policies underwent reforms that emphasized the role of local governments\u2014and cities in particular\u2014in the definition of the problem and in the elaboration of possible solutions. Housing is quite neglected in the political debate, but it is increasingly important for responding to citizens' demands in times of economic crisis. This paper reconstructs the policy process in two Italian cities, Turin (1997\u20132011) and Florence (1995\u20132011). The paper argues that policy change in housing can be fostered by a local political leadership that invests ideational, relational, and positional resources in policy making to spread new ideas, build networks of public and private actors at the local level, and attract fiscal resources while taking advantage of windows of opportunity at different institutional levels. Moreover, collaboration with local bureaucratic leadership proves fundamental to promoting innovative policies

A Framework for Realistic 3D Tele-Immersion

Meeting, socializing and conversing online with a group of people using teleconferencing systems is still quite different from the experience of meeting face to face. We are abruptly aware that we are online and that the people we are engaging with are not in close proximity. Analogous to how talking on the telephone does not replicate the experience of talking in person. Several causes for these differences have been identied and we propose inspiring and innovative solutions to these hurdles in attempt to provide a more realistic, believable and engaging online conversational experience. We present the distributed and scalable framework REVERIE that provides a balanced mix of these solutions. Applications build on top of the REVERIE framework will be able to provide interactive, immersive, photo-realistic experiences to a multitude of users that for them will feel much more similar to having face to face meetings than the experience offered by conventional teleconferencing systems
