Perspectives on Policy Formation
Most of the rhetoric about the relationship between policy formation and research is rooted in the familiar rational model. But as is so often the case in human affairs, our deeds deny our discourse} At best, the decision process can lay claim to only limited rationality. This paper seeks to offer at least a partial explanation for this phenomenon and to suggest some ways of improving the linkage between research and policy formation. To achieve this two-fold purpose three theories accounting for the non-utilization of research will be noted and followed by a brief description of certain ways in which administrators seem to use research. Then two major situational factors which influence our use pattern will be elaborated. Finally, some implications will be derived for future action within an increasingly political framework. Throughout, the usual litany about the short-comings of educational research will be avoided. The perspective for these observations is that of an administrator. Thus, their source is primarily experience and intuition, buttressed wherever possible by the wisdom to be found in the professional literature.La rhétorique à l'égard des rapports entre la formation de politique et les recherches trouve ses origines dans le modèle familier du rationnel. Toutefois, comme il est souvent le cas dans les affaires humaines, nos gestes contredisent notre discours. Au mieux, le processus de prise de décision ne peut s'avérer que d'une ratiomlité restreinte. C'est l'Objectif de cette étude de proposer au moins une explication partielle de ce phénomène et de suggérer quelques moyens pour resserrer les liens entre les recherches et la formation de politique. Pour atteindre ce double objectif, trois théories, rendant compte de la "non-utilisation"de recherches, seront signalées et suivies d'une brève description de la mise en valeur des recherches chez certains administrateurs. Par la suite, s'élaboreront deux facteurs clés de situation qui influent sur notre modèle. Finalement, nous tirons certaines implications qui indiquent des démarches futures à l'intérieur d'un cadre politique toujours plus poussé. Nous évitons systématiquement la récitation de la même litanie critiquant les défauts des recherches pédagogiques. La perspective pour ces observations est celle d'un administrateur. La source de cette étude est alors principalement l'expérience et l'intuition soutenues, où cela s'avère possible, , par la sagesse puisée dans la littérature professionnell
Transcriptional repression by ApiAP2 factors is central to chronic toxoplasmosis
Tachyzoite to bradyzoite development in Toxoplasma is marked by major changes in gene expression resulting in a parasite that expresses a new repertoire of surface antigens hidden inside a modified parasitophorous vacuole called the tissue cyst. The factors that control this important life cycle transition are not well understood. Here we describe an important transcriptional repressor mechanism controlling bradyzoite differentiation that operates in the tachyzoite stage. The ApiAP2 factor, AP2IV-4, is a nuclear factor dynamically expressed in late S phase through mitosis/cytokinesis of the tachyzoite cell cycle. Remarkably, deletion of the AP2IV-4 locus resulted in the expression of a subset of bradyzoite-specific proteins in replicating tachyzoites that included tissue cyst wall components BPK1, MCP4, CST1 and the surface antigen SRS9. In the murine animal model, the mis-timing of bradyzoite antigens in tachyzoites lacking AP2IV-4 caused a potent inflammatory monocyte immune response that effectively eliminated this parasite and prevented tissue cyst formation in mouse brain tissue. Altogether, these results indicate that suppression of bradyzoite antigens by AP2IV-4 during acute infection is required for Toxoplasma to successfully establish a chronic infection in the immune-competent host
Rapid turnover of effector-memory CD4(+) T cells in healthy humans
Memory T cells can be divided into central-memory (T(CM)) and effector-memory (T(EM)) cells, which differ in their functional properties. Although both subpopulations can persist long term, it is not known whether they are maintained by similar mechanisms. We used in vivo labeling with deuterated glucose to measure the turnover of CD4(+) T cells in healthy humans. The CD45R0(+)CCR7(-) T(EM) subpopulation was shown to have a rapid proliferation rate of 4.7% per day compared with 1.5% per day for CD45R0(+)CCR7(+) T(CM) cells; these values are equivalent to average intermitotic (doubling) times of 15 and 48 d, respectively. In contrast, the CD45RA(+)CCR7(+) naive CD4(+) T cell population was found to be much longer lived, being labeled at a rate of only 0.2% per day (corresponding to an intermitotic time of approximately 1 yr). These data indicate that human CD4(+) T(EM) cells constitute a short-lived cell population that requires continuous replenishment in vivo
Binding between two-component bosons in one dimension
