    Several studies have been conducted to identify innovative mechanisms for the successful development of various innovative regions. The scope of the current research is to shed light on this issue, taking into account the theory of self-organized systems and the principal properties of free-scale networks. Using Silicon Valley as an example, the author demonstrated the majority of self-organized systems, thus determining what traits, working principles and laws should be available for use in innovative system. “Self-organization” as a key characteristic of an innovation ecosystem coupled with prerequisites, supports the growth of Silicon Valley and would be recommended as a model to be utilised in countries and regions across the world

    Green Economy: Regional Priorities

    The article is dedicated to transforming the economy of Russian regions to a green economy, which is an essential factor for the sustainable development. This is important not only for Russia but the whole world because our country has the great natural capital and provides important environmental services that support the planet biosphere. Based on the analysis of economic, social and ecological statistical data and Human Development Index (HDI) we have shown that the development of Russian Federal Districts is very unbalanced and each Russian region has its own way to new economic model. For instance, it is necessary to increase the well-being in the North Caucasus Federal District, it is important to reach higher life expectancy at birth in the Siberian and the Far Eastern Districts. It is necessary to move from the «brown» economy to a green one by using the human capital (building a knowledge economy), by applying Best Available Technologies (Techniques), by investing in efficiency of use of natural resources and by increasing energy efficiency. The transition to a green economy will help to achieve social equity and the development of human potential; it helps to move from the exploitation of non-renewable natural capital to renewable human capital. All these socio-economic measures should give decoupling effect, make risks lower, reduce the exploitation of natural capital, stop the environmental degradation and prevent the ecological crisis. Transition to the green economic model has to be accompanied by new economic development indicators, which take into account social and environmental factors.The research was supported by the grant of the Russian Foundation for Basic Research No. 14-06-00075

    The role of the local plastic deformation in the fatigue fracture of metals

    The higher the degree to which an analytical model of the fatigue damages accumulation accounts local and heterogeneous in time and material volume nature of the process, the wider is the range of materials and lives it covers. In particular, based on the analysis of the mathematical structure of the equation for S-N curves given in the paper, the author shows that the value of physical limit of endurance is determined by the parameters characterizing the development of local plastic deformation and the value of true limit elasticity. The parameters characterizing the development of local plastic deformation reflect the interconnection between the fatigue and inelasticity phenomena. The dependence of fatigue limit on the frequency sа(f), cycles asymmetry ratio sа(R), and size of structural elements sа(d) for a given number of cycles NFr, as well as the dependence of frequency on the cyclic life NFr(f) for a specified stress level sа = const are caused by the dependence of the development of the plastic damage localization areas on the listed parameters

    The article deals with the problem of representing the atmosphere in a biographical writing. The author of the article reveals the meaning, relevance of the concept of the atmosphere of a place; shows the importance of this concept for the philosophical analysis of biographical writing. A connection between the concept of atmosphere in G. Boehme, the aura of V. Benjamin, genius loci of Norberg-Schultz is analyzed. The question is raised about the methodological approach to the description of the atmosphere in biographies. The phenomenological description of the atmosphere of space and the approach to the phenomenon of the atmosphere of V. Podoroga are considered. The concept of rhythm and physiology of the text by V. Podoroga is analyzed as way of representing the atmosphere. On the basis of these approaches the biographical texts of such authors as M. Herman, A. Akhmatova, V. Nabokov are considered. The author comes to conclusion that it is necessary to describe the atmosphere as a special intermediate space of mood which characterizes the individuality of place and has its impact on memory of the biographical writing.В статье рассматривается проблема репрезентации атмосферы в биографическом письме. Автор статьи раскрывает значение, актуальность понятия атмосферы места; обосновывает значимость данного понятия для философского анализа биографического письма. Прослеживается связь между понятием атмосферы у Г.Бёме, ауры В.Беньямина, genius loci  Норберга-Шульца. Ставится вопрос о методологическом подходе к анализу атмосферы в биографиях. Рассматриваются феноменологическое описание атмосферы пространства и подход к феномену атмосферы В. Подороги. Анализируется концепция ритма и физиологии текста В.Подороги как способов репрезентации атмосферы. На основе указанных подходов приводятся примеры репрезентации атмосферы посредством анализа ритма текста в биографических текстах авторов: М.Германа, А.Ахматовой, В.Набокова.     Efficiency of Developing Renewable Energy Market in Russia

