    EU Enlargement under Continued Mobility Restrictions: Consequences for the German Labor Market

    The numbers of migrants from the accessions countries have clearly increased since the enlargement of the EU in 2004. Following enlargement, the net inflow of EU8 immigrants has become 2.5 times larger than the four-year period before enlargement. Poles constitute the largest immigrant group among the EU8 immigrants: since enlargement, 63% of all immigrants and 71% of EU8 immigrants are from Poland. This chapter presents new evidence on the impact of immigrant flow from EU8 countries on the German labor market since EU enlargement. Unlike other EU countries, Germany has not immediately opened up its labor market for immigrants from the new member states. Nevertheless, our analysis documents a substantial inflow and suggests that the composition of EU8 immigrants has changed since EU enlargement. The majority of the new EU8 immigrants are male and young, and they are less educated compared to previous immigrant groups. We also find that recent EU8 immigrants are more likely to be self-employed than employed as a wage earner. Furthermore, these recent EU8 immigrants earn less conditional on being employed or self-employed. Our findings suggest that these recent EU8 immigrants are more likely to compete with immigrants from outside of Europe for low-skilled jobs instead of competing with German natives. While Germany needs high-skilled immigrants, our analysis suggests that the new EU8 immigrants only replace non-EU immigrants in low-skilled jobs. These results underline the importance of more open immigration policies targeting high-skilled immigrants.     Search for α\alpha decay of 151^{151}Eu to the first excited level of 147^{147}Pm using underground γ\gamma-ray spectrometry

    The alpha decay of 151^{151}Eu to the first excited level of 147^{147}Pm (Jπ=5/2+J^\pi = 5/2^+, Eexc=91.1E_{exc}=91.1 keV) was searched for at the HADES underground laboratory (500\approx 500 m w.e.). A sample of high purity europium oxide with mass of 303 g and a natural isotopic composition has been measured over 2232.8 h with a high energy resolution ultra-low background n-type semi-planar HPGe detector (40 cm3^3) with sub-micron deadlayer. The new improved half-life limit has been set as T1/23.7×1018T_{1/2} \geq 3.7\times 10^{18} yr at 68% C.L. Possibilities to improve the sensitivity of the experiment, which is already near the theoretical predictions, are discussed. New half-life limit for α\alpha decay of 153^{153}Eu is also set as T1/25.5×1017T_{1/2} \geq 5.5\times 10^{17} yr.Comment: 11 pages, 5 figures, 2 tables, 18 reference

    A Survey About Nothing: Monitoring a Million Supergiants for Failed Supernovae

    Extragalactic transient searches have historically been limited to looking for the appearance of new sources such as supernovae. It is now possible to carry out a new kind of survey that will do the opposite, that is, search for the disappearance of massive stars. This will entail the systematic observation of galaxies within a distance of 10 Mpc in order to watch ~10^6 supergiants. Reaching this critical number ensures that something will occur yearly, since these massive stars must end their lives with a core collapse within ~10^6 years. Using deep imaging and image subtraction it is possible to determine the fates of these stars whether they end with a bang (supernova) or a whimper (fall out of sight). Such a survey would place completely new limits on the total rate of all core collapses, which is critical for determining the validity of supernova models. It would also determine the properties of supernova progenitors, better characterize poorly understood optical transients, such as eta Carina-like mass ejections, find and characterize large numbers of Cepheids, luminous blue variables and eclipsing binaries, and allow the discovery of any new phenomena that inhabit this relatively unexplored parameter space.Comment: final version, 7 pages, 5 figures, ApJ in pres

    Brain-Computer Interfaces for Artistic Expression

    Artists have been using BCIs for artistic expression since the 1960s. Their interest and creativity is now increasing because of the availability of affordable BCI devices and software that does not require them to invest extensive time in getting the BCI to work or tuning it to their application. Designers of artistic BCIs are often ahead of more traditional BCI researchers in ideas on using BCIs in multimodal and multiparty contexts, where multiple users are involved, and where robustness and efficiency are not the main matters of concern. The aim of this workshop is to look at current (research) activities in BCIs for artistic expression and to identify research areas that are of interest for both BCI and HCI researchers as well as artists/designers of BCI applications

    GRBs on probation: testing the UHE CR paradigm with IceCube

    Gamma ray burst (GRB) fireballs provide one of very few astrophysical environments where one can contemplate the acceleration of cosmic rays to energies that exceed 10^20 eV. The assumption that GRBs are the sources of the observed cosmic rays generates a calculable flux of neutrinos produced when the protons interact with fireball photons. With data taken during construction IceCube has already reached a sensitivity to observe neutrinos produced in temporal coincidence with individual GRBs provided that they are the sources of the observed extragalactic cosmic rays. We here point out that the GRB origin of cosmic rays is also challenged by the IceCube upper limit on a possible diffuse flux of cosmic neutrinos which should not be exceeded by the flux produced by all GRB over Hubble time. Our alternative approach has the advantage of directly relating the diffuse flux produced by all GRBs to measurements of the cosmic ray flux. It also generates both the neutrino flux produced by the sources and the associated cosmogenic neutrino flux in a synergetic way.Comment: 12 pages, 3 figures, matches version published in Astroparticle Physic

