    Entering the Union : European accession and capacity-building priorities

    The authors examine the impact of trade facilitation on bilateral trade flows. They examine trade facilitation and capacity-building priorities in 12 countries in the Europe and Central Asia region-eight of the current members of the European Union: Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia,and Slovenia, and three candidate members: Bulgaria, Romania, and Turkey. The results suggest that behind-the-border factors play an important role in determining bilateral trade flows (controlling for the effects of tariffs, development levels, distance, and regional characteristics of exporters and importers, among other factors). The development of new data sets to expand work related to trade facilitation, including strengthening the empirical work explored here, is a key priority without which intelligent policy and priorities cannot be made. The authors'analysis is based on data from the World Economic Forum, Global Competitiveness Report 2001-2002, World Competitiveness Yearbook 2000, and Kaufmann, Kraay, and Zoido-Lobaton (2002). The results indicate that more gains in exports than in imports are expected should the values of three out of the four indicators (port efficiency, regulatory regimes, and information technology infrastructure) of the new and candidate member countries improve halfway to the EU15 average. These countries would expect large trade gains as well as improvements in trade balances as their integration into the EU continues. For example, the greatest absolute trade gains-49billionand49 billion and 62 billion respectively-could be expected if their port efficiency and information technology infrastructure reach half the average level of the EU, and 70 percent of trade gains are associated with export expansion.Economic Theory&Research,Trade and Regional Integration,Trade Policy,Transport and Trade Logistics,Common Carriers Industry

    The director of devised theatre: facilitating, collaboration, ownership and empowerment

    The relationship between collective theatre-making and the necessary yet problematic role of a director figure are indicative of a tension involved in devised theatre practices. As Deirdre Heddon and Jane Milling identify, the director’s function within devising practices ‘complicate[s] the notion of non-hierarchical work of democratic participation’. As such, this thesis aims to further develop and understand the role of the director within a collaborative environment. To investigate the inherent complexities and contradictions of the director’s function within collaborative practices it is necessary to ask; What is the role of the director in devised theatre? is director even the right word? What might a model of directing for collaborative practices entail? How might the director facilitate this (supposed) collaboration? What stakes of ownership are deployed in the work created in collaborative devising contexts? How is devised theatre written? Can/should we attribute authorship to anyone in this process? Through answering the above questions this thesis will contribute to a more nuanced investigation into the distinct relationships involved in the making of contemporary theatre. By asking what the role of the director in contemporary collaborative devised performance is and exploring how they might facilitate collaboration, ownership and empowerment, I wish to place importance on the distinct job of the director within collaborative theatre-making

    The Brachiacantha (Coleoptera: Coccinellidae) of Illinois

    The Illinois fauna of Brachiacantha (Coleoptera: Coccinellidae) is treated in this paper. Seven species were found to occur in Illinois through active collecting and study of specimens from 16 museums and private collections. A key to the identification of adults, descriptions of the adults, habitus photographs and national and state distribution maps are provided. The most commonly collected Illinois species are B. ursina, B. felina, B. quadripunctata quadripunctata and B. decempustulata. Uncommonly collected species are B. dentipes and B. rotunda. Brachiacantha indubitabilis is represented in the Illinois fauna only by the lectotype for the species. Malaise traps, sweep netting, yellow sticky traps, visual inspection of plant material, U-V light traps and pit-fall traps were used in attempts to collect Brachiacantha adults. Since 1990, Malaise traps collected four species and 63.3% of the specimens, manual collecting yielded five species and 27.3% of the specimens and yellow sticky traps collected two species and 9.4% of the specimens. U-V light traps and pitfall traps did not collect Brachiacantha. The larvae of only two species are known and both have been identified as myrmecophiles. The evolutionary basis of this Brachiacantha-ant relationship is discussed. Also discussed is the species status of Brachiacantha rotunda Gordon