    The goal of this study is to systematize and provide a quantitative and qualitative assessment of potential positive economic and non-economic effects of the implementation of a new mechanism for supporting renewable energy in Russia. It should result in achieving the national medium-term objective to increase the share of renewable energy in the wholesale electricity and capacity market to 2.5 % by 2024. The introduction examines the mechanism for supporting the generators of renewable energy by capacity charge in the wholesale electricity and capacity market. It is assumed that the main positive effects from implementing this mechanism will be the replacement of hydrocarbon fuels burned for generating the electricity in traditional coal or gas power plants; improvement in the trade balance; multiplier effects from the development of RES in related industrial sectors, new value added and jobs in the sectors producing the generating and auxiliary equipment for generators; reduction of carbon dioxide emissions; decrease in average prices in the wholesale electricity market; reduction of expenditure on environmental activities and measures to protect the health in the territories with traditional power plants; additional scal charges. As a result, the quantification of these effects amounts to 47.77 billion rubles in 2024. The authors rely on the experience of foreign countries, expert estimates, forecasts by the Russian Ministry of Energy and the Ministry of Economic Development, research by the Russian Energy Agency, International Energy Agency, International Renewable Energy Agency, Community for Renewable Energy Policy in the 21st Century (REN21), statistics of Russian Federal State Statistics Service.The article has been supported by the Russian Foundation for Basic Research as part of the project 14–06–00075 “National Economic and Environmental Security: Threats, Effects, and Scenario for Interaction of Economy and Environment.

    Monitoring regional development based on "green" indicators

    The article presents the results of a study devoted to solving actual problems of implementing the concept of "green" development both at national and regional levels. The indicators of "green" development developed by international organizations are considered as a methodological basis for the creation of systems of monitoring and analyzing the processes of economy "greening", preventing and reducing current negative impact on the environment, increasing the efficiency of resource use in the context of carbon regulation. Assessment of the dynamics of the development of the Voronezh region has been carried out on the basis of selected indicators, and it has been concluded that the regional policy takes into account the necessary prerequisites for "green" growth, which determine the need to increase environmental, economic and social efficiency of activities, increasing the level of waste processing and reduce their producing.peer-reviewe

    Interrelation between fatigue and fracture characteristics for titanium alloy has been shown basing on the analysis of the fatigue curves equations and fatigue fracture diagrams which incorporate cyclic loading rate and cycles asymmetry ratio. The kinetic diagrams equations parameters can be obtained from fatigue curve equation. The calculated fatigue and fracture resistance characteristics were compared with the experiments for VT1-0 titanium alloy

    Charge ordering and interlayer phase coherence in quantum Hall superlattices

    The possibility of the existence of states with a spontaneous interlayer phase coherence in multilayer electron systems in a high perpendicular to the layers magnetic field is investigated. It is shown that phase coherence can be established in such systems only within individual pairs of adjacent layers, while such coherence does not exist between layers of different pairs. The conditions for stability of the state with interlayer phase coherence against transition to a charge-ordered state are determined. It is shown that in the system with the number of layers N\leq 10 these conditions are satisfied at any value of the interlayer distance d. For N>10 there are two intervals of stability: at sufficiently large and at sufficiently small d. For N\to \infty the stability interval in the region of small d vanishesComment: 10 page

    The work is devoted to qualitative analysis of poly(styrene)acrylates, the definition of the content of styrene in them. The methods of IR, NMR spectroscopy and gas chromatography-mass spectrometry were used for analysis. It was shown that the integrated use of modern spectral methods allows unambiguous to lead identification of the components in the copolymer and to use of spectral data for quantitative determinations.Работа посвящена качественному анализу полистиролакрилатов, определению содержания в них стирола. Для проведения анализа были использованы методы ИК-, ЯМР спектроскопии и газовой хромато-масс-спектрометрии. Было показано, что комплексное использование современных спектральных методов позволяет однозначно провести идентификацию компонентов в сополимере, а также использовать спектральные данные для количественных определений
