    In this study we provide an analysis of the factors underlying Congressional concern regarding model documentation, policies for public access, and evaluation procedures of the Energy Information Administration (EIA) and its predecessor agencies; we also develop and present recommendations designed to improve current practice. This study reviews the history of Congressional concern; surveys current EIA organization and policies; provides an analysis of the model evaluation process; and presents recommendations to improve organizational efficiency and responsiveness, the model documentation process, public access policies, and model evaluation

    Analysis quality report on the EIA Annual Report to Congress 1978, volume III : coal supply

    The Energy Information Administration (EIA) is charged by Congress to prepare an Annual Report to Congress (ARC) which includes projections of energy supplies, consumption and prices, as well as the relation of energy to other economic activity. As an aid to users of ARC, the EIA Office of Analysis Oversight and Access (OAOA) is preparing "Analysis Quality Reports" on particular components of the energy information analysis system used in developing the ARC-78 projections. This report focuses on the Coal Supply Module used for the midterm projections of the ARC-78. The Coal Supply Module is part of the EIA's National Coal Model. The review and analysis presented here is based upon the MIT Energy Model Analysis Program's (EMAP) evaluation of the documentation and implementation of the Coal Supply Module sponsored by OAOA, and an indepth evaluation of a related model--the ICF Coal and Electric Utilities Model--which also employs the EIA Coal Supply Module.     Compassionate containment? Balancing technical safety and therapy in the design of psychiatric wards

    This paper contributes to the international literature examining design of inpatient settings for mental health care. Theoretically, it elaborates the connections between conceptual frameworks from different strands of literature relating to therapeutic landscapes, social control and the social construction of risk. It does so through a discussion of the substantive example of research to evaluate the design of a purpose built inpatient psychiatric health care facility, opened in 2010 as part of the National Health Service (NHS) in England. Findings are reported from interviews or discussion groups with staff, patients and their family and friends. This paper demonstrates a strong, and often critical awareness among members of staff and other participants about how responsibilities for risk governance of ‘persons’ are exercised through ‘technical safety’ measures and the implications for therapeutic settings. Our participants often emphasised how responsibility for technical safety was being invested in the physical infrastructure of certain ‘places’ within the hospital where risks are seen to be ‘located’. This illuminates how the spatial dimensions of social constructions of risk are incorporated into understandings about therapeutic landscapes. There were also more subtle implications, partly relating to ‘Panopticist’ theories about how the institution uses technical safety to supervise its own mechanisms, through the observation of staff behaviour as well as patients and visitors. Furthermore, staff seemed to feel that in relying on technical safety measures they were, to a degree, divesting themselves of human responsibility for risks they are required to manage. However, their critical assessment showed their concerns about how this might conflict with a more therapeutic approach and they contemplated ways that they might be able to engage more effectively with patients without the imposition of technical safety measures. These findings advance our thinking about the construction of therapeutic landscapes in theory and in practice

    How does a transforming landscape influence bird breeding success?

    Context The conversion of agricultural landscapes to tree plantations is a major form of landscape transformation worldwide, but its effects on biodiversity, particularly key population processes like reproductive success, are poorly understood. Objectives We compared bird breeding success between woodland remnants surrounded by maturing stands of plantation Radiata Pine and a matched set of woodland remnants in semi-cleared grazing land. Methods Our study was conducted in the Nanangroe region in south-eastern New South Wales, Australia. Using repeated field measurements, we quantified bird breeding success in 23 woodland remnants; 13 surrounded by Radiata Pine plantations and 10 on farms where remnants were surrounded by semi-cleared grazing land. We matched the attributes of native remnant patches between two types of matrix. Results We found that: (1) rates of nesting success of smaller-bodied birds in woodland remnants surrounded by grazing land were significantly higher than in woodland remnants surrounded by pine plantations; and (2) taxa with domed nests were more successful at nesting than species that constructed open cup/bowl nests in woodland remnants within farmlands. Conclusions Our findings suggest that bird breeding success in remnant woodland patches is significantly diminished as a result of the conversion of semi-cleared grazing land to pine plantations

    'Therapeutic landscapes' and the importance of nostalgia, solastalgia, salvage and abandonment for psychiatric hospital design

    We examine emotional reactions to changes to medical spaces of care, linked with past experiences. In this paper we draw on findings from a qualitative study of the transfer of psychiatric inpatient care from an old to a newly built facility. We show how the meanings attributed to ‘therapeutic landscapes’ from one׳s past can evoke emotions and memories, manifesting in ideas about nostalgia, solastalgia, salvage and abandonment, which can impinge on one׳s present therapeutic experience. We reflect on how consideration of these ideas might contribute to better future design of psychiatric inpatient facilities and the wellbeing of those using them

    Vertical reworking of sediment by the cased caddisfly Glossosomatidae (Agapetus fuscipes) increases sand exposure and availability in armoured gravel-bed rivers

    Landscapes and ecosystems are the result of two-way interactions between hydro-geomorphic and biological processes. Many animals, particularly those that build structures or transport sediment, are important biogeomorphic agents. Glossosomatidae caddisfly larvae (Insecta, Trichoptera) are globally widespread and abundant inhabitants of gravel-bed rivers. Glossosomatidae build mobile cases from sand that they transport over the river bed. However, there is limited understanding on how Glossosomatidae bioconstructions may influence sand distribution in rivers or how their zoogeomorphic behaviours are influenced by hydraulics or characteristics of the river bed. First, we conducted surveys to quantify the magnitude of sand incorporated into Glossosomatidae (Agapetus fuscipes) cases within a UK river. Second, we studied A. fuscipes movement behaviour and quantified the direction and magnitude of sediment reworking, in a flume, under differing flow velocity and gravel size treatments. We found that 99 % of A. fuscipes larvae transported sediment vertically upwards. This resulted in an average conveyance per larvae of 0.06 g sand upwards by 25 mm (maximum of 50 mm). In gravel beds with a coarse surface layer, this resulted in displacement of sand from sheltered interstices onto the surface of exposed gravel particles. In the flume, this behaviour was maintained even at high flows, sufficient to entrain empty cases from these locations. Whilst the mass of sediment moved by individual larvae is small, dense populations of Glossosomatidae larvae may have important consequences for the vertical distribution of sand in rivers. At our field site, A. fuscipes case density averaged 2192 cases m−2, equivalent to 1.4 t km−1. This finding is important because in gravel-bed rivers frequented by Glossosomatidae larvae, sediment transport is typically limited by the availability of entrainable fine grain sediment at the surface. We discuss the implications of this sediment movement for river bed sedimentary structure, the transport of sand and gravel, and the possible role of Glossosomatidae larvae as ecosystem engineers
