    An Experimental Technique for the Evaluation of Strain Dependent Material Properties of Hard Coatings

    A novel vibration experiment consisting of a free-free boundary condition, an electromagnetic excitation source, a vacuum chamber, and a laser vibrometer based surface measurement system has been developed that permits high levels of excitation on highly damped specimens with a minimal amount of unwanted systematic error. While some of the aspects of this experiment are not unique, when combined with a processing technique that accounts for the nonlinearities present in the system, this experiment permits, accurate measurement of strain dependent stiffness and damping properties of hard coatings at high strain levels. This procedure has been demonstrated using a titanium beam that has been coated with a free-layer damping treatment of Magnesium Aluminate Spinel. The results indicate that Magnesium Aluminate Spinel has both nonlinear stiffness and damping properties. The stiffness asymptotes to a minimum value around 650 microstrain while the damping is a maximum around 100 microstrain. Additionally, the data contained herein cover a larger strain range for this material than previously reported

    Relationship between religious beliefs and the accounting and economic practices of a society: evidence from the Dead Sea scrolls

    This study explores the Dead Sea Scrolls to demonstrate how Essene socio-religious values shaped their accounting and economic practices during the late Second Temple period (ca. first century BCE to 70 CE). Our primary focus is on the accounting and commercial responsibilities of a leader within their community †“ the Examiner. We contend that certain sectarian accounting practices may be understood as ritual/religious ceremony and address the performative roles of the Essenes\u27 accounting and business procedures in light of their purity laws and eschatological beliefs. Far from being antithetical to religious beliefs, we find that accounting actually enabled the better practice and monitoring of religious behavior. We add to the literature on the interaction of religion with the structures and practices of accounting and regulation within a society

    Overview of the Space Launch System Ascent Aeroacoustic Environment Test Program

    Characterization of accurate flight vehicle unsteady aerodynamics is critical for component and secondary structure vibroacoustic design. The Aerosciences Branch at the National Aeronautics and Space Administration (NASA) Marshall Space Flight Center has conducted a test at the NASA Ames Research Center (ARC) Unitary Plan Wind Tunnels (UPWT) to determine such ascent aeroacoustic environments for the Space Launch System (SLS). Surface static pressure measurements were also collected to aid in determination of local environments for venting, CFD substantiation, and calibration of the flush air data system located on the launch abort system. Additionally, this test supported a NASA Engineering and Safety Center study of alternate booster nose caps. Testing occurred during two test campaigns: August - September 2013 and December 2013 - January 2014. Four primary model configurations were tested for ascent aeroacoustic environment definition. The SLS Block 1 vehicle was represented by a 2.5% full stack model and a 4% truncated model. Preliminary Block 1B payload and manned configurations were also tested, using 2.5% full stack and 4% truncated models respectively. This test utilized the 11 x 11 foot transonic and 9 x 7 foot supersonic tunnel sections at the ARC UPWT to collect data from Mach 0.7 through 2.5 at various total angles of attack. SLS Block 1 design environments were developed primarily using these data. SLS Block 1B preliminary environments have also been prepared using these data.     Evaluation of a Group Administered 24-Hour Recall Method for Dietary Assessment

    A group administered 24-hour food recall was developed by the Expanded Food and Nutrition Education Program of Texas to expedite dietary assessment of clients. The study reported here evaluated the group recall and an individual recall method. Data for one meal collected with the use of dietary recalls, either group of individual, were compared to observational data. Results suggest that the group recall may be at least as effective as the individual recall to estimate dietary intakes of subjects. The group recall method could be used by programs such as EFNEP to simplify and expedite dietary assessment of clients

    Sodium Bicarbonate Ingestion Improves Time-to-Exhaustion Cycling Performance and Alters Estimated Energy System Contribution:A Dose-Response Investigation