We investigate the ground state of one-dimensional few-atom Bose-Bose
mixtures under harmonic confinement throughout the crossover from weak to
strong inter-species attraction. The calculations are based on the numerically
exact multi-configurational time-dependent Hartree method. For repulsive
components we detail the condition for the formation of a molecular
Tonks-Girardeau gas in the regime of intermediate inter-species interactions,
and the formation of a molecular condensate for stronger coupling. Beyond a
critical inter-species attraction, the system collapses to an overall bound
state. Different pathways emerge for unequal particle numbers and intra-species
interactions. In particular, for mixtures with one attractive component, this
species can be viewed as an effective potential dimple in the trap center for

Excitations of attractive 1-D bosons: Binding vs. fermionization
The stationary states of few bosons in a one-dimensional harmonic trap are
investigated throughout the crossover from weak to strongly attractive
interactions. For sufficient attraction, three different classes of states
emerge: (i) N-body bound states, (ii) bound states of smaller fragments, and
(iii) gas-like states that fermionize, that is, map to ideal fermions in the
limit of infinite attraction. The two-body correlations and momentum spectra
characteristic of the three classes are discussed, and the results are
illustrated using the soluble two-particle model.Comment: 7 pages, 5 figure
Short Communication: A qualitative assessment of food security in an internally displaced persons camp in Kenya
The 2007/08 post-election violence in Kenya resulted in the displacement of an estimated 600 000 people. Current published research suggests that many of these internally displaced persons (IDPs) continue to have issues accessing basic needs, including food and water, impacting morbidity and mortality. This study aimed to assess food security and access to cooking fuel and water within an internally displaced persons’ (IDP) camp in Kenya. It was designed as a descriptive, qualitative study involving semi-structured interviews with members of households residing in the IDP camp. Participants were recruited through respondent-driven sampling using a network of coupons. Semi-structured interviews were utilised to determine key issues associated with the attainment of food security, access to cooking fuel and water among resident IDPs, targeting male household heads. Interview structure was based on framework for assessment of food security provided by the International Federation of the Red Cross. Recorded interviews then underwent thematic analysis using NVivo 10 (QSR International, Melbourne, Victoria). A total of 15 semi-structured interviews were completed with men at the camp, aged between 18 and 53. Thematic analysis shows that key elicited concerns regarding food security included lack of capital for agriculture, lack of dietary diversity, seasonal insecurity and anxiety about the future. Access to water was limited to a single borehole located within the camp. Few reliable and safe sources could be identified for cooking fuel. Thus, internally displaced persons residing at this camp continue to experience significant food insecurity. Despite being allocated land for agriculture, they lack capital for investment in agriculture and access to local food markets. Access to water and cooking fuel is limited and a source of significant concern. Initiatives to improve food security delivered through government and non-government programs are necessary to minimise the significant impact of such food insecurity on mental health and disease profiles as reported in other IDP settings.Key words: Internally displaced persons, Kenya, Food security, Qualitative study, Nutritio
Illegal abortion and reproductive injustice in the Pacific Islands: A qualitative analysis of court data
The Oceania region is home to some of the world's most restrictive abortion laws, and there is evidence of Pacific Island women's reproductive oppression across several aspects of their reproductive lives, including in relation to contraceptive decision-making, birthing, and fertility. In this paper we analyse documents from court cases in the Pacific Islands regarding the illegal procurement of abortion. We undertook inductive thematic analysis of documents from eighteen illegal abortion court cases from Pacific Island countries. Using the lens of reproductive justice, we discuss the methods of abortion, the reported context of these abortions, and the ways in which these women and abortion were constructed in judges' summing up, judgements, or sentencing. Our analysis of these cases reveals layers of sexual and reproductive oppression experienced by these women that are related to colonialism, women's socioeconomic disadvantage, gendered violence, limited reproductive control, and the punitive consequences related to not performing gender appropriately