    The effect of anatomic differences on the relationship between renal artery and diaphragmatic crus

    Background: The aim of this study is to investigate the effect of anatomic differences on the relationship between renal artery and diaphragmatic crus via the touch of two structures. Materials and methods: The study included dynamic computed tomography (CT) scans of 308 patients performed mainly for characterisation of liver and renal masses. Anatomic differences including the thickness of the diaphragmatic crus, the localisation of renal artery ostium at the wall of aorta, the level of renal artery origin with respect to superior mesenteric artery were evaluated. Statistical relationships between renal artery-diaphragmatic crus contact and the anatomic differences were assessed. Results: Thickness of the diaphragmatic crus at the level of renal artery origin exhibited a statistically significant relationship to renal artery-diaphragmatic crus contact at the left (p < 0.001) and right side (p < 0.001). There was a statistically significant relationship between high renal artery origin and renal artery- -diaphragmatic crus contact at the left (p < 0.001) and right side (p = 0.01). The localisation of renal artery ostium at the wall of aorta (right side, p = 0.436, left side, p = 0.681) did not demonstrate a relationship to renal artery-diaphragmatic crus contact. Conclusions: Thickness of the diaphragmatic crus and high renal artery origin with respect to superior mesenteric artery are crucial anatomic differences determining the relationship of renal artery and diaphragmatic crus.     Study of strong turbulence effects for optical wireless links

    Strong turbulence measurements that are taken using real time optical wireless experimental setups are valuable when studying the effects of turbulence regimes on a propagating optical beam. In any kind of FSO system, for us to know the strength of the turbulence thus the refractive index structure constant, is beneficial for having an optimum bandwidth of communication. Even if the FSO Link is placed very well-high-above the ground just to have weak enough turbulence effects, there can be severe atmospheric conditions that can change the turbulence regime. Having a successful theory that will cover all regimes will give us the chance of directly processing the image in existing or using an additional hardware thus deciding on the optimum bandwidth of the communication line at firsthand. For this purpose, Strong Turbulence data has been collected using an outdoor optical wireless setup placed about 85 centimeters above the ground with an acceptable declination and a path length of about 250 meters inducing strong turbulence to the propagating beam. Variations of turbulence strength estimation methods as well as frame image analysis techniques are then been applied to the experimental data in order to study the effects of different parameters on the result. Such strong turbulence data is compared with existing weak and intermediate turbulence data. Aperture Averaging Factor for different turbulence regimes is also investigated. © 2012 SPIE

    Selective expression of a VHIV subfamily of immunoglobulin genes in human CD5+ B lymphocytes from cord blood.

    Human B lymphocytes expressing the CD5 surface antigen (CD5+ B cells) constitute a subset capable of producing polyspecific antibodies recognizing a variety of self antigens. The repertoire of antibodies produced by CD5+ and CD5- B cells is different. However, it is not yet established whether this distribution is reflected in different immunoglobulin variable region gene (IgV) use. Rearrangement of heavy chain IgV (IgVH) genes represents one of the first identifiable stages in the maturation of B cells, and occurs in a developmentally ordered fashion. The repertoire of IgVH gene expression is highly restricted during fetal life but diversifies progressively after birth. A high frequency of VH gene use from the relatively small VHIV gene family has previously been demonstrated in human fetal liver B cells. In the present study, 102 B cell lines established by Epstein-Barr Virus-transformation of separated CD5+ and CD5- cord blood B cells, were examined for the frequency of IgV expression using monoclonal antibodies to cross-reactive idiotypes (CRI). The results demonstrate a relatively high frequency of VHIV gene use (30%) in B cells from cord blood. Furthermore, two mutually exclusive CRI associated with distinct subgroups of the VHIV family are segregated in their association with either subset of B cells. One CRI is exclusively expressed in lines established from CD5+ B cells while the other is associated with lines established from CD5- B cells

    Learn Piano with BACh: An Adaptive Learning Interface that Adjusts Task Difficulty based on Brain State

    We present Brain Automated Chorales (BACh), an adaptive brain-computer system that dynamically increases the levels of difficulty in a musical learning task based on pianists\u27 cognitive workload measured by functional near-infrared spectroscopy. As users\u27 cognitive workload fell below a certain threshold, suggesting that they had mastered the material and could handle more cognitive information, BACh automatically increased the difficulty of the learning task. We found that learners played with significantly increased accuracy and speed in the brain-based adaptive task compared to our control condition. Participant feedback indicated that they felt they learned better with BACh and they liked the timings of the level changes. The underlying premise of BACh can be applied to learning situations where a task can be broken down into increasing levels of difficulty