    This study investigated the effects of two sodium bicarbonate (NaHCO3) doses on estimated energy system contribution and performance during an intermittent high-intensity cycling test (HICT), and time-to-exhaustion (TTE) exercise. Twelve healthy males (stature: 1.75 ± 0.08 m; body mass: 67.5 ± 6.3 kg; age: 21.0 ± 1.4 years; maximal oxygen consumption: 45.1 ± 7.0 ml.kg.min-1) attended four separate laboratory visits. Maximal aerobic power (MAP) was identified from an incremental exercise test. During the three experimental visits, participants ingested either 0.2 g.kg-1 BM NaHCO3 (SBC2), 0.3 g.kg-1 BM NaHCO3 (SBC3), or 0.07 g.kg-1 BM sodium chloride (placebo; PLA), 60 minutes pre-exercise. The HICT involved 3 x 60 s cycling bouts (90%, 95%, 100% MAP) interspersed with 90 s recovery, followed by TTE cycling at 105% MAP. Blood lactate was sampled after each cycling bout to calculate estimates for glycolytic contribution to exercise. Gastrointestinal (GI) upset was quantified at baseline, 30 minutes and 60 minutes post-ingestion, and 5 minutes post-exercise. Cycling TTE increased for SBC2 (+20.2 s; p =0.045) and SBC3 (+31.9 s; p =0.004) compared to PLA. Glycolytic contribution increased during the TTE protocol for SBC2 (+7.77 kJ; p =0.10) and SBC3 (+7.95 kJ; p =0.07) compared to PLA. GI upset was exacerbated post-exercise after SBC3 for nausea compared to SBC2 and PLA (p 0.05). Both NaHCO3 doses enhanced cycling performance and glycolytic contribution, however, higher doses may maximise ergogenic benefits

    Shifts in Attack Behavior of an Important Kelp Forest Predator Within Marine Reserves

    Marine reserves have become increasingly valuable tools with which to manage ecosystems. These reserves consistently restore populations of top predators, often reducing availability of their favored prey. We hypothesized that such prey reduction in reserves causes protected predators to alter their attack behavior to include less palatable prey, potentially amplifying top-down effects on community structure. To test this hypothesis, we presented the relatively unpalatable sea hare Aplysia californica to freely foraging spiny lobsters Panulirus interruptus in 4 marine no-take reserves, each paired with an adjacent fished area. We found that lobsters only attacked sea hares inside reserves, where lobster density was significantly greater than that of the adjacent fished areas. Attacks on otherwise unpalatable prey exclusively in no-take reserves was likely caused by increased hunger, since in the laboratory only food-deprived lobsters attacked sea hares. These findings are the first to suggest that management involving no-take reserves may have unintended consequences on community structure that result from behavioral changes in key predators in the face of increased competition for food. We suspect that these effects may become more widely detected as reserves across the globe grow older and are researched further

    On Petition for a Writ of Certiorari to The United States Court of Appeals for The Eighth Circuit, Brief of Law Professors Paul F. Rothstein, et. al., Office of the President v. Office of Independent Counsel

    This Court should grant review not only because this is a case of national importance and prominence, but also because the decision below is a conspicuous departure from settled principles of evidence law. The panel majority concluded that communications between government lawyers and government officials are not protected by the attorney-client privilege, at least when those communications are sought by a federal grand jury. That conclusion conflicts with the predominant common-law understanding that the attorney-client privilege applies to government entities and that where the privilege applies, it is absolute (i.e., it protects against disclosure in all types of legal and investigative proceedings). In particular, the Court of Appeals\u27 decision rests on a fundamental misunderstanding of this Court\u27s decisions in Upjohn Co. v. United States, 449 U.S. 383 (1981), and United States v. Nixon, 418 U.s. 683 (1974). Moreover, this case warrants further review because the decision below has profound implications beyond the parties to this dispute. The Court of Appeals\u27 ruling, if allowed to stand, will create widespread uncertainty among federal, state, and local officials concerning the extent to which their communications with their agency lawyers, for the purpose of seeking legal advice in the conduct of governmental affairs, are protected by the attorney-client privilege. Unless this Court grants review and resolves this uncertainty, the decision below will likely have an adverse effect on the current and future operation of not only the Office of the President of the United States, but also government at all levels. At the very least, a decision of such vast implications (as in the present case) should be made by the highest court in the land. We accordingly urge the Court to grant the petition for review
