    University-business-government relations in the development of the institutional environment of Russian regions

    Relevance. University-business-government relations drive regional innovation. Therefore, in order to stimulate innovation, a favourable institutional environment is necessary. Research objective. The article proposes an original methodology to examine regional institutional environment based on the analysis of the interactions between the government, business and universities.Methods and data. The study relies on the statistical data on 12 Russian regions for a 6-year period. The data are used to create three sets of indicators characterizing the institutional sectors 'Government', 'Business' and 'Universities'. Regions are divided into clusters and ranked according to the state of their institutional environments by calculating subindices and the integral index. Other research methods include cluster analysis and correlation regression analysis. Results. The regions were grouped according to their innovation performance: in lagging regions, the interactions between the government, business and universities are inefficient, which means that their regional institutional environment is not conducive to innovation. The opposite situation is observed in the group of leaders. We also found that interactions between the government, business and universities have a direct influence on GRP.Conclusion. For each group of regions, areas for improvement and the corresponding measures were identified. Interventions may vary in terms of intensity and government participation

    Исследуя культ Великой Матери, Юнг особо отмечает переплетение в нем нескончаемых архетипических структур. Женщина – «естественный» символ жизни – репрезентирована также в мифопоэтической традиции в образе Смерти. Описывая архетип «двойной матери», Юнг связывает его с архетипом «двойного происхождения», лежащего, по Юнгу, в основе всех мистерий Возрождения, включая христианство. (Investigating the cult of «Great Mother», K-H. Young claims the more we study the origin of the «collective images», the more we deal with the complicated mixture of the interminable «archetypical structures». Woman – the «natural» symbol – personifies life, but at the same time the theme of Death is often represented both in the image of a beautiful woman bride and an ugly old witch. K. Young writes about the archetype of «Double Mother», which is connected in his accounts with the archetype of «Double Origin». The latter, in Young’s opinion, lies at the bases of mystery plays of revival, including Christianity. It is worth while mentioning that in the mystical experience represented by quiet a number of women; the human soul is often depicted a female image. It is also important that according to the early Christian tradition the Spirit that emerged in the image of the dove was interpreted as «Sophia-Sapentia» – Wisdom and Mother of God. The fact that mystysism permitted the possibility of women’s immediate knowledge of the transcendental essences of phenomena by means of being in their souls asserted women as the subject of knowledge. On the other hand, this knowledge, being irrational, testifies to the supposition that woman who personifies nature is only capable of «immediate» knowledge. Not having done the work necessary for the deconstruction of the patriarchial oppositions, we are doomed to come back to the images, kept in the fixed stereotypes of patriarchy.

    Age changes in the tigroid substance of neutrons of the lateral preoptic nucleus of hypothalamus under different light modes

    The article presents analysis of the results of the original histochemical studies of tigroid substance of neurons of the lateral preoptic nucleus of  hypothalamus in mature and old rats under the influence of different light modes. In all observations, the tigroid substance was located in the cytoplasm of neurons of the lateral preoptic nucleus of hypothalamus in the form of individual granular formations of different sizes and shapes. The amount of tigroid substance of neurons of the lateral preoptic nucleus of hypothalamus in mature rats is greater than in older rats. At the same time, it should be noted that different experimental conditions significantly affected the amount of tigroid substance in neurons of the lateral preoptic nucleus of hypothalamus in old rats. In particular, under conditions of light deprivation, the optical density of specific histochemical staining for tigroid substance in neurons of the lateral preoptic nucleus of hypothalamus increased significantly (p<0,001), and under conditions of light stimulation, on the contrary, probably decreased (p<0,001)

    Creative Potential of Sociography Activities in Creativity Formation in Students of Secondary Professional Education

