The Regional Financial Management Information System (SIPKD) is an integrated application that is used as a tool for the Regional Financial and Asset Management Agency of Sikka Regency in carrying out financial management activities so that it is able to produce financial reports of the local government. Testing the measurement of SIPKD success using the DeLone and McLean (2003) models. This study examines the effect of collaboration quality, information quality, system quality on the use of SIPKD and the effect of using SIPKD on individual quality. The sampling technique uses purposive sampling with criteria for all SIPKD users in BPKAD Sikka Regency, as many as 51 people. Data collection using a questionnaire distributed to BPKAD Sikka Regency. Data analysis using Partial Least Square 3.2.8. The results showed that the quality of collaboration, information quality, system quality has a positive effect on the use of SIPKD. The use of SIPKD has a positive effect on individual performance

Evaluation of economic effectiveness of the state purchases system : criteria and priorities

    Get PDF
The purpose of the article is to develop new criteria and priorities of evaluating the economic effectiveness of the state purchases system in modern Russia. The methodology of the work consists of the general scientific methods (induction, deduction, formalization, synthesis, etc.) and specific methods of the economic theory. The authors conduct the problem analysis of the methodology of evaluation of economic effectiveness of the state purchases system which is applied in modern Russia and analyze the causal connections of its application in practice, as well as conduct the comparative analysis of this methodology and the specially developed proprietary method that allows eliminating the determined problems of the existing methodology. The authors conduct the criterial evaluation of economic effectiveness of the state purchases system in Russia with the specially developed method and conclude that the effectiveness of the state purchases system in modern Russia is high due to a large per cent of economy of budget assets, domination of orders for domestic products within the import substitution policy, stimulation of economic growth, and increase of the society’s well-being. Perspectives of further growth of its effectiveness according to the offered criteria and priorities are related to simplification of the procedures of applicants’ participation in auctions for stimulating their competition, increase of the share of electronic orders, and moderate reduction of the average sum of order.peer-reviewe

Accretion disks around Black Holes with Advection and Optical Depth Transition

We consider the effects of advection and radial gradients of pressure and radial drift velocity on the structure of accretion disks around black holes with proper description of optically thick/thin transitions. We concentrated our efforts on the models with large accretion rate. Contrary to disk models neglecting advection, we find that continuous solutions extending from the outer disk regions to the inner edge exist for all accretion rates we have considered. We show that the sonic point moves outward with increasing accretion rate, and that in the innermost disk region advection acts as a heating process that may even dominate over dissipative heating. Despite the importance of advection on it's structure, the disk remains geometrically thin. Global solutions of advective accretion disks, which describe continuously the transition between optically thick outer region and optically thin inner region are constructed and analyzed.Comment: 13 pages, 8 figures, to be published in Proceedings of the Gamov Memorial International Conference, Odessa, Ukraine, August 8-14, 2004, Cambridge Scientific Publication

Wearable laser Doppler sensors for evaluating the nutritive and shunt blood flow

    Get PDF
This study is devoted to the trials of wearable diagnostic system that implements the laser Doppler flowmetry technique to analyse the blood microcirculation. We do preliminary test with involvement of limited group of healthy volunteers of different age and in patients with type 2 diabetes. During the series of measurements, the microcirculation parameters was measured for 10 minutes in the palmar surfaces of the big toes and in the inner sides of the upper thirds of the shins. A statistically significant differences was found in bypass index, nutritive and shunt blood ow in shins between older group of volunteers and patients' group as well as in shunt blood flow in fingers between younger and older groups of volunteers

Wearable sensor system for multipoint measurements of blood perfusion: pilot studies in patients with diabetes mellitus

The growing interest in the development of new wearable electronic devices for mobile healthcare provides great opportunities for the development of methods for assessing blood perfusion in this direction. Laser Doppler flowmetry (LDF) is one of the promising methods. A fine analysis of capillary blood ow structure and rhythm in the time and frequency domains, coupled with a new possibility of round-the-clock monitoring can provide valuable diagnostic information about the state of microvascular blood ow. In this study, wearable implementation of laser Doppler flowmetry was utilised for microcirculatory function assessment in patients with diabetes and healthy controls of two distinct age groups. Four wearable laser Doppler flowmetry monitors were used for the analysis of blood microcirculation. Thirty-seven healthy volunteers and 18 patients with type 2 diabetes mellitus participated in the study. The results of the studies have shown that the average perfusion differs between healthy volunteers of distinct age groups and between healthy volunteers of the younger age group and patients with diabetes mellitus. It was noted that the average level of perfusion measured on the wrist in the two groups of healthy volunteers has no statistically significant differences found in similar measurements on the fingertips. The wearable implementation of LDF can become a truly new diagnostic interface to monitor cardiovascular parameters, which could be of interest for diagnostics of conditions associated with microvascular disorders

Experimental Evaluation of the Protective Efficacy of Tick-Borne Encephalitis (TBE) Vaccines Based on European and Far-Eastern TBEV Strains in Mice and in Vitro

    Get PDF
Tick-borne encephalitis (TBE), caused by the TBE virus (TBEV), is a serious public health threat in northern Eurasia. Three subtypes of TBEV are distinguished. Inactivated vaccines are available for TBE prophylaxis, and their efficacy to prevent the disease has been demonstrated by years of implication. Nevertheless, rare TBE cases among the vaccinated have been registered. The present study aimed to evaluate the protective efficacy of 4 TBEV vaccines against naturally circulating TBEV variants. For the first time, the protection was evaluated against an extended number of phylogenetically distinct TBEV strains isolated in different years in different territories. The protective effect did not strongly depend on the infectious dose of the challenge virus or the scheme of vaccination. All vaccines induced neutralizing antibodies in protective titers against the TBEV strains used, although the vaccines varied in the spectra of induced antibodies and protective efficacy. The protective efficacy of the vaccines depended on the individual properties of the vaccine strain and the challenge virus, rather than on the subtypes. The neutralization efficiency appeared to be dependent not only on the presence of antibodies to particular epitopes and the amino acid composition of the virion surface but also on the intrinsic properties of the challenge virus E protein structure
