    The fourth issue of JPL Planetary Ephemerides, designated JPL Development Ephemeris No. 96 (DE96), is described. This ephemeris replaces a previous issue which has become obsolete since its release in 1969. Improvements in this issue include more recent and more accurate observational data, new types of data, better processing of the data, and refined equations of motion which more accurately describe the actual physics of the solar system. The descriptions in this report include these new features as well as the new export version of the ephemeris. The tapes and requisite software will be distributed through the NASA Computer Software Management and Information Center (COSMIC) at the University of Georgia

    Design, development, and test of a laser velocimeter for a small 8:1 pressure ratio centrifugal compressor

    The instrument was designed as a diagnostic tool for the basic fluid dynamics of the inducer, impeller, and diffuser regions of this type compressor. The LV instrumentation was optimized to measure instantaneous velocities up to approximately 500 m/s, measured in absolute coordinates, within the rotating compressor impeller and in the two dimensional radial plane of the diffuser. Some measurements were made within the diffuser and the impeller inlet flows; however, attempts to make detailed measurements of the velocity field were not successful. Difficulties in maintaining high seed particle rates within the probe volume and the improper operation of the blade gating optics may explain the lack of success. Recommendations are made to further pursue these problems. At 100% speed the stage attained a total static pressure ratio of 7.5:1 at 75% total-static efficiency. Flow range from choke-to-surge was 6.8% of choking mass flow rate. Performance was lower than the design intent of 8:1 pressure ratio at 77% efficiency and 12% flow range. Detailed measurements of the stage components are presented which show the reasons for the stage performance deficiencies

    The marketing of seasoned equity offerings

    In an accelerated seasoned equity offering (SEO), an issuer foregoes the investment bank's marketing efforts in return for a lower fee. To explain why many issuing firms choose a higher cost fully marketed offer, we posit that the marketing effort flattens the issuer's short-run demand curve. Alternatively stated, with a fully marketed offer, the issuer is paying investment bankers to create demand, making the elasticity of demand at the time of issuance an endogenous choice variable. Empirical analysis shows that both the pre-issue elasticity of the issuing firm's demand curve and the offer size are important determinants of the offer method choice. We find evidence of a large transitory increase in the elasticity of demand for issuers conducting fully marketed SEOs. © 2010 Elsevier B.V.postprin

    Matching random colored points with rectangles

    Let S ¿ [0, 1]2 be a set of n points, randomly and uniformly selected. Let R ¿ B be a random partition, or coloring, of S in which each point of S is included in R uniformly at random with probability 1/2. We study the random number M(n) of points of S that are covered by the rectangles of a maximum strong matching of S with axis-aligned rectangles. The matching consists of closed rectangles that cover exactly two points of S of the same color. A matching is strong if all its rectangles are pairwise disjoint. We prove that almost surely M(n) = 0.83 n for n large enough.     Residual stress redistribution during elastic shake down in welded plates

    Residual stresses are a consequence of welding in various structures such as ships and offshore structures. Residual stresses can be relaxed or redistributed according to the load levels during operation. The elastic shakedown phenomenon can be considered as one of the reasons for this change. This paper studies the relaxation/redistribution of weld residual stress during different levels of shakedown in a butt-welded plate chosen according to ship design and welding procedures. Welding was performed on DH36, a ship structural steel. Neutron diffraction was used to measure residual stresses in these plates in the as-welded state and after different levels of shakedown. A mixed hardening model in line with the Chaboche model is determined for both weld and base material. A numerical model is developed to estimate the shakedown limit on butt-welded plate. Further, the redistribution of residual stress in a numerical weld model according to the different levels of shakedown limit is studied. Based on the shakedown limit of the butt-welded plate, a shakedown region is determined, where the structure will undergo elastic shakedown in the presence of an existing residual stress field if the maximum stress on the load section after a few initial cycles is in the shakedown region