    The problem of formation of creativity of mid-level professionals is considered, the solution of which requires to investigate the presence of goal-setting regulatory base governing the formation and development of creativity; conceptual framework of development of creativity, which determines not only the theoretical basis but also solves the problems of the organization of practical activities; the implementation of the model of creativity formation in students of secondary professional education (SPE) organizations. A detailed study of each of the conditions of formation of future specialists’ creativity is proposed. It is shown that the law has yet to consolidate common requirements for the development of creative abilities of students at different levels of education. The conceptual framework of studying the process of formation of students’ creativity is presented. The author’s definition of “social-gaming activities” is given. The notion of “creativity formation in students in SPE organizations” is clarified. These categories form the basis for the development of the model of creativity formation in students of SPE organizations through social-gaming activities. The model of formation of creativity of students includes the regulatory-projecting, motivational, organizational and substantial diagnostic-effective components.     The work reviews the status of state support for agriculture in Krasnoyarsk region on an example of dairy cattle breeding. The main shortcomings of the existing mechanism of state support for agricultural organizations are shown. The authors proposed a new definition of the state support for agriculture and derived comprehensive indicators of the assessment of the level of profitability of the resources used in agricultural production. On the basis of the developed economic and statistical model, the standards of dairy cattle breeding subsidies are defined in terms of levels of productivity and characteristics of reproduction.peer-reviewe

    Quality of Housing of Collective Farm Families in Sverdlovsk Region and Construction “Boom” of Second Half of 1950-ies

    The results of the study of the quality of housing, where one of the largest categories of the population of the Sverdlovsk region - peasants-collective farmers - lived at the end of the 1950-ies of 20th century. The base of the conducted research were the results of statistical surveys of the villagers, which were held in the USSR since the early 1930-ies until the second half of 1960-ies. New archival materials are being put into circulation. It is stated that in the history of the 20th century the housing problem has remained one of the list of those that the Soviet command and administrative system has not been able to solve. It is stated that the issues of provision of housing for rural residents and its quality are practically not covered in the works of Middle Ural social scientists. It is noted that the main researchers’ attention is usually occupied by the material conditions of life of farmers, that is, their income, expenses, as well as the level of consumption. It is declared that by the mid-1950-ies the tension in the housing sector of the country reached its apogee. It is argued that since 1956 a complete modernization of the entire organization of construction business in the USSR had begun. The thesis that the development of urban infrastructure of the Middle Urals in the 1950-ies should not be overestimated is put forward. It is concluded that the Middle Ural village was in clearly the worst conditions by almost all indicators of life of the population, and the construction “boom” of the second half of the 1950-ies had little impact on the volume and quality of its housing stock

    Structural Investigations of Li1.5Al0.5Ge1.5(PO4)3 glass-ceramics by Solid State NMR

    NASICON-type conductors based on LiGe2(PO4)3 are very promising lithium-conducting electrolytes for all-solid-state lithium-ion and lithium batteries. Al-doped LiGe2(PO4)3 solid electrolytes possessed higher conductivity (∼10-4 S/cm at room temperature) and stability versus metallic Li. In this paper, we present the structure study of Li1.5Al0.5Ge1.5(PO4)3 compound. Fast lithium-ion conductor Li1.5Al0.5Ge1.5(PO4)3 solid electrolyte have been obtained through glass crystallization at 820 °C during 8 h.     Screening, identification, and antibiotic activity of secondary metabolites of Penicillium sp. LPB2019K3-2 isolated from endemic amphipods of Lake Baikal

    This study aimed to assess the influence of nutrient media content on the production of antibiotics and the ability of water fungi isolated from lake Baikal to synthesize novel natural products. Interest in this topic stems from the high demand for new drugs, and studies are carried out via the screening of new natural products with biological activity produced by unstudied or extremophilic microorganisms. For this study, a strain of Penicillium sp. was isolated from endemic Baikal phytophagous amphipod species. Here, we identified natural products using the following classical assays: biotechnological cultivation, MALDI identification of the strain, natural product extraction, antimicrobial activity determination, and modern methods such as HPLC-MS for the dereplication and description of natural products. It was found that many detected metabolites were not included in the most extensive database. Most of the identified metabolites were characterized by their biological activity and demonstrated antibiotic activity against model Gram-positive and Gram-negative bacteria. The isolated strain of water fungus produced penicolinate B, meleagrin A, austinoneol A, andrastin A, and other natural products. Additionally, we show that the synthesis of low-molecular-weight natural products depends on the composition of the microbiological nutrient media used for cultivation. Thus, although the golden age of antibiotics ended many years ago and microscopic fungi are well studied producers of known antibiotics, the water fungi of the Lake Baikal ecosystem possess great potential in the search for new natural products for the development of new drugs. These natural products can become new pharmaceuticals and can be used in therapy to treat new diseases such as SARS, MERS, H5N1, etc
