Financial policy and stabilization : the case of Russia

The article looks into the state financial policy and, in particular, its most important component at the modern stage, the budget policy. A brief review of the main problems and the Russian financial policy development prospects is presented in the article. Practical tasks of the Russian economy, anti-crisis stabilization and the transition process to the innovative models of the Russian Federation’s economic development are also analyzed in this article. It is impossible to implement the proposed priorities without a balanced and reasoned financial policy carried out at all levels of the administration without a budget regulation as a catalyzer of the required processes. The main tendencies to form income, expenditures and the Russian Federal budget balance management for the ongoing and perspective period are singled out. Consequently such a detailed factor analysis of the dynamics of the receipts from budget-forming taxes is necessary to be conducted. To increase the budget operational effectiveness it is necessary to widen the application of the treasury support of state contracts and to develop a state financial control system.peer-reviewe

The article is dedicated to assessment of tourist and recreational potential of France, analysis of the main causes of tourism demand of this country and other economic aspects of the tourism and recreation industry. It is determined that governance has a positive impact on recreational development of depressed areas of country. This affects the permanent changes and reconstruction of the tourism and recreation industry. It is noted that the national tourism organization Atout France has the leading role. Under conditions of economic and political stability this organization, through public-private partnerships, created a clearly oriented tourism management system.It is characterized that the tourism market in France has feature that are about creation of strategic alliances and diagonal enterprise integration. It is characterized that France's legislative base in the tourism has positive role, which allowed tourism to be accessible to all categories of population and as a result, the tourism and recreation industry has become one of the most important sectors of the French economy. The use of recreational resources is correlated with health improvement, decrease of human sickness rate. Искусственная нейронная сеть в обучающей системе CATS

This paper presents a variant of using an artificial neural network (ANN) for adaptive learning. The main idea of using ANN is to apply it for a specific educational material, so that after completing the course or its separate topic, the student can determine, not only his level of knowledge, without the teacher’s participation, but also get some recommendations on what material needs to be studied further due to gaps in the studied issues. This approach allows you to build an individual learning trajectory, significantly reduce the time to study academic disciplines and improve the quality of the educational process. The training of an artificial neural network takes place according to the method of back propagation of an error. The developed ANN can be applied to study any academic discipline with a different number of topics and control questions. The research results are implemented and tested in the CATS adaptive training system. This system is the author's development.В данной работе представлен вариант применения искусственной нейронной сети (ИНС) для адаптивного обучения. Основная идея использования ИНС заключается в применении ее под конкретный учебный материал, чтобы по окончании изучения курса или его отдельной темы обучающийся мог без участия преподавателя определить не только свой уровень знаний, но и получить рекомендации, какой материал необходимо изучить дополнительно вследствие пробелов в изучаемых вопросах. Такой подход позволяет построить индивидуальную обучающую траекторию, значительно сократить время для изучения учебных дисциплин и повысить качество образовательного процесса. Обучение искусственной нейронной сети происходит по методу обратного распространения ошибки. Разработанная ИНС может быть применена для изучения любой учебной дисциплины с различным количеством тем и контрольных вопросов. Результаты исследований внедрены и апробированы в авторской разработке – адаптивной обучающей системе CAT

Investigation of the effect of high strength strips steel modification with rare-earth metal (REM)

The present work describes the study on influence of modifying steel with rare-earth metals on metallurgical quality of ingots and finished steel. To achieve the assigned task, the laboratory melting of 08G2NMDFBT (Х100) pipe steel was carried as in open (UIP 100 – 2,4), so in vacuum induction furnace (ISV-0,01 - PI) with use of conditioning agents, which contain rare-earth metals. Next materials were used as conditioning agents: mischmetal (MM), which contain total amount of rare-earth metal (REM) up to 93 %, АlPCIr and RENTN which contain total amount of from 31 to 32,6 %
